Planning: Prior to processing of Environmental permits… 1. Detailed, as possible, timeline for finished infrastructure construction. 2. Assurance from Public Utilities (email, phone call, etc from Tim Payseur) that their needs have been met, or are being met. 3. Contractor info for road construction and paving, streetlights, and streetscape buffer. Then, the Environmental Health permits can be fully processed and meet your lender’s needs. Prior to releasing any permits… 1. Roads should be built and paved to NCDOT standards 2. Street lights should be installed per Subdivision Ordinance 3. Streetscape landscaping buffer planted as per approved plat Public Utilities: Water lines must be inspected and approved. If the water samples are good, then HCDPU will request the final documents from the P.E. including the As-Built Record Drawings, the P.E. Certification and the Cost of the Water System Improvements. If the water samples are bad, then the disinfection process must be repeated until the water samples can pass the bacteria testing. Once water lines have passed the bacteria testing and the final engineering documents have been received by HCDPU, then Harnett County will attach the PE Certification to the Applicant Certification form and send both certifications to NCDENR to request the Final Approval. Only after the Final Approval has been issued by NCDENR and the Developer has paid the Capacity Use Fees can Harnett County release meters to the project.
