PU-SR-01 The Professional Engineer (P.E.) must submit the P.E. Certification for the water and sewer  lines installed to serve this subdivision to HCDPU. The Developer must provide HCDPU with a cost statement of the water and sewer system  improvements installed to serve the subdivision. A bond may be submitted to cover the cost of the utility improvements until the water and  sewer systems have been installed, inspected, tested, certified and approved by NCDENR and HCDPU in order to record the final plat. However, modified sewer collection permit WQ#0031668 for SC WW Phase 1A must be issued by NCDENR - Division of Water Quality before the bond could be submitted to Harnett County for review and approval. A twenty (20') feet wide easement must be provided to Harnett County for all utilities not  installed within the right-of-way of the subdivision streets.
