North Harnett Industrial Park-Public Utilities Septic Tanks (if used) must be properly sized and installed on each industrial building lot to handle the wastewater disposal as HCDPU does not have county sewer available within close proximity of this development. The septic tanks and associated drain fields for each industrial lot must be approved by The Harnett County Environmental Health Department. NOTE: HCDPU provides this information as a curteousy to the developer, land surveyor and professional engineer for design purposes. However, HCDPU cannot be held liable for errors, mistakes, ommissions, and inaccurate information provided through this preliminary approval process. It is therefore recommended that the engineer or developer "field verify" the information provided by HCDPU prior to purchasing, grading, excavating, clearing, or developing the subject property. HCDPU will not make provisions to extend new water lines to new developments at the county's expense and HCDPU will not provide assistance to upgrade, install or improve the new or existing water services in the proximity of this project unless the developer can provide HCDPU proper justification and demonstrate a benefit for Harnett County. Ballot REVIEWER: Tim Payseur Date: May 23, 2007 VOTE: Hold CONDITIONS: SHORT TERM: 1. The professional engineer (PE) should submit utility plans for the proposed water and sewer line extensions, an engineer’s report and project specifications to HCDPU for review and subsequent approval. 2. The professional engineer (PE) should include an additional fire hydrant on the proposed eight (8”) inch water line extension as the distance between the proposed fire hydrants is greater than 1,000 feet. In addition, each lot must be within 500 linear feet of a fire hydrant. 3. The professional engineer (PE) should submit a three-party NCDOT encroachment agreement to HCDPU for approval and then submit the signed three-party NCDOT encroachment agreement to NCDOT for approval before starting construction in the NCDOT right-of-way along Hwy 410 N. 4. The preliminary site plan should specify if the lots will be served by wells or Harnett County public water. 5. The preliminary site plan should specify if the lots will be served by septic tanks or Harnett County public sewer. The distance to the nearest sewer line will determine which sewage disposal system must be used for this project. LONGE RANGE: 1. The Developer must provide HCDPU with a one (1) year warranty on the new water and sewer lines that will serve this subdivision once the final approvals have been issued NCDENR and the new utilities have been accepted by HCDPU. Front Street, Lillington, NC 27546 Phone: (910) 893-7525 Fax: (910) 893-2793 Development Name: North Harnett Industrial Park Property Description PIN(s): 0654-77-0805.000 Acreage: 29.50 acres Address/SR No.: Hwy401 N. Water Public water is available for this development (via Harnett County) Comments: Harnett County has an existing twelve (12") inch water distribution line located on the west side of Hwy 401 N. and an existing thirty-six (36") inch water transmission line along the east side of Hwy 401 N. There is adequate water supply to this area to provide this industrial park with fire flow and potable water. The proposed eight (8") inch water lineto be installed along Jarco Drive should be adequate to serve this project; however, the utility plans for this project should include another fire hydrant in order that each lot may be within 500 linear feet of a fire hydrant. The Professional Engineer (PE) must submit utility plans for the proposed eight (8") inch water line along Jarco Drive, an engineer's report and project specifications to HCDPU for review and subsequent approval in accordance with the established "Approval Process for New Water Line Extensions" as outlined on the Harnett County website www.harnett.org under the Public Utilities page. One important note to be considered for the water services to be provided for each lot must include a Reduced Pressure Zone (RPZ) device for backflow prevention. These devices must be depicted on the individual services if installed with the new eight (8") inch water line or in the individual site plans for each lot. NOTE: HCDPU provides this information as a curteousy to the developer and professional engineer for design purposes. However, HCDPU cannot be held liable for errors, mistakes, ommissions, and inaccurate information provided through this preliminary and/or final plat approval process. It is therefore recommended that the professional engineer or developer "field verify" the information provided by HCDPU. Sewer Public sewer is available for this development (via Harnett County) Comments: The preliminary plan for this Industrial Park does not indicate the distance to the nearest Harnett County sewer line. Harnett County has a 42” wastewater interceptor along the Neills Creek and Kenneth Branch in this vicinity. The wastewater interceptor will be placed into service within the next few months and if the project is within 1,100 linear feet of the existing wastewater interceptor, then the developer must acquire the necessary easements to connect to the 42” wastewater interceptor in the vicinity of this project. This project must connect to the 42” wastewater interceptor using a gravity sewer system as the wastewater cannot be pumped into the concrete wastewater interceptor. County sewer or septic tanks should be denoted on the preliminary site plan for this development. Page 1 of 2PUBLIC UTILITIES STAFF REPORT
