The 2 additional taps may be installed by HCDPU after the new water line extension has been approved by NCDENR under the DEH Serial No. 07- 01399 or the project can be resubmitted to NCDENR for plan approval of the revised plans with the additional taps and then once approved and permitted by NCDENR, the utility contractor may install the 2 additional taps that were not previously indicated on the NCDENR approved plans. The PE must provide HCDPU with revised utility plans if the  developer plans to install the 2 additional taps for the 2 additional lots The street has not been paved and HCDPU wants to make  certain that the water line will not be paved over.
