Westerfield Farms, Section II, Phase 1 received preliminary subdivision approval by the Harnett County Planning Board on August 1, 2005 for fifty (50) lots. This approval is good for a period of two (2) years. Any significant changes to the approved plan, including changes to street layout, require approval of a revised preliminary subdivision plat. This means that a full review must be done again. Because the preliminary plat was approved prior to the institution of recreational fees, these will not be required on the revised plat for fifty (50) lots in Phase 1 only. Recreational fees must be paid on any and all lots over the number that has already been preliminarily approved. These fees are due at final subdivision plat recordation. Due to changes in the Harnett County review process, the Planning Board is no longer the primary board responsible for reviewing subdivisions. This responsibility is now given to the Development Review Board, or DRB. Therefore, the revised preliminary will have to go before the DRB for review and approval. Further information on the DRB can be found on our website. In revising the preliminary plat, please keep in mind that no dead-end street, including cul-de- sacs, can exceed two thousand (2,000) feet in length. The purpose of this is to promote interconnectivity within the subdivision. Additionally, there have been several amendments to the Harnett County Subdivision Ordinance that you should be aware of. There is now a requirement that once a subdivision reaches two hundred (200) lots, a second entrance must be added. The Planning Department recommends that a second entrance be added after one hundred (100) lots. There is an additional requirement for stub-outs to adjacent property for future development and connectivity. Please feel free to contact me with any further questions or concerns.
