The Utility Plans were approved for 136 lots and the new plat plan indicates that only 114 lots will be developed. The Utility Contractor began installing the water system and the services were installed based upon the previous design with 136 lots. The water services installed on site may need to be removed and re-positioned to meet the new subdivision layout. Any water services not needed for the new subdivision layout must be closed at the corporation stop and removed from the system. The DEH Serial No. 06-01855 was issued by NCDENR on November 14, 2006 and it will expire  in November 2008 as it is only good for 24 months. A new permit should be obtained for this Page 1 of 2 PUBLIC UTILITIES STAFF REPORT proposed development that will reflect what will be installed for the 114 lots or a request should be made to NCDENR to obtain an extension on the existing permit before it expires. The preliminary plat plan shows Brice Drive and Salters Drive are stubbed into an adjoining  tract of land. If additional phases are planned for this development then a Master Development Plan must be provided to HCDPU.  LONG RANGE: Please visit www.harnett.org/utilities for more information on the approval process.  The street stub outs for Brice Drive and Salters Drive should not have dead end water line stub  outs unless future development will be planned for the near future. Then the water lines must be stubbed out with at least a six (6") inch gate valve to provide fire protection to the future development. The water system must be inspected, tested and approved by HCDPU before the final plat may  be released for recording with the Harnett County Register of Deeds. The water system must be approved by HCDPU and NCDENR before the meters can be released  to the builders.
