HARNETT COUNTY BOARD OF COMMISSIONERS REGULAR MEETING, NOVEMBER 2, 1992
The Harnett County Board of Commissioners met in regular session on
Monday, November 2, 1992, in the Commissioners Meeting Room, County
Office Building, Lillington, North Carolina, with the following
I members present: Beatrice Bailey Hill, Walt Titchener, Bill Shaw,
Mack Reid Hudson, and Chairman Lloyd G. Stewart presiding. Others
present were W. Glenn Johnson, County Attorney; Vanessa W. Young,
Finance Officer and Clerk to the Board; Tony Wilder, Assistant County
Manager; and Kay S. Blanchard, Recording Secretary.
Chairman Stewart called the meeting to order at 9 a.m. and
Commissioner Shaw offered the invocation.
Commissioner Titchener moved that the agenda item concerning proposal
to establish a process for receiving permit applications by mail in
the Inspections Department be moved up on the agenda. Commissioner
Hill seconded the motion and it passed with a unanimous vote.
Upon motion made by Commissioner Hill and seconded by Commissioner
CONSENT AGENDA Shaw, the Board voted unanimously to approve the following items from

( 3) term which will expire September 1, 1995.
Blount Whiteside, Dunn, to Board of Adjustments for a 3-year
term which will expire September 1, 1995.
George Jackson, Planning Director, presented for the Board's
PERMIT APPLICATIONS consideration a proposal to establish a six months trial process for
BY MAIL receiving permit applications from contractors by mail with a $3.00
processing fee in the Inspections Department. Commissioner Titchener
moved to approve the proposal as presented. Commissioner Shaw
seconded the motion and it passed with a unanimous vote.
RELIEF REQUESTED FOR Ed Bain, Attorney, requested relief for 1988 and 1989 taxes on behalf
TAXES OF CIRCLE A CLUB of Circle A Club, Inc. based on error in appraisal. Marshall Woodall,
County Tax Attorney, explained the General Statutes affecting the
request. The 30ard tabled the matter.

SURPLUS EMERGENCY Sheriff.Lewis Rosser presented a request from the Sheriff's Department
VEHICLE TO BE USED BY for ass1gnment of a county surplus ambulance that is no longer being
SHERIFF'S DEPT. used by the Em7rgency Med~ca~ Services , to be used by a Special
Response Team 1n the Sher1ff s Department. Commissioner Hudson moved
tha~ ~he vehicle be assigned to the Sheriff's Department to be
mod1f1ed and used by the Special Response Team. Commissioner Hill
seconded the motion and it passed with a unanimous vote. I
PERSONNEL ACTION REQUESTS Henry, S. ThoI?pson,. Heal th Department Director, presented for the
FOR HEALTH DEPT. Board s cons1deratl.on ~wo personnel action requests for the Health
Department. Item one 1nvolved a salary change for the present
Physician Extender II, position from $32,985 to a new salary of
$35,000. Item two involved the present Medical Laboratory Technician
II, position from $19,718 to a new salary of $23,000. Commissioner
Huds~n moved that a new salary of $35,000 be approved for the
Physl.cian Extender II, position and that a new salary of $23,000 be
approved for the Medical Laboratory Technician II position.
comm~ssioner Titchener seconded the motion and it' passed with a
unanl.mous vote.
REQUEST FOR ADDITIONAL Gayle P. Holder, Register of Deeds, presented for the Board's
PERSONNEL FOR REG. OF con~ideration a request for two additional personnel positions for the
DEEDS Reg1ster of Deeds office. Commissioner Hill moved to table the .
matter: Commissioner Titchener seconded the motion and it passed with
a unanl.mous vote.
HOU~S OF OPERATION FOR Gayle P. Holder, Register of Deeds, requested that the hours of
REG. OF DEEDS OFFICE operation of the Register of Deeds office remain as they are and not
close during the lunch hours. Al Bain, President of Harnett County
Bar Association, presented reasons why the Register of Deeds office
hours should not close during the lunch hours. Commissioner Hill
moved that the hours of operation of the Register of Deeds office
remain 8 a.m. to 5 p.m., Monday through Friday. Commissioner Shaw
seconded the motion and it passed with a unanimous vote.
RESOLUTION TO ADD ROADS Commissioner Titchener moved to adopt a resolution to add roads in
IN CAPTAIN'S LANDING Captain's Landing Subdivision to the State Secondary Road System.
SUBDIVISION TO STATE Commissioner Hudson seconded the motion and it passed with a unanimous I
SYSTEM vote. The resolution is copied in full at the end of these minutes as
attachment 1.
1993 HOLIDAY SCHEDULE Commissioner Hill moved to adopt the 1993 Holiday Schedule for Harnett
County. Commissioner Titchener seconded the motion and it passed with
a unanimous vote. The Holiday Schedule is copied in full at the end
of these minutes as attachment 2.
REPORTS Reports for the month of October were filed with the Board from the
Library and Tax Department. Report of Budget Amendments that Increased
Fund Balance was also filed with the Board.
TAX REFUNDS Bobby Wicker, Tax Administrator presented tax refund requests for the
Board's consideration. Commissioner Shaw moved for approval of the
tax refund requests. Commissioner Hill seconded the motion and it
passed with a unanimous vote. The list of tax refunds is copied in
full at the end of these minutes as attachment 3.
APPROVAL OF REQUEST TO Commissioner Titchener moved for approval of a request from the
USE COURTHOUSE GROUNDS Lillington Chamber of Commerce to use the Courthouse grounds for a
FOR CHRISTMAS TREE Christmas tree lighting ceremony on Friday, November 27, 1992.
LIGHTING CEREMONY Commissioner Shaw seconded the motion and it passed with a unanimous
vote.
BUIES CREEK FIRE DISTRICT Jimmy Sox, Chief, Buies Creek Fire Department, requested that the
MATTER Board designate Kenneth Stewart, President, Buies Creek Fire District,
to conduct a public hearing for the Buies Creek Fire District
concerning the purchase of a new fire department vehicle,
rehabilitation of a vehicle, and capital improvements. Commissioner
Titchener moved that Kenneth Stewart be designated to conduct a public
hearing for Buies Creek Fire District concerning t~e purchase of a new II
vehicle, rehabilitation of a vehicle, and capital improvements.
Commissioner Shaw seconded the motion and it passed with a unanimous
vote.
Commissioner Hill moved that the Board go into executive session.
EXECUTIVE SESSION
Commissioner Shaw seconded the motion and it passed with a unanimous
vote.
Commissioner Hill moved that the Board come out of executive session.
Commissioner Titchener seconded the motion and it passed with a
unanimous vote.

Tony Wilder, Assistant County Manager, presented a budget amendment
request from Social Services Department. Commissioner Titchener made
I a motion to table the matter. Commissioner Hill seconded the motion
and it passed with a unanimous vote.
ADJOURNMENT There being no further business, the Harnett County Board of
Commissioners regular meeting, November 2, 1~92, duly adjourned at
12:10 p.m.
