Dear Mrs. Jones:
We are proposing a well-organized manufactured housing community on this property. The
property is located in a rural area outside the city limits, and our primary goal is to help address
the growing need for quality, affordable housing within the county.
We also want to emphasize that we are looking to invest in this county for the long term. We
see an opportunity to bring meaningful private investment into the area, create additional housing
opportunities for local residents, and contribute positively to the surrounding community. Our
goal is not simply to develop a piece of property, but to create a housing solution that benefits
the people who live and work within the county.
As everyone is aware, the cost of housing and everyday living has increased significantly.
Working families, young families, retirees, and individuals on fixed incomes are finding it
increasingly difficult to locate quality housing they can afford. We believe this development can
help meet that need by creating additional affordable housing opportunities while maintaining a
clean, organized, and professionally managed community.
This is not a traditional subdivision involving extensive vertical construction. The proposed
development would consist primarily of manufactured homes, gravel access roads, utility
connections, home pads, and the supporting infrastructure necessary to properly serve the
community. We believe this approach allows us to provide housing efficiently while minimizing
the overall impact on the property.
The community is planned to be supported by a large centralized septic system designed to
accommodate the development. The property also has access to city water, providing a reliable
water source for the community. We intend to work closely with the County and all applicable
agencies to ensure the water, wastewater, roads, drainage, and other infrastructure are properly
designed and meet all applicable requirements.
Because this is a manufactured housing community rather than a conventional residential
subdivision, we believe it provides an efficient way to deliver much-needed housing while
limiting unnecessary site disturbance and impervious coverage. Regarding stormwater
management, we would appreciate the opportunity to work with County staff to determine the
appropriate requirements for this particular site and whether the proposed low-impact design can
reduce the need for extensive stormwater infrastructure.
The community may include a mix of ownership arrangements. Some manufactured homes
may be provided or owned by the community, while other residents may own or bring their own
homes, subject to the standards established for the development.
Similarly, the homes may include both new and quality used manufactured homes. Those
decisions will be based on market demand, affordability, community needs, applicable County
requirements, and what makes practical business sense. Regardless of whether a home is new or
used, our objective is to maintain appropriate standards so that the overall development remains
attractive, safe, organized, and well maintained.
Most importantly, we want this development to represent a positive investment in the county.
We want to expand affordable housing opportunities, provide options for people who live and
work in the area, and create a professionally managed community that can remain an asset to the
county for many years.
We understand that a project of this size requires coordination with County staff and other
applicable agencies. We are prepared to work collaboratively through the development and
approval process, understand the County's requirements, and address legitimate planning,
infrastructure, safety, and environmental concerns.
We respectfully ask the County to consider the benefits this project can provide: private
investment, additional housing supply, greater housing affordability, and new
opportunities for local residents and working families.
Thank you, Mrs. Jones, for your time and consideration. We look forward to working with you
and the County to determine the best path forward for this property.
Respectfully,
Haidar Shbeeb
