RESOLUTION BY THE HARNETT COUNTY BOARD OF COMMISSIONERS
IN SUPPORT OF SENATE BILL 2025-349
WHEREAS, Article V, Section 2(2) of the North Carolina Constitution requires uniform property
tax rates on all property throughout a particular taxing unit and uniform property tax classifications
throughout the entire state; and
WHEREAS, ever-increasing real property values and taxes in North Carolina make elderly and
disabled citizens vulnerable, as fixed incomes struggle to keep pace with the additional costs of living;
and
WHEREAS, the Harnett County Board of Commissioners (the "Board") is committed to the
protection of its senior citizens and disabled members of the community to ensure that they can remain in
their homes; and
WHEREAS, the Board is prohibited from adopting local legislation that would increase income
thresholds for elderly or disabled exemptions or from creating new exemptions and exclusions; and
WHEREAS, the North Carolina Senate has introduced Senate Bill 2025-349 which would create
joint income eligibility tax relief for married couples and eliminate taxes in excess of the circuit breaker
rather than defer them; and
WHEREAS, the Board recognizes that Senate Bill 2025-349 is an important step in providing
property tax relief to elderly and disabled individuals and desires that this bill be made into law.
NOW THEREFORE, BE IT RESOLVED that the Harnett County Board of Commissioners adopts
this Resolution in support of Senate Bill 2025-349 and respectfully urges the General Assembly to ratify
this bill and transmit it to the Governor for his signature.
BE IT FURTHER RESOLVED that this Resolution be forwarded to those General Assembly
Representatives who serve Harnett County.
