EXPRESSING APPRECIATION TO ANGELO MCLEAN
UPON HIS RETIREMENT
WHEREAS, Angelo McLean retired on August 1, 2026 as Cemetery Maintenance
Supervisor with the City of Dunn with 28 years of service; and
WHEREAS, Angelo began his career with the City of Dunn on February 16, 1998 as a
Cemetery Maintenance Worker; and
WHEREAS, Angelo was promoted on July 1, 2001 to Cemetery Maintenance Crew Leader,
and
WHEREAS, because of his good work ethic and reliability, Angelo was given more
responsibility and promoted on July 1, 2004 to Cemetery Maintenance Supervisor, where
he served until his retirement where he received a lot of comments on what an excellent
employee he was; and
WHEREAS, Angelo has proven himself to be a dedicated and efficient public servant who
has gained the admiration and respect of his fellow workers, employees and the citizens of
the City of Dunn; and
WHEREAS, Angelo has worked faithfully and diligently; one that you could depend upon
to do whatever it took to get the job done, always with a kind word and a smile on his face;
and
WHEREAS, the Mayor and City Council of the City of Dunn are desirous on behalf of
themselves, the other City officials and employees, and the citizens of the City of Dunn, of
expressing to Angelo McLean their appreciation for the service rendered by him to the City
over the years.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Dunn City Council that we
extend to Angelo McLean our deep appreciation and gratitude for his dedicated service to
the City, and our very best wishes for continued success, happiness, prosperity and good
health in his future endeavors.
This Resolution shall be incorporated into the official inutes of the City of Dunn and shall
be in full force and effect from and after this 281h day o July, 2026.

Designation of July as Parks & Recreation Month
WHEREAS, recreation and parks are an integral part of communities throughout this
country, including the City of Dunn; and
WHEREAS, recreation and parks build and enrich healthy, active communities, improving
the mental and emotional health of all citizens who live near parks; and
WHEREAS, recreation and parks promote time spent in nature, which positively impacts
mental health by increasing cognitive performance and well-being, and alleviating
illnesses such as depression, attention deficit disorders, and Alzheimer's; and
WHEREAS, recreation and parks encourage physical activities by providing space for
popular concerts, sports, trails, splashpads, and many other activities designed to
promote quality of life through active lifestyles; and
WHEREAS, recreation and parks programming and education activities, such as specialty
camps, youth sports, and environmental education are critical to childhood development;
and
WHEREAS, recreation and parks areas are fundamental to the environmental well-being
of our community; and
WHEREAS, The U.S. House of Representatives has designated July as Parks & Recreation
Month; and
WHEREAS, the City of Dunn recognizes the benefits derived from recreation and parks
resources.
NOW, THEREFORE, BE IT RESOLVED, the City of Dunn hereby proclaims
and recognizes July 2026 as Parks & Recreation Month in the City of
Dunn.
This Resolution shall be incorporated into the official Minutes of the City of Dunn and shall
be in full force and effect from and after this 28" day of July, 2026.

Re: Renewal of School Resource Officer Program Memorandum of Understanding
Per Article VII, entitled "Amendments and Modifications- Additional Policies and Procedures" of the
School Resource Officer Program Memorandum of Understanding dated October 1, 2018 ("MOU"),
attached hereto, the Harnett County Board of Education and City of Dunn mutually agree to renew the
MOU. The terms are contingent on the negotiations with the Sheriff or Police Chief that allow the school
district to address performance issues with individual school resource officers actively. All other terms
and conditions will remain the same for a term of 12 months, beginning July 1, 2026, and ending June 30,
2027.

AN ORDINANCE AMENDING ARTICLE I OF CHAPTER 12
OF THE DUNN CITY CODE
The Dunn City Code is hereby amended as follows:
SECTION 1A: Sec. 12-4. of Article I of Chapter 12 of the Dunn City Code reads as
rewritten:
Sec. 12-4. - Truck routes designated.
The streets listed in a schedule established and amended by the city council from
time to time, and on file in the office of the city clerk, are hereby designated as truck
routes.
(1) All roadways not specifically designated as truck routes by the city council
shall be prohibited from usage by commercial vehicles with greater than
three (3) axles unless prior approval has been obtained from the city police
department. As used in this section, commercial vehicle shall be defined the
same as that term is now or hereinafter defined by the North Carolina
Department of Transportation,
(2) Notwithstanding (1) above, vehicles used pursuant to municipal, county,
state, or federal government operations shall be exempt from this section.
Furthermore, any vehicle used in conjunction with construction, farming,
home furnishings, moving aad, storage, and delivery to an address not on
the designated truck route shall be exempt from this section.

SECTION 1 B: Sec. 12-5. of Article I of Chapter 12 of the Dunn City Code reads as
rewritten:
Sec. 12-5. - No-thru trucks designated.
The streets not designated in section 12-4 may be established in a schedule and
amended by the city council from time to time, and on file in the office of the city clerk
as "no-thru truck" streets in which signs may be posted stating same.

SECTION 2: If any section, sentence, clause, or phrase of this Ordinance is for any
reason held to be invalid or unconstitutional by the decision of any court of competent
jurisdiction, such decision shall not affect the validity of the remaining portions of
Ordinance.
SECTION 3: Any previous Truck routes designations in Sec. 12-4 and No-thru trucks
designated in Sec 12-5 of the Dunn City Code are repealed. This ordinance shall
become effective immediately upon its adoption and

Investment Policy
City of Dunn, NC
1. Scope
Applicability:
This policy governs the investment of all operating funds of the City of Dunn, North
Carolina, as authorized by NCGS 159-30.
Pooling:
In accordance with NCGS 159-30(e), the local government may consolidate cash balances
from various funds, except for certain restricted or specialized funds, in order to maximize
investment returns. Investment income will be allocated monthly across funds based on
each fund's average monthly balance.
11.Objectives
The primary objectives of this investment program are:
1. Safety:
The principal goal is to protect the principal of public funds through the
management of credit and interest rate risks.
c Credit Risk:
The City of Dunn will minimize credit risk by:
o Investing only insecurities authorized under NCGS 159-30(c).
o Transacting with only pre -qualified financial institutions, brokers, and
dealers.
0 Diversifying its portfolio to reduce the impact of a single investment's
failure on the overall portfolio.
Interest Rate Risk:
The City of Dunn will mitigate interest rate risk by:
o Investing primarily in short-term securities, with a maximum maturity of
three (3) years from the date of purchase, unless otherwise approved by
the governing board.
o Using a laddering strategy to stagger investment maturities, ensuring
cash Flow needs are met without the need for market sales.
o Ensuring at least 50% of the portfolio's maturities will occur within 12
months of the fiscal year-end.

2. Liquidity:
Ensuring that funds are available when needed for operations is a critical objective.
o Investments will be made with the intent of holding to maturity, however,
liquidity will be maintained by placing a portion of the portfolio in investments
such as the North Carolina Capital Management Trust (NCCMT), or a custodial
sweep account, offering same -day or next -day liquidity.
3. Yield:
The City of Dunn will seek the highest possible yield on its investments after
meeting the primary objectives of safety and liquidity.

VI. Internal Controls and Reporting
1. Internal Controls:
Proper segregation of duties will be maintained within the investment program to
ensure sound internal controls. The duties are as follows:
o Investment officers will execute transactions with authorized financial institutions
and brokers.
o The Finance Officer (or Deputy Finance Director) will review and approve all
investment transactions, including pre -auditing documentation.
o The Finance Officer will maintain detailed records of all investment transactions,
including purchases, maturities, and sales.
o Monthly reconciliations will be performed between the investment portfolio and the
general ledger, using custodial safekeeping statements.
No individual may perform both the duties of transacting and approving

2. Reporting:
o Schedule of Investments: A schedule of all investments will be maintained,
including the security name, purchase date, cost, maturity, date, and yield.

WHEREAS, the City Council for the City of Dunn, on June 13, 2023, adopted the annual budget
ordinance number 02023-13 for the fiscal year beginning July 1, 2023; and,
WHEREAS, the City Council, on June 13, 2023, adopted the capital improvements plan for
fiscal year 2023-24; and,
WHEREAS, the City Council, on December 12, 2023, approved a grant capital project
ordinance for the Pearsall Street Culvert Project with a budgeted amount of $400,000; and,
WHEREAS, the City Council, on March 26, 2024, approved a capital project ordinance
amendment to increase the project budget by $490,340 for construction costs to be funded
from the North Carolina Department of Environmental Quality (NCDEQ) Division of Water
Infrastructure (DWI) grant funding from the Local Assistance for Stormwater Infrastructure
Investments (LASII) American Rescue Plan Act, and,
WHEREAS, on August 27, 2024, the City Council approved an amendment to the capital
project ordinance to increase the project's budget by $870,560; and,
WHEREAS, on December 10, 2024, the City Council approved an amendment to the capital
project ordinance to increase the project's budget by $894,750; and,
WHEREAS, the project is now completed and it is necessary to amend this project's capital
project ordinance to adjust the revenues and expenditures to close out the project; and,
NOW THEREFORE, BE IT ORDAINED by the City Council of the City of Dunn, North Carolina,
that pursuant to section 13.2 of Chapter 159 of the General Statutes of North Carolina, the
following Grant Project Ordinance amendment is hereby adopted.
Section 1: The Pearsall Street Culvert Capital Project is to be amended to include
$1,554,198.95 additional funding from an NCDEQ grant which will offset other previously

budgeted funding sources. A portion of these other funding sources will be returned to their
respective fund or transferred to another capital project. The project is authorized to be
undertaken until all project activity is completed.
Section 2: The officers of this unit are hereby directed to proceed with the grant project
within the terms of the board resolution, grant documents, the rules and regulations of the
Division of Water Infrastructure (DWI), and the budget contained herein, until all project
activity is completed and is adopted as noted in Section 3.
Section 3: The amount of funding appropriated, and amounts budgeted for engineering and
construction are approved as follows:

Section 4: The finance officer is hereby directed to maintain within the Pearsall Street
Culvert Project, sufficient specific detailed accounting records to satisfy the requirements of
the grantor agency, the grant agreements, and federal regulations.
Section 5: Funds may be advanced from the General Fund and/or Stormwater Fund for the
purpose of making payments as due. Reimbursement requests should be made to the State
grantor agency in an orderly and timely manner. Compliance with all federal and state
procurement regulations is required.
Section 6: The finance officer is directed to report, on a quarterly basis, on the financial
status of each project element in section 3 and on the total grant revenues received or
claimed.
Section 7: Within five (5) business days after this ordinance is adopted, the City Clerk shall
file a copy of this ordinance with the City of Dunn Finance Director.

Capital Project Ordinance Amendment 1
Codrington Park Improvements Project
WHEREAS, the City Council for the City of Dunn, on June 24, 2025, adopted the Annual
Budget Ordinance number 02025-15 for the Fiscal Year beginning July 1, 2025; and,
WHEREAS, the City Council, on June 24, 2025, adopted the Capital Improvements Plan for
Fiscal Year 2025-26; and,
WHEREAS, the City Council has offered to purchase the property at 400 E Townsend Street
in Dunn to provide additional access to the Codrington Park; and,
WHEREAS, on October 14, 2025, the City Council approved the budget for the above -
mentioned Capital Project, and,
WHEREAS, it is necessary to amend the project budget to reflect a change in funding sources
and expenditures of this project; and,
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DUNN, NC,
PURSUANT TO SECTION 13.2 OF CHAPTER 159 OF THE GENERAL STATUTES OF NORTH
CAROLINA, THAT:
Section 1: The Project authorized is the Codrington Park Improvements Project with
expenditures and funding as noted in Section 2 and is authorized to be undertaken until all
project activity is completed.
Section 2: The officers of this unit are hereby directed to proceed with the project within the
terms of this capital project ordinance and the budget contained herein. The amount of
funding appropriated, and amounts budgeted for construction and related costs, are

Governmental Facility Improvements Project
WHEREAS, the City Council for the City of Dunn, on June 30, 2026, adopted the Annual
Budget Ordinance number 02026-12 for the Fiscal Year beginning July 1, 2026; and,
WHEREAS, the City Council, on June 30, 2026, adopted the Capital Improvements Plan for
Fiscal Year 2026-27; and,
WHEREAS, on July 28, 2026, the City Council approved the Governmental Facility
Improvements Project to provide funding for various upgrades and improvements to City
facilities in order to maintain existing general fund buildings; and,
WHEREAS, it is necessary to create a Capital Project to account for the revenues and
expenditures of this project; and,
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DUNN, NC,
PURSUANT TO SECTION 13.2 OF CHAPTER 159 OF THE GENERAL STATUTES OF NORTH
CAROLINA, THAT:
Section 1: The Project authorized is the Governmental Facility Improvements Project with
expenditures and funding as noted in Section 2 and is authorized to be undertaken until all
project activity is completed.
Section 2: The officers of this unit are hereby directed to proceed with the project within the
terms of this capital project ordinance and the budget contained herein. The amount of
funding appropriated, and amounts budgeted for construction and related costs, are
approved as follows:

Section 4: The finance officer is directed to report, on a quarterly basis, on the financial
status of each project element in section 2 and on the total revenues received or claimed.
Section 5: The Budget Officer is directed to include a detailed analysis of past and future
costs and revenues on this capital project in every capital budget submission made to this
city council.
Section 6: Within five (5) days after this ordinance is adopted, the City Clerk shall file a copy
of this ordinance with the Finance Director.
Section 7: This Capital Project Ordinance shall be effective immediately.

Ordinance Amendment — OA-07-21; Amendments to Chapter 22 — Regulation of Unattended Donation
Bins
Mayor Elmore opened the Public Hearing at 7:16 p.m. Planning Director Adler presented request to amend
Chapter 22, Zoning, Section 22-60 of the Dunn City Code. The amendment would amend the zoning ordinance
to add language to regulate the location, approval process, and maintenance of unattended donation bins.
An amendment to regulate donation bins was considered at the August meeting but was denied with staff
directed to come back with an amendment that would ban donation bins altogether. After researching that
possibility, the City Attorney found banning the bins would be unconstitutional. Staff went back to the
drawing board to strengthen the language and the Planning Board unanimously recommended approval of
OA-07-21 at their November meeting. With no additional comments, the Public Hearing was dosed.
Motion by Council Member Gaulden and second by Council Member McLean to adopt the ordinance
amendment OA-07-21 as presented to regulate the location, approval process, and maintenance of
unattended donation bins. Motion unanimously approved. A copy of the Ordinance (02021-32) is
incorporated into these minutes asAttachment#3.

Section 22 — 60. — Regulation of Unattended Donation Bins
(a) Purpose and Intent. The purpose of this chapter is to regulate the placement and maintenance of
unattended donation bins within the city. The procedures and requirements of this chapter are
enacted to:
{11 Promote the community's health, safety and welfare by regulating unattended donation bins for
clothing or other salvageable personal property within the city:
(2) Ensure that unattended donation bins do not pose a hazard to pedestrian and vehicular traffic;
(3) Ensure that material is not allowed to accumulate outside of the unattended donation bins
where it can be scattered by adverse weather conditions, animal contacts or human activities;
and
(4) Establish criteria that avoid attracting vermin, unsightliness and public health hazards.
(b) Definitions.
Planning Director means Planning Director for the City of Dunn or their designee.
Operator means a person, entity, association, or organization who places, maintains, or operates
unattended donation bin(s) to solicit donations of salvageable personal property.
Permittee means the person or organization responsible for the donation bin who is issued a
permit authorizing placement of unattended donation bin(s).
Property Owner meansthe person, entity, association, ororganization who owns the real property
where the unattended donation bin(s) are or are proposed to be located.
Residential District includes all areas of the City of Dunn zoned residential.
Unattended Donation Bin means any unattended container, receptacle, or similar device that is
recyclable materials governed or regulated by the zoning code. Unattended Donation Bins are
considered accessory uses by this chapter.
Sec. 22-60.1 - Permits.
(a) Unless otherwise exempt, it shall be unlawful and a public nuisance for anv Propertv Owner or
Operator to place, operate, maintain or allow Unattended Donation Bins on real property
without a permit pursuant to this chapter and the Unattended Donation Bin shall be placed
operated, and maintained in accordance with all provisions in this chapter.
(b) Unattended Donation Bins shall not be located within the right-of-way anywhere within city
limits or the City's Extra -Territorial Jurisdiction (ETJ. Such bins, being an accessory use, must
comply with this chanter's ten (10) foot rear and five (5) foot side yard setbacks. In no case
shall such bins be located in any area of the city or its ETJ zoned residential.
c The permit application shall be made on a form provided by the Planning Director and shall
include the following information:
(1) The name, address, email, website (if available) and telephone number of the applicant;
(2) The name, address, email, and telephone number of the applicant's primary contact
responsible for maintaining the bin and collecting its contents;
(3) The text of the disclosures that will be made on the Unattended Donation Bin; and

(4) The physical address of the real propertV where the donation bin is proposed to be placed;
the current zoning of that property a drawing sufficient to indicate the proposed location
of the Unattended Donation Bin on the real property, as well as the size of the proposed
Unattended Donation Bin• and a signed notarized document agreeing to such placement
by the Property Owner(s).
(d) Each application shall be accompanied bV a nonrefundable fee in the amount established by
city council This fee shall be in addition to anvfee or tax imposed by the city pursuant to any
other provision of this code.
(e) Applications shall be filed with the Planning Director.
(f) Within thirty (30) days of receiving a completed application, the Planning Director shall Issue a
permit or deny the issuance of a permit.
(g) The Planning Director shall not issue a permit unless:
(1) The applicant has submitted a complete and accurate application accompanied by the
applicable fee:
(2) The Unattended Donation Bin employs a chute system that prevents unauthorized access
to bin contents is constructed of galvanized metal, has no wheels, and will be set on
masonry units:
(3) The Unattended Donation Bin cieariV displays contact information, including name of the
owner of the bin the complete address of the company's corporate headquarters and
website and the phone number and email address of their primary contact person; and
(4) The proposed placement of the Unattended Donation Bin on the Property Owner's real
propertV complies with all applicable laws and will not impede pedestrians bicyclists or
vehicular traffic or impede vehicular site distances onto adiacent streets.
(h) If the Planning Director denies an application, the Planning Director shall state, in writing, the
specific reasons for denial.
(i) Permit issued hereunder shall be valid for one (1) Unattended Donation Bin. Each Unattended
Donation Bin shall have their own individual permit.
(i) The term of the permit shall expire one (1) year from the date of issuance.
do No person or Operator to whom a permit has been issued shall transfer, assign or convey
such permit to another person or Operator.
(1) Prior to expiration of the permit the Permittee may voluntarily cancel the permit by notifying
the Planning Director in writing of the intent to cancel the permit. The permit shall become
void upon the Planning Director's receipt of a written notice of Intent to cancel the permit.
The Permittee will have thirty (30) days from the date of the written notice to remove the
Unattended Donation Bin.
Sec. 22-60.2 - Renewal of permits.
(a) A Permittee may anoly for permit renewal by submitting to the Planning Director, before the
expiration of the permit a renewal application and a nonrefundable renewal fee in an
amount set by the city council.
(b] The Planning Director shall either approve or deny the renewal of a permit within thirty (30)
days:of receipt of the complete renewal application and payment of the renewal fee.
(c) The Planning Director shall approve the renewal of a permit if he or she finds that no
circumstances existed during the term of the permit, at the time of submission of an
application for renewal or at any time during the review of the application for renewal that
are Inconsistent with any findings that would iustify the revocation of the permit.

Sec. 22-60.3 - Requirements and maintenance.
(a) A Permittee shall operate and maintain or cause to be operated and maintained all
Unattended Donation Bins located in the city as follows:
(1) Unattended Donation Bins shall be maintained in Rood condition and appearance with
no structural damage, holes, or visible rust, and shall be free of graffiti:
(2) Unattended Donation Bins shall be locked or otherwise secured;
(3) Unattended Donation bins shall contain the following contact information in two-inch
type visible from the front of each Unattended Donation Bin: the name, address,
email and phone number of both the Permittee and Operator, including all
information listed in Section 22-60.1 (g) (3);
(4) Unattended Donation Bins shall be serviced and emptied as needed, but at least once
per month or within five (5) business days of a request by the Planning Director or
their designee.
(b) The Permittee shall maintain or cause to be maintained the area surrounding the
Unattended Donation Bins free of any junk, garbage, trash, debris, clothes, or other refuse
material.
(c) The Permittee and Operator shall be individually and severally responsible for abating and
removing all funk, garbage, trash, debris, clothes and other refuse material in the area
surrounding the Unattended Donation Bins within five (5) calendar days of written or
verbal notice from the city.
(d) The Permittee and Operator shall be individually and severally responsible for all costs for
abating and removing any bunk garbage, trash, debris, clothes, and other refuse material
from the area surrounding the Unattended Donation Bins.
(e) It shall be unlawful for any Property Owner or Operator to place an Unattended Donation
Bin in any Residential District.
(f) No Unattended Donation Bin shall be placed within 1,320 feet of another Unattended
Donation Bin.
(g) No Unattended Donation Bin shall be placed on required parking spaces or encroach within
a triangle reserved for safe vehicular sight distance at the intersection of two (2) streets.
(hh) No more than one (1) Unattended Donation Bin shall be placed on each parcel of real

Sec. 22-60.4 - Revocation of permit, removal of unattended donation bins and liabitiM
The Planning Director shall have the right to revoke any permit issued hereunder if any of the
grounds upon which he or she may refuse to issue an initial permit exists. In addition, the failure
to comply with the provisions of this chapter or other provisions of this code or other law shall
also constitute grounds for revocation of the permit. The Planning Director shall provide a
written notification to the permittee and/or Property Owner stating the specific grounds for
revocation Upon revocation, the Unattended Donation Bin shall be removed from the
Permittee's or Property Owner's real property within thirty (30) calendar days and, if not
removed within this time period, the city may remove, store, and dispose of the Unattended
Donation Bin at the Permittee's sole cost and expense. Upon revocation, a Permittee shall be
prohibited from applying for a permit for a period of one (1) year. Anyviolation of the provisions
of this chapter is a public nuisance subject to abatement pursuant to this code or as otherwise
Permitted by law.

Sec. 22-60.5 - Violation —Penalty.
Any person violating any provision of this chapter is subject to citations and fines as specified
within this chapter.
Sec. 22-60.6 -Appeal to the Board of Adjustment.
Any person maV appeal the decision rendered by the Planning Director in granting or denving
an application for a permit under this chapter to the Board of Adjustment, in accordance with
the appeal process described in this chapter.
Sec. 22-60.7 -Administrative fees.
The city council may, by resolution, establish reasonable fees and deposits to defray the cost of
processing applications, proposals and for the administration of this chapter.
Sec. 22-60.8 - Exemption.
Unattended Donation Bins located entirely within the interior of a building are exempt from the
requirements of this chapter.
Sec. 22-60.9 -Amortization.
Anv Unattended Donation Bin in the Citv on or before December 15, 2021 will be required to
either obtain a permit or remove the Unattended Donation Bin within sixty (60) days. Permit
applications must be received by the Planning Director by February 14, 2022 to comply with the
requirements of this chapter.
