CAPITAL PROJECTS UPDATE
SCIF Grants
Downtown Facilities
Stewart, Inc. is continuing to work on the construction drawings for Downtown. The Town has
entered into a contract with Duke Energy including a non-refundable deposit of $90K. Duke has
submitted their final design for
underground utilities. A new easement for
the underground utilities will have to be
acquired to move forward with
construction. There are approximately
thirty different property owners. Staff is
still waiting for a list of required
easements to begin the process of
acquisition. Duke is required to go further
through the design process before they
have the ability to provide the list of
easement list. Staff are continuing to work
closely with Duke Energy and Pike. Staff
has met with Duke Energy several times
regarding easement acquisition. They were
not willing to partner with the Town to
acquire the easements. They advised the
Town that it would either be all Duke
Energy efforts or all Town efforts, there
was no way for us to acquire a portion of
the easements. We have received final
design and a final easement list. Duke
Energy provided the Town with an
estimate of a year to acquire all necessary
easements. Pike did relocate some of the
design to the right of way to reduce the
number of easements that are required for
the project.
Staff received a conduit plan from Duke Energy/Pike for the streetscape lighting and it is
currently under review by staff.
Stormwater Resiliency Funds
Staff were notified that the State allocated $3.5 million for Stormwater infrastructure
improvements and stream restoration, to provide more efficient stormwater management and
flood resiliency. Project components will include stormwater management, replacing undersized
culverts, and stabilizing streambanks to improve flood resiliency.
Projects:
1. Downtown Stormwater Improvements
• Final construction design is pending site negotiations.
• Staff received the final wetland delineation, and it will be incorporated in the
survey map
• The appraisal has been updated to identify the land to be acquired.
2. 13th Street Reservoir
• The bids were opened during a public bid opening February 26 at 11am
• The lowest responsible responsive bidder was FSC II, LLC dba Fred Smith
Company with a Base Bid of $1,136,475
• All required documents have been submitted to staff, we held a pre-construction
meeting April 17th and issued a Notice to Proceed June 5, 2026 and they will
begin construction in early July.
Golden Leaf Application Stormwater Harnett Street
Project Description: The proposed storm drainage improvements would include removal and
replacement of existing storm drainage pipe, ranging from 15” RCP to 30” RCP, and removal
and replacement of storm drainage structures, including catch basins, drop-inlets, storm drainage
manholes, and storm drainage headwalls. The proposed storm drainage infrastructure will
effectively capture storm runoff,
convey stormwater efficiently
inside public right-of-way, and
increase the level of service of the
storm drainage system. In
addition, private storm drainage
infrastructure would be relocated
to the Town Right-of-Way to
allow for easier access for future
maintenance and inspections. The
probable cost of this project is
$1.3 million; the Town has
agreed to contribute $250,000 to
the project.
The Golden Leaf Grant
Agreement was approved in June
2024. A project ordinance
confirming the Town’s financial
contribution was approved at the
August 2024 Regular Meeting.
The bid set was finalized. Staff
held a pre-bid meeting April 7th
this meeting was mandatory.
Stormwater infrastructure has
been designed by McAdams and
hardscape designed by Stewart.
Staff held a public bid opening
April 30th at 2:00pm, but
unfortunately only received one
bid. The project has been rebid
and staff held a public bid
opening May 14th.
Bids received were higher than anticipated and staff met with the lowest bidder to negotiate the
proposed bid. Staff, the consulting firm, and the contractor are currently working together to
reduce cost of the project and staff will bring this to the board once it is completely assessed.
Staff is planning to request additional funds from Golden Leaf to assist with the overruns.
Staff requested a twelve-month extension to complete final construction and all appliable grant
requirements, it was approved for a revised end date of December 31, 2026.
Fire Station #3
Construction has begun on Fire Station #3 located on Hwy 210. Once HRW has released the
water meter Fire Station #3 will receive the TCO. The interior punch list was completed, and the
exterior punch list will be done in the coming weeks. Staff will be working to schedule a grand
opening in July. Staff has submitted proposed lettering to Advance Signs and are currently
waiting an installation date.
ARPA S.L. 2022-74 Appropriated Projects
All documentation was submitted to the State to fund the Hwy 210 sewer line expansion and
Southern Regional Sanitary Sewer/Poorhouse Creek installation of new sanitary sewer
interceptor and regional pump station. The total allocation was $9,250,000. Staff has received the
offer and acceptance letter from the Department of Water Infrastructure.
a. South Regional/Poorhouse Creek
All line work is completed and tested. The walls have been formed and poured. Pump
Station projected startup date is July 2026. The project competition will be in October
2026.
LASII Grant
Staff submitted the LASII grant application October 2, 2023 requesting $500,000 to develop and
implement a new stormwater utility to provide a predictable, equitable and ongoing funding
source for its stormwater program.
The activities that the Town seeks to accomplish with the funding that the utility will provide
include:
• Increasing the flood resiliency of the transportation system in and through the Town;
• Funding stormwater Capital Improvement Projects (CIPs) to address stormwater
quantity and quality issues;
• Handling critical maintenance needs and operations; and
• Meeting planning and implementation needs.
The scoping document was approved by DWI, the grant agreement and the acceptance of
funding resolution was approved at the August meeting. The McAdams engineering services
contract was approved at the August meeting. The project schedule is two years, with a
completion date of August 2026.
Staff are continuing to have monthly progress meetings with McAdams. Assets have been
mapped and inventoried. Once the H & H study is completed, we can begin the Capital
Improvement Plan that will be instrumental in the creation of the stormwater utility fee.
Staff met with the Stormwater Advisory committee twice and they have a rate to recommend to
the Town Board. Staff briefed the Board on the recommended rate at the March Planning
Retreat.
McAdams presented to the Board of Commissioners the proposed Stormwater Utility at the
March Board Retreat, with some feedback and direction for staff and the consultant.
Staff held one of the two public information sessions on May 4th and will hold the other May
11th. A minimum of two public information sessions will be held to assist in getting the
information out to the public regarding the proposed Stormwater Utility.
Staff is currently reviewing all AIA deliverables before presenting these items to the Board.
Plans are to incorporate the proposed Stormwater Fee in the upcoming budget.
S.L. 2023 Appropriated Funds
The Town was appropriated $11,062,500 through Session Law in 2023. Administrative cost for
the funds is $331,875.00. Available funds remaining are $10,730,625.
Additional Proposed projects with remaining funds:
1. Water Tank $4.5 million
• Weston & Sampson is the selected firm and we are working to locate and acquire
a site
• The land is currently under the acquisition process, and a check has been
deposited at the Harnett County Clerk’s Office
• The consultant provided DWI with revised milestone dates with construction
beginning February 2027
• The consultants have provided the Town with a schematic design
• The footprints for the site plans are based on coordination with Geotechnologies’
on the bore hole locations.
• The County did consent to allowing the Town to connect to their transmission line
to supply the new tank
2. WWTP project $3.1 million
• Request for funding have been approved by DWI
• Project Ordinance has been approved
• Staff is currently working with HRW to complete disbursement request for the
project.
North Harnett WWTP Capacity Upgrade
Harnett County has begun the process of submitting reimbursement requests to the Town for the
Town’s portion of the WWTP. Substantial completion October 2027.
SS4A Grant (Safe Streets and Roads for All)
The Infrastructure Investment and Jobs Act (IIJA) established the Safe Streets and Roads for All
(SS4A) competitive grant program with $5 billion in appropriated funds over 5 years, 2022-
2026. The SS4A program funds regional, local, and Tribal initiatives through grants to prevent
roadway fatalities and serious injuries.
Staff applied for an implementation grant May 26th. Implementation Grants are used to
implement projects or strategies that are consistent with an existing Action Plan to address a
roadway safety problem. Eligible projects and strategies can be infrastructural, behavioral, and/or
operational activities. This grant is much like the LAPP grant, the town previously applied for,
that required a 20% match to fund the project. Staff submitted the 10th Street bypass project and
are hopeful that the Town will receive funding. This would include the 10th and Main Street
improvements.
Pedestrian Safety Call for Projects/TAP Funding
Staff submitted three projects to NCDOT for available funding for Pedestrian Projects. Two out
of the three projects are advancing to the next stage of the process to begin preliminary
engineering and design. The notification is not a project commitment, and the project statue may
change as engineering and design develops. We have spoken with NCDOT and they are hopeful
that these projects will come to fruition.
• Project one: US 401 S/S Main Street from E Killiegrey Street to James Street at the
signalized intersection.
Description - US 401 S/S Main Street from E Killiegrey Street to James Street at the
signalized intersection. The request is to replace the sidewalk and reduce the width to
improve both pedestrian and vehicle movement. The on-street parking doesn’t allow for
safe exiting from the vehicles. Reducing the width of the sidewalk allows for more space
to safety exit from vehicles and improving the current sidewalk. Along with these
improvements adding a signalized pedestrian movement at the intersection of E James
Street and US 401 S/S Main Street. There was a fatality at the intersection this year.
There are currently sidewalks that have been improved at this intersection, but no
pedestrian signals or pedestrian crosswalk markings for safer movement across Main
Street. In addition, adding traffic signals such a flashing beacons and signage to reduce
speed and pedestrian crossing ahead.
• Project two: S 13th Street to 711 W Front Street, along US 421 N
Description - Currently there are sidewalks on both sides of the intersection of 13th Street
and US 421 N/W Front Street. This is a signalized intersection that does not
accommodate pedestrian movement across US 421 N/W Front Street. Star Academy is
located on the south side of US 421 N/W Front Street and the Lillington Community
Center is on North side. When traffic is approaching the Town of Lillington flashing
beacons and signage need to be placed along US 421 N to reduce speed. Traffic must be
slowed down before approaching this signalized intersection. Currently, there is no
pedestrian movement to get from one side of the street to the other. The sidewalk also
ends at 13th Street, preventing safe pedestrian movement to the grocery store located a
short distance down US 421 N. There is a need for additional sidewalks and a crosswalk
at this intersection.

Rentals & Programming
There were three rentals held at the Community Center during May. Champions in Motion uses the Community
Center each Monday night for cheerleading classes. They averaged around 45 students each night during May.
Resurrection Martial Arts continues to hold taekwondo classes on Tuesday and Thursday nights at the
Community Center. They averaged around 3 students each night in May. Line dance classes continue to go very
well at the Community Center. This class is held on Friday mornings from 9-10 a.m. and is a true
beginner/absolute beginner class. During May we averaged around 10 participants each Friday morning. Our
Wednesday evening line dance classes began the first Wednesday in May. We are so excited to say that these
classes have started off great and we are excited to continue watching them grow. The beginner class that is
held at 6:30 p.m. each Wednesday night averaged 17 participants each night this month and the beginner+ -
experienced class that is held at 7:15 each Wednesday night averaged 9 participants each night this month.
Beginning May 18th, all our Community Center programming moved to Star Academy gym for the duration of
the summer. Programming will return to the Community Center the first of August.
With the spring and summer season now in full swing, usage of the River Park Shelter has remained
consistently high, particularly on weekends. The shelter and amphitheater continue to be popular rental venues
for the community, hosting a variety of events including graduation celebrations, birthday parties, family
gatherings, and other small social functions. The increased demand highlights the value of these facilities as key
gathering spaces for residents and visitors.
Summer collegiate baseball season has also officially begun. Chamber field will serve as the home field for both
the Carolina Pirates and the Fuquay-Varina Twins throughout the season. Games are primarily scheduled on
Wednesdays, Saturdays, and Sundays, bringing additional activity and visitors to the park.
Recent upgrades to Chamber Field, combined with ongoing landscaping and facility improvements, have
received overwhelming positive feedback from players, coaches, and spectators. The field has been widely
recognized as one of the premier baseball facilities in the area, further enhancing its reputation as a destination
for competitive baseball events.
On Saturday, May 30, Star Academy Gym served as the host site for its first major event. The Velocity Combat
Sports Association held a Brazilian Jiu-Jitsu tournament for both youth and adult competitors. The event
attracted more than 100 participants and brought additional visitors across North Carolina to the facility and
community. Representatives from the Velocity Combat Sports Association expressed their appreciation of the
venue and have indicated their interest in continuing the partnership by hosting additional events in the future.

Gym Memberships
Our gym memberships continue to grow each month. In May we had 1 new person join our fitness center and
22 people renew their monthly membership. People who renew their memberships are people who have already
established membership and are just paying their monthly membership fee. We also had 3 new people sign up
for an annual membership this month.
Senior Programs:
The seniors have senior exercise every Monday, Wednesday and Friday morning at 10 a.m. They also play corn
hole on Mondays and Fridays after exercise and play Bingo on Wednesdays after exercise. The book club meets
on the last Thursday of every month. They also have a monthly craft class. The seniors average around 30
people each Monday, Wednesday and Friday for their exercise classes. The senior program continues to go very
well, and everyone is very thankful for the activities we offer for seniors.
All senior programming has also moved to Star Academy gym for the duration of the summer. The seniors are
very excited to be back at the gym because they have more room.
Events:
We are currently planning our 2026 4th of July Festival. This year we will be holding a 2-day event in honor of
the 250th year anniversary of our country. We will hold an event on Friday, July 3rd, as well as our regular 4th of
July Festival on Saturday, July 4th. We will be hosting a concert featuring Spare Change from 6-9 p.m. at the
River Park on Friday, July 3rd. We will have food vendors and carnival rides available at the concert. Our
annual 4th of July Festival will be held on Saturday, July 4th, from 5-10 p.m. We are so excited for another
successful 4th of July season.
Our 2026 farmer’s market began on Saturday, April 25th, and will run through September. The farmers’ market
will be held each Saturday from 9 a.m. until 1 p.m. We are still looking to add a few more vendors who sell
fresh produce, flowers, plants or handmade/homemade crafts. If you know of anyone who would be interested

Athletics:
As our Spring Sports season officially ends today, our 15U Boys Baseball team will finish the season with a doubleheader tonight. Overall, this spring season was one of the smoothest and most successful seasons we
have had to date. In regard to issues or complaints throughout the season, there were very minimal concerns, and we are extremely proud of the positive environment that our players, coaches, parents, and staff helped create throughout the spring.
Our athletes and coaches are now very excited to move into the next portion of their season: “All-Stars.” During the All-Star season, a select group of players from each age division were chosen to represent Lillington based
on the skills they displayed throughout the season, the attitude in which they carried themselves, and the type of teammate they consistently proved to be. We are very proud of the young men who earned this accomplishment and look forward to supporting them as they continue representing our community. This year, the Diamond Youth All-Star tournament takes place June 5-8 in Hope Mills. Our 8U and 10U All-Star teams will be
competing in this tournament. The Dixie Softball All-Star tournament will take place in Dunn Father’s Day
weekend, June 19-21. Our 8U and 12U All-Star teams will compete in this tournament.
As we transition into summer programming, we are excited to begin and continue our Kickball season this summer. Registration is currently open through June 4th, and we are still actively seeking sponsors and volunteer coaches to help support the league. In addition, we will be offering several 3-day youth clinics toward
the end of July to help generate excitement and participation for our upcoming fall sports seasons. We are
looking to partner with Campbell University again this year to assist in leading these clinics and mentoring our youth athletes. Planned clinics include football, cheering, baseball, and soccer. We hope to carry the same success, organization, and positive momentum from our spring season into all our summer programming as we continue building opportunities for our community’s youth athletes.

Summary of Monthly Activities:
Before and After School Care for the 2025-2026 school year began on Wednesday, August 13th and ended on Friday, May 22nd. This year we had close to 30 students enrolled in before & after school care. We utilized the 15 passenger transit van again this year to pick up children from Buies Creek Elementary School as well as Harnett Central Middle School. Pre-School began on Monday, August 19th and ended on May 15th. The kids learned a color, a number and a letter a week. This year we had 13 kids enrolled and enjoyed watching these kids learn and grow over the course of the year. We held our pre-school graduation and end of the year celebration on Friday, May 8th. This year we had 9 kids that graduated and we have 4 that will be returning for pre-school next year. Be sure to check out the Lillington Parks and Recreation Facebook page at the end of each month to see the monthly “photo dump” that we do that shows some of the fun activities that our kids enjoy throughout the month. We began early registration for pre-school and before and after school care for the 2026-2027 school year on Monday, May 4th. This was for all of our current pre-school and before and after school care kids. We will opened registration for new kids on Monday, May 11th. We currently have 14 kids enrolled in our pre-school program and 12 kids enrolled in our before & after school care
program for next year. We are excited for another successful year. Summer camp started on Tuesday, May 29th and we had a wonderful first week of camp. We currently have 75 kids enrolled each week. The theme for our first week of summer camp was “Jump Into Summer”. Our campers spent this week getting to know one another as well as getting to know their counselors. We are looking forward to the remainder of the summer and all of the fun that the kids will have.

The purpose of the closed session per NCGS §143-318.11(a)(6)
§ 143-318.11. Closed sessions.
(a)Permitted Purposes. - It is the policy of this State that closed sessions shall be held onlywhen required to permit a public body to act in the public interest as permitted in this
section. A public body may hold a closed session and exclude the public only when aclosed session is required:
(6) To consider the qualifications, competence, performance, character, fitness,
conditions of appointment, or conditions of initial employment of an individual
public officer or employee or prospective public officer or employee; or to hear or
investigate a complaint, charge, or grievance by or against an individual public
officer or employee. General personnel policy issues may not be considered in a
closed session. A public body may not consider the qualifications, competence,
performance, character, fitness, appointment, or removal of a member of the public
body or another body and may not consider or fill a vacancy among its own
membership except in an open meeting. Final action making an appointment or
discharge or removal by a public body having final authority for the appointment or
discharge or removal shall be taken in an open meeting.
