This report presents Harnett County's key health needs, strengths, and priorities identified through both primary and secondary data sources. Primary data were collected through community surveys, listening sessions, and collaboration with local organizations and residents. Secondary data were obtained from the U.S. Census Bureau, the North Carolina State Center for Health Statistics, and County Health Rankings. These findings will inform future programs, partnerships, and strategies aimed at improving the overall health and well-being of our community. Purpose The purpose of this policy is to establish a Safety Committee for Harnett County to promote a safe and healthy work environment for all employees, reduce workplace injuries and illnesses, improve hazard identification and correction, and support compliance with applicable federal and North Carolina occupational safety and health requirements. This policy supports the County’s commitment to proactive risk management, employee participation, accident prevention, and continuous safety improvement. The County maintains safety and risk management resources through Harnett County Legal & Risk Management. 2. Scope This policy applies to all departments, divisions, facilities, and employees of Harnett County, including full-time, part-time, temporary, and seasonal employees. 3. Policy Statement Harnett County is committed to maintaining a workplace free from recognized hazards that may cause injury, illness, property damage, or operational disruption. The Safety Committee shall serve as an advisory and collaborative body responsible for: •Promoting employee involvement in workplace safety •Identifying unsafe conditions and practices •Recommending corrective actions •Reviewing accidents, incidents, and near misses •Assisting with safety communication and training initiatives •Supporting compliance with applicable OSHA and North Carolina Department of Labor requirements North Carolina law and administrative rules establish requirements for workplace safety and health committees under certain conditions. 4. Committee Membership 5.1 Composition The Safety Committee shall consist of representatives from various County departments to ensure broad participation and operational awareness. At least fifty percent (50%) of committee members should be non-supervisory employees whenever practical. 5.2 Appointment Committee members shall be appointed by the County Manager, Assistant Managers, and Department Heads in coordination with the Safety & Risk Manager. The Safety and Risk Manager shall serve as: •Committee facilitator or co-chair •Technical advisor •Records custodian 5.3 Terms Members shall serve staggered terms of: •Two (2) years preferred •Renewable upon approval 6. Meetings 7.1 Frequency The Safety Committee shall meet at least quarterly. Additional meetings may be scheduled as necessary following serious incidents or emerging safety concerns. 7.2 Quorum A quorum shall consist of at least fifty percent (50%) of Committee members. Inspections and Corrective Actions Departments shall: •Cooperate with inspections •Correct identified hazards in a timely manner •Document corrective actions taken •Communicate unresolved concerns to the Safety & Risk Manager Hazards presenting immediate danger shall be corrected immediately or the affected area/equipment removed from service until corrected. 10. The due diligence activities performed by Colliers Engineering has identified two suitable routes for future roads to serve the site. The first access point identified off Hwy 87 may allow for a combination of an existing easement and the acquisition of additional right-of-way for a new road to the County’s property. A second route is identified off Nursery Road requiring an easement across adjacent property. We are requesting the Board of Commissioners approval, in conjunction with the County Manager and or designees: 1.To further investigate recommended land acquisition and corresponding cost estimates; and 2. To initiate contact with Fort Bragg regarding approval of an easement for a future road to the County property.
