HomeMy WebLinkAbout05/12/2026 Work SessionP2026-10 ATT#1 illfiDUNN 05-12-2026 WS 1W NORTH CAROL.I N, 6 6 g 2;, 4414< (9" (9/�� a�j / 7 " - 23d, 2026 WHEREAS, Public Works professionals focus on infrastructure, facilities, and services that are of vital importance to sustainable and resilient communities and to public health, high quality of life, and well-being of the people of the City of Dunn; and, WHEREAS, these infrastructure, facilities, and services could not be provided without the dedicated efforts of Public Works professionals, who are engineers, managers, and employees at all levels of government and the private sector, who are responsible for rebuilding, improving, and protecting our nation's transportation, water supply, water treatment and solid waste systems, public buildings, and other structures and facilities essential for our citizens; and, WHEREAS, it is in the public interest for the citizens, civic leaders, and children in the City of Dunn to gain knowledge of and maintain an ongoing interest and understanding of the importance of Public Works and Public Works Programs in their respective communities; and, WHEREAS, the year 2026 marks the 66th annual National Public Works Week sponsored by the American Public Works Association, be it now, RESOLVED, I, William P. Elmore, Jr., do hereby designate the week of May 17-23, 2026, as National Public Works Week. I urge all citizens to join with representatives of the American Public Works Association and government agencies in activities, events, and ceremonies designed to pay tribute to our Public Works professionals, engineers, managers, and employees, and to recognize the substantial contributions they make to protecting our national health, safety, and advancing quality of life for all. A DC is a vault for data. • Classifications&Terms • Enterprise/Internal-"Personal Vault" Colocation/Managed-"Bank Vault" • Hyperscale Data Centers: 10,000+ Square Feet • Power Usage -Megawatts (MW), Power Effectiveness-PUE Ratio & ENERGY STAR • DCs provide the secure, and maintained environment to store IT equipment • Some are for one user's data and owned by that user, some rent out space to many users, and some do both. • DCs are present in NC O9ey r • Property tax revenue ,4, • If not offset by tax incentives. • Construction jobs (4) • Community incentives (4) • For some communities they have offered funding for schools, public utility infrastructure projects, renewable energy plants, and workforce development classes. • Can attract additional tech investments in the area • Having one data center is often a great indicator to other developers prospective p that the area can accommodate more. Lack of readily available public information • Limited federal studies, academic papers with limited or proxy data. (1)(3) • Environmental Concerns • PFAS, Diesel Exhaust from generators.,3> • Water and Energy Usage • Mitigating one can increase the other. • Low numbers of local jobs. • These centers can create jobs that are out of proportion to the amount for land used and create remote positions that don't go to residents.(3) • Local Noise Pollution • Preliminary study in Virgina found that nearby neighborhoods have experienced an average increase to the background noise of 5dB. ,3> / H.R.6179 - Clean Cloud Act of 2025-Bill to give EPA & EIA legal authority to collect the energy, water, and environmental data from these Data Centers. (5) 'Planning's Input: • There area proximately 20 locations in Dunn that meet the conditions for data centers under current ordinances. • Restricted to 1-100 Heavy Industrial zones, 500ft buffer from residential areas. Assuming 10+ acres needed. More locations if smaller data centers are built • Need to be sent to the technical review committee. • Need approval from Public Utilities • There is nothing in current ordinances to ban it. Takeaways: • Data Center Development in North Carolina is happening with an increasing rate. • City Leaders need to weigh the Social & Environmental impact of data centers on their citizens vs the economic incentives.
