WHEREAS, children are the foundation of a strong and thriving community, and their safety,
health, and well-being are essential to the future of the City of Dunn; and
WHEREAS, child abuse and neglect are serious issues that affect children of all ages, ,
backgrounds, and neighborhoods, and preventing maltreatment requires the commitment
and cooperation of families, schools, agencies, faith communities, and local leaders; and
WHEREAS, Child Abuse Prevention Month serves as an opportunity to raiae awareness,
promote education, and encourage positive action to protect children and strengthen
families throughout our community, and
WHEREAS, the Harnett County Children's Advocacy Center and multidisciplinary team
partners work tirelessly to provide a coordinated, child -focused response to allegations of
abuse, offering hope, healing, and justice through compassionate services, advocacy, and
support for children and their non -offending caregivers; and
WHEREAS, we recognize that prevention begins with creating safe, stable and nurturing
relationships and environments for all children, and that every citizen has a role to play in
ensuring children grow up free from harm.
NOW THEREFORE, I, William P. Elmore, Jr., Mayor of Dunn, North Carolina, do hereby
proclaim the month of April as Child Abuse Prevention Month in the City of Dunn and urge
all residents to join in supporting efforts to prevent child abuse and neglect, promote child
and family well-being, and build a safer, stronger community for our children.

Whereas, The Office of the Professional Municipal Clerk, a time honored and vital part of local
government exists throughout the world, and
Whereas, The Office of the Professional Municipal Clerk is the oldest among public servants, and
Whereas, The Office of the Professional Municipal Clerk provides the professional link between the
citizens, the local governing bodies and agencies of government at other levels, and
Whereas, Professional Municipal Clerks have pledged to be ever mindful of their neutrality and
impartiality, rendering equal service to all.
Whereas, The Professional Municipal Clerk serves as the information center on functions of local
government and community.
Whereas, Professional Municipal Clerks continually strive to improve the administration of the affairs of
the Office of the Professional Municipal Clerk through participation in education programs, seminars,
workshops and the annual meetings of their state, provincial, county and international professional
organizations.
Whereas, It is most appropriate that we recognize the accomplishments of the Office of the Professional
Municipal Clerk.
Now, Therefore, I, William P. Elmore, Jr., Mayor of Dunn, North Carolina, do recognize the week of May 3Id
through 9`h, 2026, as Professional Municipal Clerks Week, and further extend appreciation to our
Professional Municipal Clerk, Melissa Matti and to all Professional Municipal Clerks for the vital services
they perform and their exemplary dedication to the communities they represent.

Celebrating the millions of government employees in the Federal, State, and Local governments
across the United States.
WHEREAS, every single day public servants working in the Federal, State, and Local governments
provide services to the American people. These unsung heroes do the work that keeps our
nation functioning; and
WHEREAS, government employees, in many cases, serve under oaths of office; and
WHEREAS, many public servants, including military personnel, police officers, firefighters,
border patrol officers, embassy employees, health care professionals and others, risk their
Lives each day in service to the people of the United States and around the world; and
WHEREAS, public servants include City Managers, Finance Directors, Utility Billing Clerks,
Tax Collectors, City Clerks, Human Resources, Planners, Police Officers, Fire Fighters, and Public
Works Professionals as well as countless other occupations, who day in and day out provide the
diverse services demanded by the American people, including the people of the City of Dunn, of
their government agencies with efficiency and integrity; and
WHEREAS, without these public servants at every level, continuity would be impossible in a
democracy where its leaders and elected officials change regularly.
NOW, THEREFORE, I, William P. Elmore, Jr., the Mayor of the City of Dunn do hereby announce
and proclaim to all citizens and set seal hereto, that May3rtl through May 91h, 2026, is Public Service
Recognition Week. Everyone is encouraged to recognize the accomplishments, contributions,
and service of government employees at all levet — Federal, State qnd Local.

RESOLUTION ADOPTING THE
2025 CAPE FEAR REGIONAL HAZARD MITIGATION PLAN
WHEREAS, the citizens and property within the City of Dunn are subject to the effects
of natural hazards that pose threats to lives and cause damage to property, and with the
knowledge and experience that certain areas of the county are particularly vulnerable to
drought, extreme heat, hailstorm, hurricane and tropical storm, lightning, thunderstorm
wind/high wind, tornado, winter storm and freeze, flood, hazardous material incident, and
wildfire; and
WHEREAS, the City of Dunn desires to seek ways to mitigate the impact of identified
hazard risks; and
WHEREAS, the Legislature of the State of North Carolina has in Article 8 of Chapter
160A of the North Carolina General Statutes, delegated to local governmental units the
responsibility to adopt police power regulations designed to promote the public health,
safety, and general welfare of its citizenry; and
WHEREAS, the Legislature of the State of North Carolina has enacted General Statute
Section 166A-19.41 (State emergency assistance funds) which provides that for a state of
emergency declared pursuant to G.S. 166A-19.20(a) after the deadline established by the
Federal Emergency Management Agency, the eligible entity shall have a hazard mitigation
plan approved pursuant to the Stafford Act; and
WHEREAS, Section 322 of the Federal Disaster Mitigation Act of 2000, as amended,
states that local governments must develop an All -Hazards Mitigation Plan in order to be
eligible to receive future Hazard Mitigation Grant Program Funds and other disaster -related
assistance funding and that said Plan must be updated and adopted within a five year cycle;
and
WHEREAS the City of Dunn has performed a comprehensive review and evaluation
of each section of the previously approved Hazard Mitigation Plan and has updated the said
plan as required under regulations and at 44 CFR Part 201 and according to guidance issued
by the Federal Emergency Management Agency and the North Carolina Division of
Emergency Management, and that the plans have been updated in accordance with federal
laws including the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as
amended; the National Flood Insurance Act of 1968, as amended; the National Dam Safety
Program Act, as amended; as required under regulations at 44 CFR Part 201, and according
to guidance issued by the Federal Emergency Management Agency and the North Carolina
Division of Emergency Management; and

WHEREAS, it is the intent of the Board of Commissioners of the City of Dunn to fulfill
this obligation in order that the City will be eligible for federal and state assistance in the
event that a state of disaster is declared for a hazard event affecting the County,
NOW, THEREFORE, be it resolved that the Board of Commissioners of the City of
Dunn hereby:
1. Adopts the 2025 Cape Fear Regional Hazard Mitigation Plan.
2. Vests Harnett County Emergency Management with the responsibility, authority, and
the means to:
(a) Inform all concerned parties of this action.
(b) Cooperate with Federal, State and local agencies and private firms which
undertake to study, survey, map and identify floodplain areas, and cooperate
with neighboring communities with respect to management of adjoining
floodplain areas in order to prevent exacerbation of existing hazard impacts.
3. Appoints Harnett County Emergency Management to assure that the Hazard
Mitigation Plan is reviewed annually and every five years as specified in the Plan to assure
that the Plan is in compliance with all State and Federal regulations and that any needed
revisions or amendments to the Plan are developed and presented to the City of Dunn Board
of Commissioners for consideration.
4. Agrees to take such other official action as may be reasonably necessary to carry out
the objectives of the Hazard Mitigation Plan.

• Majority of the residents use this
service properly and enjoy the
benefit of having the service.
• Enhanced screening and Republic
employees removing contamination
would result in an approximate
increase of $1.86 per unit monthly.
• Any YW carts replaced by MSW cart
would revert to the standard MSW
cart service rate. Currently $9/unit
monthly.
• Estimate 2-3 month ramp up of
enhanced screening and non-
compliance enforcement before
Dunn Public Works would no longer
need to remove YW contamination.
