WHEREAS, School Bus Drivers for the Harnett County Schools area vital part of our public school
system, with buses traveling more than 67,000 miles each week in our county; and
WHEREAS, There are over 168,000 school bus drivers currently employed in the United States, ,
and they're responsible for transporting over 26 million school children every year. Approximately
55.3% of all school bus drivers are women; 44.7% are men; and
WHEREAS, School buses are painted yellow because this color is the one the human brain
recognizes the quickest; and `
WHEREAS, School bus drivers in Harnett County travel thousands of miles each school year,
navigating many rural roads, neighborhood streets and multi -lane highways; carrying out their
duties as they face the unique challenges created by weather, road conditions, student
passengers, and other motorists; and
WHEREAS, The American School Bus Council launched the "Love the Bus" celebration in 2007,
and School Bus Driver Appreciation Week is celebrated in North Carolina the week of Valentine's
Day; and
WHEREAS, The City of Dunn wishes to express our sincere appreciation to the school bus drivers
at Dunn Elementary School, Dunn Middle School, and Triton High School, for the significant and
invaluable contribution they make to public education and to student safety.
NOW THEREFORE BE IT PROCLAIMED, I, William P. Elmore, Jr., Mayor of Dunn, North Carolina,
and on behalf of the City Council and residents of the City of Dunn, do hereby proclaim the week
of March 23-27, 2026 as School Bus Driver Appreciation Week in the City of Dunn and
encourage all our residents to join us in expressing ppreciation to Harnett County's school bus
drivers for what they do for our students.

RETIRING APACE
A CANINE ASSIGNED TO THE DUNN POLICE DEPARTMENT
WHEREAS, police canine APACS has faithfully served the Dunn Police
Department since he was placed into service in April 2018 and upon adoption of ,
this Resolution, will retire March 24, 2026; and
WHEREAS, APACS, a specially trained German Shepard has rendered a
valuable service to the Dunn Police Department along with the community in
which he served; and
WHEREAS, during his tenure, APACS has assisted in the seizure of
9,481 grams of marijuana, 553 grams of methamphetamine, 370 grams of
cocaine, 15 illegally possessed firearms and $278, 521 in US Currency drug
proceeds, and
WHEREAS, APACS has performed his canine responsibilities as a
professional police service narcotics detection K-9 with the highest standards;
and
WHEREAS, APACS is approaching eight (8) years of service, and the
time has arrived for his retirement from active police duty; -
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Dunn in accordance with North Carolina General Statute §160A-266(d)
declares Canine APACS to be surplus property upon retirement from service and
authorizes his assigned handler, Sergeant Adam Sikorski, to take ownership of
APACS and assume all liability and responsibility for the dog. ®� j,,

RESOLUTION TO DESIGNATE A DEPUTY FINANCE DIRECTOR
WHEREAS, the City of Dunn, North Carolina has a Finance Director to provide
financial and accounting functions for the City which includes, but not
limited to, the approval and signature of official documents related to
City business activities; and,
WHEREAS, it is sometimes necessary for the Finance Director to be absent from
work for an extended period of time; and,
WHEREAS, the State of North Carolina requires that the duties of the Finance
Department can only be carried out by an employee that is designated
by the City Council to have the title of Finance Director/Officer or
Deputy Finance Director/Officer,
NOW, THEREFORE, BE IT RESOLVED by the CITY COUNCIL of the CITY OF DUNN, that
the position of Deputy Finance Director be created and that Alexa Abling be assigned to
this position effective immediately and until further notice.
Adopted this the 241h day of March, 2026.

JUSTIFICATION: 1. Appropriate insurance plioeeeds for police vehicle repairs. 2. Shift
funds from Non -Departmental to Police for the repairs to the flooring
and painting of the lower level of the police department. 3.
Appropriate program revenues to the Seniore Center budget and shift
available funds from Non -Departmental to the Senior Center budget.
4. Shift funds from Non -Departmental to the Library for the
unbudgeted replacement of the HVAC system.
