HARNETT COUNTY BOARD OF COMMISSIONERS Regular Meeting Minutes February 16, 2026 The Harnett County Board of Commissioners met in regular session on Tuesday, February 16, 2026 at 6:00 pm, in the Commissioners Meeting Room, Harnett County Resource Center and Library, 455 McKinney Parkway, Lillington, North Carolina. Members present: Duncan E. Jaggers, Chairman Barbara McKoy, Commissioner (arrived at 6:40 pm) William Moms, Commissioner W. Brooks Matthews, Commissioner Absent: Matthew B. Nicol, Vice Chairman Staff present: Brent Trout, County Manager Dwight Snow, County Attorney Kimberly Honeycutt, Finance Officer Melissa Capps, Clerk Chairman Jaggers called the meeting to order at 6:00 pm. Commissioner Matthews led the Pledge of Allegiance and provided the invocation Amy Noel, Assistant Veterans Services Director, presented information regarding the Harnett County Heroes Remembrance recognition. We are recognizing and honoring veterans that appear on our Wall of Heroes. These individuals have received awards for acts of individual heroism, not as a unit. Ms. Noel read Sergeant Larry C. Coleman's citation. Chairman Jaggers presented Sergeant Coleman with a certificate. Chairman Jaggers called for any additions or deletions to the published agenda. Commissioner Moms made a motion to approve the agenda as published. Commissioner Matthews seconded the motion. The motion carried unanimously. Chairman Jaggers opened the meeting for informal comments by the public, allowing up to 3 minutes for each presentation up to 30 minutes. No one spoke. The public comment period was closed. Commissioner Matthews made a motion to approve the consent agenda. Commissioner Morris seconded the motion. The motion passed unanimously. The items on the consent agenda were as follows: A. Meeting Minutes of February 10, 2026 Hamer County Board of Commissioners Regular Meeting Minutes February 16, 2026 Page 1 of 5 Laka King, Community Liaison, LIFE St. Joseph of the Pines, and Eric Faison also with LIFE St. Joseph of the Pines shared information regarding their senior program for 55 years or better, non-residential, as an all-inclusive care provider. They currently serve two zip codes in Harnett County. Ms. King stated we have a lovely lady here that really is wanting to be a part of our program. Ms. King stated we have petitioned the state for an expansion, as we are trying to cover more zip codes within Harnett County other than Dunn and Erwin, but we could use your help. The program is government funded through Medicare and Medicaid. Brent Trout, County Manager, asked who currently serves the area that you do not serve. Ms. King stated we do not think anyone does currently. Chairman Jaggers stated we will look into this to see what we can do and asked staff to report back in a couple of meetings. Carl Davis, Parks and Recreation Director, presented information on a request to adopt the NW Harnett Park Master Plan. He provided a brief history for the site of the NW Harnett Park and introduced Jon Blasco, Landscape Architect and Senior Project Manager with WithersRavenel. Additional fees could include professional service fees, design fees, permit fees, and construction monitoring type costs. This is an opportunity to help the County set their budget for that implementation. It also helps serve as a mechanism for grant funding. Commissioner Matthews asked how many respondents they had to the survey. Mr. Davis stated the surveys were actually pretty well done and they are in the document, I don't know off the top of my head. We did social media, so we got quite a bit. I would say it's over 200 if not more. Mr. Davis stated what we are asking tonight has nothing to do with funding, this is just a Master Plan which will guide us for future implementation and we will look to apply for grants in the future. Commissioner Morris made a motion to approve and accept the Master Plan for the NW Harnett Park. The motion was seconded by Commissioner Matthews and carried unanimously. Kimberly VanBeck, Library Director, presented information on a request to amend the Library Board of Trustees Bylaws specifically Article III, Section 2.1.A. The proposed modifications seek to align the promotion of board vacancies with appropriate public channels such as social media and other community outlets including but not restricted to Newspaper advertisements. The Library Board of Trustees approved this bylaw change on January 28, 2026 by unanimous vote. Discussion included what type of solicitations would be used, costs related to running ads in the newspaper and number of applications received via newspaper versus social media. Commissioner Matthews made a motion to table the request to amend the Library Board of Trustees Bylaws until the next meeting. The motion was seconded by Commissioner Moms and carried unanimously. Brad Abate, Harnett Regional Jetport, reviewed a request to apply for an open grant from the Golden LEAF Foundation for the Corporate Area Development/Hangar project for grant funds up to a half of a million dollars. Commissioner Morris made a motion to approve the request to apply for an open grant from the Golden LEAF Foundation. The motion was seconded by Commissioner Matthews and carried unanimously. Mr. Abate also reviewed a request to approve a bid from Southeastern Interiors of $10,700 to demo office and bathroom area in Harnett Regional Jetport owned hangar. We also request you approve Mr. Trout to sign any documents related with the request. Hamen County Board of Commissioners Regular Meeting Minutes February 16, 2026 Page 3 of 5 Stephen Barrington, Economic Development Director, reviewed a request to approve the acceptance of a grant from Golden LEAF Foundation in the amount of $656,051 to support Western Harnett Innovation Park. The grant will support Phase 1 development activities of 40 acres at Western Harnett Innovation Park. Site readiness activities, including due diligence, design, and engineering, will occur on the full 40 acres. Site development activities, including clearing, grubbing, and grading, will occur on approximately 10 acres at the entrance of the park. No matching funds are required. Commissioner Matthews made a motion to approve the acceptance of a grant from Golden LEAF Foundation in the amount of $656,051 to support Western Harnett Innovation Park. Coley Price, Deputy County Manager, reviewed a request to approve converting a part-time to full-time Workforce Development Eligibility Specialist position. The Eligibility Specialist position (Grade 16, $ I8.53/hour) is currently part-time, which limits our ability to meet growing service demands. With only one Director, two Career Advisors, and a vacant Administrative Assistant, this role is critical for serving Hamett County and surrounding areas. Increasing county population has led to higher demand for unemployment insurance and employment services. Converting this position to full-time will reduce wait times for unemployment insurance registration and employment services, and ensure office coverage, preventing closures due to limited staff. The full-time positions will improve overall efficiency and service delivery. If this position is converted to full-time effective April 1, the estimated cost for salary and benefits for the remaining three months of the fiscal year is $15,350. This investment will enhance accessibility and operational stability with our increased demand. Commissioner Matthews made a motion to approve the conversion of a part -tine Workforce Development Eligibility Specialist position to full- time. The motion was seconded by Commissioner Morris and carried unanimously. Brent Trout, County Manager, reviewed the Boards' goals and priorities. He highlighted Action 3.2.1 — Acquire Johnson Farm for future generations. The Johnson brothers decided not to sell, so that project is not one that we will be able to consider in the future. Mr. Trout provided an update on Action 3.8.1 and Action of 4.2.1. We continue to make great progress as it relates to the projects. A copy of the Boards goals and priorities is attached. (Attachment 1) Mr. Trout provided a copy of the 2025 legislative priorities. Staff has reviewed the listed priorities from last year and would recommend that they stay in the document. There are three items that we need to add to our priorities. The first is for a request for an extension on our OSBM grants for the Johnson Farm and the Detention Center Generation. In addition, we need to have a technical correction approved for the Johnson Farm grant to allow the funds to be used for other Parks and Recreation items. The next area is for the General Assembly is to approve a budget that provides full funding for the Medicaid reimbursement for services that the County provides in the health department and HARTS. The last area is to provide adequate funding for Guardianship and Adult Protection Services. The funding is needed for the Department of Social Services department. Commissioner Matthews made a motion to include the additional items that Mr. Trout brought to us tonight on our Legislative Priorities. The motion was seconded by Commissioner Morris and carried unanimously. (Attachment 2) Mr. Trout also provided a copy of the Project Funding List from 2025 and a list of 2026 Project Funding list and requested the Board rank those listings and return to him at a later date. Mr. Trout shared Kimberly Honeycutt was one of eight nominees to receive the award for Finance Officer of the year. Unfortunately, she was not selected, but of course we all consider her number one in our books. Commissioner Morris made a motion to approve tax rebates, refunds and releases as requested by the Tax Administrator. The motion was seconded by Commissioner McKay and carried unanimously. (Attachment 6) Commissioner Moms made a motion to go into closed session to consult with County's legal staff in order to preserve the attorney -client privilege concerning the handling of certain litigation including the following case: Hall vs. Beasley, et at. Harnett County District Court File # 26 CV 288420. This motion is made pursuant to NC General Statute Section 143-318.11 (a)(3). The motion was seconded by Commissioner Matthews and carried unanimously. Following a motion to come out of Closed Session, Chairman Jaggers called the meeting back into open session. This plan comes at a time of tremendous opportunity for Harnett County, and our goal is for the Strategic Plan to play a key role in helping the Board of Commissioners, County management, and staff seize that opportunity. Harnett County has grown considerably over the past several decades, and is continuing to change rapidly. The County's population has nearly doubled since 1990, and Harnett is among the fastest growing counties in North Carolina over the past 10 years. If anything, this growth is only expected to accelerate going forward. There are currently more than 11,700 new homes in development across Harnett County. All of this growth means more citizens with more needs, priorities, and expectations for County government. Ourjob, and the job of all County employees, is to engage, listen to, and serve all of those citizens. This Strategic Plan establishes explicit priorities that will serve as a roadmap for the County moving forward. It will allow us to move forward together in one direction for the betterment of Harnett County and all of its citizens. The Plan articulates a dynamic and exciting vision for the future of Harnett County, along with a mission for County Government and five strategic goals that are intended to make that vision a reality. The plan also includes a set of shared core values for Harnett County Government, and objectives under each goal with key strategic actions aimed at accomplishing those objectives. The process of developing this Strategic Plan was an inclusive one that offered opportunities for both County employees and the Countys citizens to provide feedback, which informed the plan. We wanted to develop Strategic Goals that every County department and employee can see their role in accomplishing, and that every citizen feels will improve their lives. I want to take this opportunity to thank my fellow commissioners for their leadership and direction in making this plan a reality; our County employees and citizens for their participation and input into this process; and our consultants, Rebeccajackson and Lydian Altman, with the UNC School of Government's Center for Public Leadership and Governance for their support in the Countys strategic planning efforts. As the County transitions from plan development and adoption to execution and implementation, we intend to share our progress and successes by creating an annual performance report that will be available to the public to highlight our accomplishments and track progress towards accomplishing the goals set out in this plan. A retreat was held for the Board of Commissioners in August 2021, during which the Board identified vision, mission, and core value themes along with strategic goals and priority themes. County leaders recognized that input from citizens, partner organizations, and the business community was critical to the success of the strategic plan and launched a public engagement campaign in October 2021. Citizens and County employees were given an opportunity to weigh in on the themes the Board identified and provide their feedback during multiple virtual and in - person engagement sessions, and by participating in a strategic planning survey. The results of the survey and engagement sessions were then used to inform the draft Strategic Plan, which was presented to the Board of Commissioners for adoption in February 2022. Value Themes strategic priorities • Strategic Goals and priority themes y J�`1 Citizen & Employee Engagement Following strategic planning workshops held with Harnett County Department Heads and the Board of Commissioners, the County sought input from the public, as well as County employees. Harnett County invited residents to participate in one of three community workshops in October 2021 to learn more about the strategic planning process and provide feedback. The County held two virtual workshops and one in -person workshop in the Harnett County Resource Center and Library in Lillington. County employees were also invited to attend one of two 30-minute employee engagement workshops to share priorities and to learn more about the process. In addition to the workshops, citizens and employees were asked to complete a short survey to provide input on the Strategic Plan, which was incorporated into the draft Plan. The surveys contained demographic questions to help ensure the County received diverse perspectives. The County received 776 survey responses from citizens and 263 survey responses from employees within several departments with various years of experience. Capturing the voice of employees and the community within the Strategic Plan helps to ensure alignment with organizational priorities and community expectations. In addition to being incorporated in the draft plan, the feedback from the workshops and surveys was compiled into an Engagement Report and provided to County Commissioners to show community and employee priorities for the County's vision, mission, and goals. Strategic Goals Harnett Countys Strategic Plan is designed to provide a clear vision for the future along with direction for turning that vision into a reality. The Plan includes five Strategic Goals that reflect the Countys priorities for the next three years. Despite population growth in portions of Harnett County, the absence of natural gas has prevented the commercial and industrial development that would normally accompany this growth. An example of this is the N.C. 87 corridor and the Cmmy-owned Western Harnett Innovation Park, which is well -located and has experienced substantial residential development over the last decade, but has missed out on commercial and industrial growth, partly due to a lack of natural gas availability. We ask for assistance in identifying opportunities to expand natural gas capacity throughout the county through public -private partnerships. Assist County in Creation of Economic Development Sites, Buildings, and Industrial Parks Hamett County is committed to the development and marketing of industrial parks to expand the County's economy and provide quality jobs for the counly's citizens. The County is currently seeking additional properties in strategic locations for the purpose of developing sites to market for economic development purposes. While land is available in the county for economic development, additional amenities are necessary to make these sites attractive for industrial recruitment We seek additional assistance in developing sites for economic development to include utilities such as high-speed Internet, natural gas, water and sewer, streets, power, and other necessary infrastructure. In addition, the development of speculative industrial buildings has become necessary for communities to compete for companies seeking a new location or expansion. We ask our State legislators to consider programs and funding mechanisms that can help our communities take the next step in developing our business parks to match the current business climate for how companies make location and expansion decisions, as approximately 90%of new and expanding companies are seeking an existing building. Assist County in Expanding Broadband Access to Underserved Areas Lack of access to high speed Broadband is a significant bander to economic growth, and limits educational opportunities and outcomes for residents. Broadband access has become even more critical during the COVID-19 pandemic with more people telsworking and more students learning remotely. Harnett County completed a Broadband Survey in 2019 and entered into a partnership with an ISP in 2020 to expand Broadband availability in Harnett County. Funding from the CARES Act allowed the County to begin actively expanding Broadband access, and American Rescue Plan (ARPA) funding provides a significant opportunity for Hameh County to make considerable progress towards this priority by providing direct funding to the County as well as expanded grant programs through the State and Federal government. The State budget did provide some additional flexibility to allow the use of ARPA funds to partner with ISPs to expand Broadband in unserved areas, however we still do not feel State law provides sufficient flexibility for counties to take full advantage of these opportunities. Additionally, some of the County's incumbent ISPs have limited the County's ability to obtain funding through available grant programs. We request additional statutory flexibility to allow broader use of ARPA dollars to provide reliable high speed Internet to the county's residents at an affordable price, as well as fewer obstacles to the County's efforts to leverage grant opportunities to expand Broadband with less of a burden on County taxpayers. Page 7 strong roots . new growth Top Legislative Priorities Provide Additional Solutions to Assist with Public Education Low Wealth Capital Funding Hamett County is among the fastest growing counties in North Carolina, and with that growth comes additional demand for public services including the education of students. The County's median home value is $165,800 (Source: U.S. Census Bureau), which does not generate enough tax revenue to pay for the services the home's occupants will need. During fiscal year 2022-2023, 1,155 new single-family homes were constructed, with most being built in north/northwest Hamett County. This will create a significant burden on our school system. We request assistance identifying a solution to help fund public education in the county. Harnett Regional Jetport Assist County with Expanding and Enhancing Hamett Regional Jetport Hamett Regional Jetport (HRJ) currently ranks 1 Oth in the State for jobs supported and 10th highest for economic output among General Aviation airports. The economic impact of HRJ is more than $147 million annually, according to the NCDOT Division of Aviation. Over the past decade, the County has made significant investments upgrading and improving existing infrastructure, but we need additional support to add the facilities that are necessary to meet the current level of service demand and to facilitate additional economic growth in Harnett County and the surrounding region. Ongoing projects include runway lighting rehabilitation, apron expansion, and design and construction of a new terminal. The North Carolina Statewide System Plan and the ongoing Airport Master Plan have identified a number of additional needs. Those include lengthening the runway from 5,005 to 5,500 feet and widening it from 75 to 100 feet; adding T-Hangars and Shelters, and Corporate Hangars; replacing current fuel facilities; and acquiring additional land for runway protection zones and hangar expansion. We ask for additional appropriations to help the County confinue the progress currently being made at the Jetport to fully realize its potential as a critical economic engine for Harnett County. Additional Legislative Priorities Appropriate Full Funding for the Federal Impact Aid Program (Federal) The Federal Impart AM Program reimburses school districts for the loss of ocal tax revenue due to the presence of the Federal Government. The program is administered by the U.S. Department of Education and funding is approved each year by Congress through the Labor, Health and Human Services, Education Appropriations Subcommittee bill. Because the Impact Aid Program is not fully funded (and hasn't been since 1969), funds are distributed using a needs -based funding formula, which results in Harnett County Schools receiving less funding per student than surrounding counties, and considerably less than the school system would receive were the program fully funded. In 2020, Harnett County Schools received $728,034.59 in Impact Aid Funding, but would have received $4,126,969.99 had the program been fully funded, a difference of nearly $3.4 million. We request that Congress fully fund the Impact Aid Program to address the impact of military -connected students on local school systems. The National Association of Federally Impacted Schools (NAFIS) has also asked for increased appropriations for FY 2022, and additional cosponsors for H.R. 5255, the Advancing Toward Impact Aid Full Funding Act, which would provide a path to fully funding Basic Support and would also provide increases to Federal Property and Children with Disabilities payments. A similar bill in the U.S. Senate is also anticipated. / r,erty Tax Exclusicr. ) --- - The current 100% Disabled Veterans Property Tax Exclusion provides an exclusion on the first $45,000 in appraised valuation when calculating property taxes due on a home for a 100% Disabled Veteran. The Board of Commissioners would like to see consideration for changing the exclusion amount per the guidelines proposed in Senate Bill 148 tilted the "deViere Disabled Veterans Acr of 2023. The language In Senate Bill 148 creates an exclusion of the first $100,000 of appraised value for a 100% disabled veteran' home. The bill language creates a hold harmless provision that would reimburse counties for lost revenue due to the exclusion's utilization by 100% disabled veterans. The board requests that the bill be considered for action out of the Senate Finance Committee. _. 'es Tax for Delivered Goods (State) Harnett County loses sales tax revenue due to vendors not properly designating the county location for delivery of goods. A significant portion of the County has zip codes which are shared with surrounding counties. The use of the five -digit zip code instead of the nine -digit zip code somefimes results in the wrong county being credited for taxes when the delivery destination is in Harnett County. This is particularly important when it comes to building materials being delivered to site for new construction and residents shopping online. Harnett County is working to educate homebuilders and residents about this issue, however we seek State assistance, which could include requiring vendors to use a central database maintained by the State, requiring use of the nine -digit zip code for reporting. The law broadly defines 'down -zoning" and provides that local governments cannot adopt a down -zoning without consent from all impacted owners. Page 3 strong roots . new growth F1 Additional Legislative Priorities Assist County with Economic Development Marketing Efforts (State/Federal) Harnett County currently owns three industrial parks, which it is marketing for targeted business development, along with a number of privately owned sites across the county. The County works with EDPNC, the Research Triangle Regional Partnership, and others to increase awareness of these properties. The County has seen varied success in selling these properties for industrial and commercial use. We wish to make our legislators aware of Harnett County's economic development efforts and product, and ask for their continued assistance advocating for Harnett County and sharing information regarding the availability of funding, grants, and other resources to enhance our ongoing economic development marketing efforts. Support Creation of Bypass around City of Dunn (State) U.S. 421 is a major artery through Harnett County for commerce; however, travel slows considerably through Downtown Dunn, especially at certain times of the day. The construction of a bypass around Dunn that passes by Edgerton Industrial Park and the Food Lion Distribution Center would Improve bevel through this area and enhance the appeal for commercial and industrial development in this area. A bypass has been considered in the last several years and there is a pmject designation with NCDOT (# U-6052). We ask for assistance pushing this project forward as a priority for design and funding. A/{ Provide Assistance to Modernize Rural Roads to Accommodate Farm ( Equipment (State/Federal) Agriculture remains Harnett County's number one industry. Many of the County's roads, however, are not suited to accommodate modem agricultural equipment, creating backups and potentially leading to accidents. This Issue has been exacerbated by the County's rapid population growth, which is leading to increased traffic on rural roads. We seek support from NCDOT to assist in modernizing these roads to better accommodate modem farm vehicles. Lower NCDOT Road Takeover Threshold to 60-65% 1 When a property is developed into a subdivision, the County requires the developer to build the roads to NCDOT specifications with the intent that NCDOT will assume maintenance of the roads soon after most of the building is done. As it stands, NCDOT requires that 75 percent of homes in a subdivision be occupied before the developer can petition to have the roads taken over. This sometimes results in the developer pulling out of the project before the roads can be taken over, which creates issues for homeowners in the subdivision. Harnett County Development Services requests that the threshold be lowered and changed to 60-65% buildout and that occupancy not be a requirement since this is not enforceable at the County level. Expand Fire Prevention Grant Opportunities to include Counties (State & Federal) Currently, State and Federal grant opportunities for fire prevention programs are available to fire departments, departments that provide rescue services, and local law enforcement agencies. The expansion of the grants program to include county fire marshals offices would allow for additional prevention programs to provide smoke detector installation in rural low Income areas, purchase fire safety trailers/equipment and hold community -related fire prevention programs. strongroots . newgrowth Additional Legislative Priorities Voting Law Changes for Absentee and Provisional Review current requirements for counting and submitting absentee ballots and provisional ballots to ensure that counts are submitted as quickly as possible. Remove the ability to use schools as voting locations. Give School Systems Flexibility in Establishing their K-12 Calendars (Stare) Allowing flexibility in establishing their K-12 calendars would give school systems the ability to align the K-12 calendar with local community colleges, which would provide more opportunities for high school students to take advantage of opportunities for higher edution. (�/{ Increase Appropriation for ADFP Trust Fund (State The Agricultural Development and Farmland Preservation (ADFP) Trust Fund provides payments to families for placing conservation easements on their property while still allowing the land to be used for agricultural and timber production. Due to limited funding for the program, projects have been turned down or have been only partially funded. Harnett County Soil & Water Conservation District requests increasing the annual appropriation to ADFP from $6 million to $10 million. The NCDA Farmland Preservation Office believes this appropriation will better equip ADFP based on statewide applications. VPreserve Federal and State Block Grants for County -Administered DSS Programs (State) The Harnett County Department of Social Services seeks the preservation of Federal and State Block Grant Funding to allow DSS to administer programs considered to be vital to the community. The department also asks for continued funding to allow the administration of these programs and that shifting the responsibility for funding program administration to the County be avoided.
