Members present: Teddy J. Byrd, Chairman Beatrice B. Hill, Vice Chairman Walt Titchener Tim McNeill Commissioner Dan B. Andrews was absent. Staff present: Neil Emory, County Manager Vanessa W. Young, Finance Officer Kay S. Blanchard, Clerk to the Board Chairman Byrd called the meeting to order at 9:00 a.m. and called on Neil Emory, Budget Officer. Mr. Emory led a review and discussion of the proposed FY 2004-05 Harnett County Budget in a work session format. There being no further business, the meeting recessed at 11: 10 a.m. to reconvene Friday, May 21, 2004, at 7:30 a.m. in the Personnel conference room, County Administration Building.
