The Hamett County Board of Commissioners met in regular session on Tuesday, February 10, 2026 at
9:00 am, in the Commissioners Meeting Room, Harnett County Resource Center and Library, 455
McKinney Parkway, Lillington, North Carolina.

Chairman Jaggers called the meeting to order at 9:00 am.
Commissioner McKoy led the Pledge of Allegiance and provided the invocation
Eric Truesdale, Veterans Services Director, presented information regarding Harnett County Heroes
Remembrance recognition. We are recognizing and honoring veterans that appear on our Wall of
Heroes. These individuals have received awards for acts of individual heroism, not as a unit. Mr.
Tmesdale read Technical Sergeant Robert F. Baker's citation. Chairman Jaggers presented Technical
Sergeant Baker with a certificate.
Chairman Jaggers called for any additions or deletions to the published agenda. Vice Chairman Nicol
made a motion to approve the agenda as published. The motion was seconded by Commissioner Moms
and carried unanimously.
Commissioner McKoy made a motion to approve the consent agenda. The motion was seconded by

Danny Moody, Chairman for the Board of Elections addressed the Board of Commissioners. Mr. Moody
thanked the Board of Commissioners for their continued support as they go through the voting process.
Mr. Moody provided an update on ballot on demand machines which will be used during early voting.
Mr. Moody also shared registered voter statistics. Mr. Moody stated currently the Board of Elections has
real and serious concerns regarding ballot security in our current facilities. The Board of Elections
currently shares space with other County offices and as a consequence individuals outside of election
office are routinely present in hallways and in the next office. This creates a security risk in matters
involving ballots, voting equipment, voter information, and election procedures are discussed. As a
result, these confidential matters may be overheard either by accident or not. This risk cannot be fully
mitigated by policy alone but requires physical separation and access. Election administrations requires
a secure, controlled environment to ensure proper chain of custody, protect sensitive information, and
maintain compliance with the best practices in elections administration and our statutory obligation.
Currently, the Board of Elections does not have a secure dedicated space to properly protect ballots and
adequately staff house our staff. Mr. Moody stated the Harnett County Board of Elections respectfully
requests that a proper facility solution be identified and implemented that provides restricted access and
adequate separated office facilities. Our staff estimates the board would require approximately 5,000 —
5,500 square feet of office space to properly accommodate our requirements. I have discussed these
matters with the County Manager and Commissioner Matthews. Mr. Moody also stated the Board of
Elections have a very serious and real concern regarding ballot security that 1 can not discuss in an open
forum as it may give someone ideas that would make matters even worse. Mr. Moody stated, in short,
the Board of Elections is asking for proper facilities that are necessary for the board to adequately
conduct free, open and fair elections. Mr. Moody stated I am happy to discuss these matters in a closed
session, particularly ballot security.
Vice Chairman Nicol stepped out at 9:50 am.
Commissioner McKoy stated I would like to say to our County Manager that we need to have a Joint
Meeting with so we can fully understand what's going on here.
Chairman Jaggers asked if it would be possible at one of our upcoming meetings have a joint meeting
with the Board of Elections and could tour their facility to observe what they are talking about.
Brent Trout, County Manager, stated as it relates to holding a closed session, when speaking with
Dwight Snow, County Attorney and Christopher Appel, Senior Staff Attorney, it appears as the Board of

Commissioner we can not meet in closed session to address security and this particular issue, however,
the Board of Elections could do that. So, we will verify the procedure we can follow. We can go and
visit the facility. Mr. Trout stated we have addressed some of the issues as it relates to security that were
mentioned and I can address one more thing to make sure only election employees have access to the
ballot room. When you tour the building, you can see what we have done so far.
Chairman Jaggers stated we certainly do not mind meeting with the Board of Elections and hearing your
concerns but the direction we have given the County Manager is, try to resolve the most current issues
as quickly as possible and then we will coordinate a joint meeting with you all.
Christine Wallace, Tax Administrator, provided a Report of Unpaid Taxes for fiscal year 2025-2026. In
accordance with NCGS 105-369(a) the Harnett County Tax Department must report the amount of
unpaid taxes each year to the goveming body. The unpaid amount for fiscal year 2025 - 2026 is
$3,676,270.25 as of January 31, 2026. A letter to the Board of Commissioners and report of the unpaid
taxes is attached as Attachment 1. The Tax Administrator also requested approval from the Board of
Commissioners to allow for the advertisement of unpaid taxes for the fiscal year 2025 - 2026 as set forth
in the above statute. Commissioner McKoy made a motion to approve the request to allow for the
advertisement of unpaid taxes for the fiscal year 2025 — 2026. The motion was seconded by
Commissioner Morris and carried unanimously.
Major Gary McNeill, Sheriffs Office, reviewed a request for the Board to approve the purchase of
service weapons for $1.00 by the following retiring deputies:

Commissioner Morris made a motion to approve the purchase of service weapons for $1.00 by the
retiring deputies mentioned above. Commissioner McKoy seconded the motion, and it carried
unanimously.
Kelly Kelly, Interim Social Services Director, reviewed a request to add an additional Special Assistance
In -Home Program Social Worker II position for the Department of Social Services. The Special
Assistance In -Home Program provides financial assistance and case management. The goal of this
program is to allow individuals to live as independently as possible by preventing placement in an adult
care facility. The program target is for aged and/or disabled adults who meet eligibility requirements,
have full Medicaid, and are currently living in or at risk of living in an adult care facility. Previously,
the state regulated the number of individuals each county had in their caseload, requiring counties to
maintain a waiting list. In November 2023 policy changed mandating all counties no longer hold a
waiting list but allow any individual who applies and is found eligible, to be approved. In 2023 the total
receiving SA -In Home was 39, it has now increased by 143% now serving 95 people with 13
applications pending. There are currently two full time Social Workers maintaining a caseload size of
nearly 43 individuals each. State caseload recommendations is 25 and our employees have nearly double

that number. A SAM SWII position is a grade 23 on the Harnett County salary scale and begins at
$54,216.00/year. The agency receives 50"/o reimbursement for all salaries and benefits for this position.
We have also reached out to our budget director to confirm that the agency has enough lapse salary to
cover this position through June 30, 2026. Chairman Jaggers asked if funding for the position would be
obligated for next year's budget. Mr. Trout stated it would be included in next year's budget, but the
board may take it back out during the budget process, but it would obligate it for the next cycle.
Commissioner Moms made a motion to approve the addition of an additional Special Assistance In -
Home Program Social Worker II position for the Department of Social Services.
Additional discussion included retention and filling of vacancies within the Department of Social
Services.
Tommy Bums, Harnett Regional Water (HRW) Director reviewed a request for approval of the North
Regional Wastewater Treatment Plant (W WTP) Adams Robinson Change Order No. 5. This change
order details work changes related to the W WTP project upgrades. All of this work was supervised by
Weston and Sampson Engineers in consultation with Harnett Regional Water. The change order covers
Filter relocations, mechanical, electrical and instrumentation coordination and changes, Interceptor Box
and Lime Storage Relocation, Site Fill, Sludge Lagoon, electric motor changes and upgrades, lime and
grit drain manhole revisions, chemical feed drain revisions, Duke Energy transformer changes, and a
materials testing allowance. As outlined in the attached technical memorandum, the total amount of the
change order is $1,400,293.00. HRW is requesting approval of this change order, to be paid from project
contingency. Commissioner Morris made a motion to approve Adams Robinson Change Order No. 5 for
the North Regional Wastewater Treatment Plant (W WTP). The motion was seconded by Commissioner
McKoy and carried unanimously.
Discussion also included retention of employees for Hamett Regional Water.
Brad Abate, Harnett Regional Jetport (HRJ) Director, presented a request for the replacement of HRJ-
owned hangar's main door. Three quotes yielded prices of $57,860.25 (Southeast Powerlift Hydraulic
Doors) (single hydraulic door), $188,037.00 (Chiles Contracting) (soft -sided rollup door), and
$90,000.00 (Custom Door and Gate) (single hydraulic door). We request approval to go with Southeast
Powerlift to remove and replace the current hangar door for $57,860.25 plus an additional $5,000.00 for
electrical connections to be subbed out by facilities and direct Mr. Trout to sign any agreements to
proceed with this project. Commissioner Morris made a motion to approve going with Southeast

motion was seconded by Commissioner McKoy and carried unanimously.
Mr. Trout reviewed a request to approve a resolution and an agreement for the conveyance of real
property to Good Hope. The County has negotiated with Good Hope to convey a 2.44 acre parcel of land
located at 115 Autumn Fern Trail in Lillington, NC with Parcel Identification Number 0650-59-
3117.000 and a 1.67 acre parcel of land located on Autumn Fern Trail in Lillington, North Carolina with
Parcel Identification Number 0650-59-1334.000 (hereinafter collectively referred to as the "Properties"),
for the purpose of constructing a medical office building for the provision of medical services to the
public. The properties shall be used solely for the provision of health care services, which shall be made

available to the general public, and any ancillary business activities related to such services. If at any
time the properties cease to be used for the provision of services within twenty-five (25) years of the
conveyance from the County to Good Hope, properties shall automatically terminate and revert back to
the County. If the properties cease to be used for provision of the services after twenty-five (25) years of
the date of conveyance from the County to Good Hope, Good Hope, its successors, or assigns shall have
the option to purchase the properties at the then -Fair Market Value ("FMV") of the Properties within six
(6) months of the cessation of the provision of Services. If the option to purchase for FMV is not
exercised within six months of the cessation of the Services, then the properties shall automatically
terminate and revert back to the County. Commissioner Moms made a motion to approve an agreement
for the conveyance of real property to Good Hope. The motion was seconded by Commissioner McKoy
and carried unanimously.
Commissioner Moms made a motion to approve the Resolution the Conveyance of Real Property to a
Non -Profit Organization Pursuant to G.S. 160A-279. The motion was seconded by Commissioner
McKoy and carried unanimously. (Attachment 2)
Chairman Jaggers made a motion to approve the resignation of Larry Mitchell from the Harnett County
First Responders Advisory Committee. The motion was seconded by Commissioner McKoy and carried
unanimously.
Commissioner McKoy made a motion to reappoint Walter Massey as District 1 member to the Jetport
Advisory Board. The motion was seconded by Commissioner Morris and carried unanimously.
Commissioner McKoy made a motion to reappoint Kevin Thurman as the District 1 member to the
Board of Equalization and Review. The motion was seconded by Commissioner Morris and carried
unanimously.
Commissioner Morris made a motion to appoint Jonathan Brett Stancil as an alternate member for the
Board of Adjustment. The motion was seconded by Commissioner McKoy and carried unanimously.
Mr. Trout shared Samatha Wullenwaber, Executive Director, with the Mid -Carolina Regional Council is
visiting us today. Thank you, Samatha, we appreciate all the support that your organization does for us.
Quick update on Probation and Parole, the meeting was very successful as related to with the
Department of Correction folks ; they have developed a solution related to the restroom issue. We
continue to work on future space needs and what we could potentially do as it relates to that. Options are
being reviewed. In your information, I provided you in an email, the mobile unit for the Health
Department and where they will be visiting for the rest of the month of February and I will provide that
to you each month. I need to mention, Deputy County Manager, Coley Price, was selected as the
Assistant County Manager of the Year and then they had recommended me for County Manager of the
Year and 1 was selected as County Manager of the Year for North Carolina. We received a Golden
LEAF Grant for the Western Harnett Innovation Park. It should be mentioned that our school district
also received a Golden LEAF Grant for $393,000 to assist with their CTE program and in addition
Central Carolina Community College received $2.5 million to with their more innovation or more
technical center. The micro -transit program you applied for was not selected, so that commitment that

you made will not be necessary. Quick reminder about the Harnett Training Center, formerly known as
Magnolia School, ribbon cutting is Friday, February 13'h at 11:30 am.
Commissioner Morris made a motion to approve the Budget Amendments as requested by the Finance
Officer. The motion was seconded by Commissioner McKoy and carried unanimously. (Attachment 3)
Commissioner Morris made a motion to approve a Resolution requesting NC Department of
Transportation add John Stark Drive, Mcintosh Court, Thomas Gage Drive, Tarleton Drive, Saint Clair
Drive, Dekalb Court, Artemas Ward Drive and Ethan Allen Court in the Birchwood Grove Subdivision
(Phase 1&2) to the State's Secondary Road System. The motion was seconded by Commissioner
McKoy and carried unanimously. (Attachment 4)
Commissioner McKoy made a motion to approve a Resolution requesting NC Department of
Transportation add Red Cedar Way, Pink Dogwood Way, Mistywood Drive, Winterbery Way, Paper
Birch Way, Blue Aspen Drive, Pecan Grove Lane, Silver Maple Drive in Woodgrove Subdivision
(Phase 1, 2, 3, and 4) to the State's Secondary Road System. (Attachment 5)
Commissioner Comments
Chairman Jaggers stated in listening to the tax presentation and seeing some of the responses and
questions, there's one thing I like being with the people can hear the meetings today, is just to make sure
everyone knows, that we cannot as a county commissioner board enact impact fees. There is a specific
statute in North Carolina that will not allow us to put impact fees on buildings. So, I know that is a great
idea in people's minds, it's not because we wouldn't do it, it's because we can't do it. The second thing,
what is all [his money going to; the County is growing, all the needs, the schools are growing, a new
school costs almost $100 million dollars, high schools are over $100 million, EMS, fire, law
enforcement, all those needs are increasing as the population grows. I promise you we are not hoarding
the tax dollars and just have it in the bank. I didn't understand reappraisals until I went to the conference
and got to hear why we do appraisals. I came out there understanding, appraisals are the only way to
keep taxes fair for everyone. When you do the reappraisals, it makes sure everyone pays their fair share.
It reevaluates the property and if the value has gone down it does reset it.
Commissioner McKoy stated I agree with what you said because if we don't keep our taxes at an
adequate set fee, the whole county depends on that, that is how we pay our bills here at the County. I
want to address something else too, I am a Commissioner for District 1 but I consider my position as a
Commissioner for the whole county. Anybody calls me,1 do try to address their problems. I do not like
to cross over into another commissioner's area; I will refer them to their own commissioner. I am
finding out a lot of people do not know who their commissioner is in the county. That's something I deal
with the best way I can. But I did go out in my community; I visited the Riverside Community last night
and addressed the citizens there. They have some outstanding citizens in that area, and they meet every
month to address the problems in their community. They have been dealing with this flooding and water
problem since I was elected as a commissioner and before. I can honestly say Coley Price has been there
to help me and those citizens. Commissioner McKoy thanked Coley for his help. I am asking this Board
to consider these citizens and help us do more in that area. You would not want to live in an area where

water is coming up to your floor, coming up to your air conditioner. They see what we are trying to do.
We have applied for funding through FEMA. I am asking for assistance to help these people.
Commissioner Morris thanked all the staff for everything they did. It has been another enlightening day.
Commissioner Moms made a motion to go into Closed Session for consultation with and instructions to
the county staff concerning the position to be taken by the county in negotiating a proposed contract for
the acquisition of real property. This motion is made pursuant to NC General Statute Section 143-318.11
(a) (5). The motion was seconded by Commissioner McKoy and carried unanimously.
Following a motion to come out of Closed Session, Chairman Jaggers called the meeting back into open
session and recessed the meeting at 10:41 am to reconvene downstairs in Training Room 103 A for the
Planning Work Session.

Ms. Honeycutt stated As we begin preparations for the 2027 budget year and the revaluation, I urge you
to study the information that I have provided in this presentation. The reserve policies that have been
adopted have enabled the County to meet numerous challenges but there is still so much to be done.
You have heard me say over the years that "Fortune favors the prepared" and there is not a better
example than what you have before you. You have a difficult task ahead of you and the weight of the
County is upon your shoulders. As we move forward, in preparation of the budget and discussions of
the revaluation, I urge you to give serious consideration to the development of the tax rate.
At a minimum, I would ask that you consider building the tax rate to include:
• The restoration of Fund Balance Reserves to continue policy directives and to ensure strong
credit worthiness.
• Setting aside a dedicated amount to meet the capital needs (debt) of the schools.
• Setting aside a dedicated amount to meet the current expense needs of the schools to potentially
replace the current funding mechanism.
• Identify a funding mechanism to meet the general fund needs identified in the capital
improvement plan.
• Setting aside a dedicated amount for economic development strategies.
• Continued funding of services & employee retention and development.

RESOLUTION BY THE HARNETr COUNTY BOARD OF COMMISSIONERS APPROVING
THE CONVEYANCE OF REAL PROPERTY TO A NONPROFIT ORGANIZATION
PURSUANT TO G.S. 16OA-279
WHEREAS, The County of Harnett (hereinafter referred to as the "County") owns a 2.44 acre
parcel of land located at 115 Autumn Fern Trail in Lillington North Carolina with Parcel Identification
Number 0650-59-3117.000 and a 1.67 acre parcel of land located on Autumn Fem Trail in Lillington,
North Carolina with Parcel Identification Number 0650-59-1334.000; and
WHEREAS, North Carolina General Statute § 16OA-279 authorizes the County to convey real or
personal property by private sale to a nonprofit corporation if the County is authorized by law to
appropriate money to the corporation; and
WHEREAS, North Carolina General Statute § 130A-1.1(6) authorizes the County to promote the
availability and accessibility of quality health care services through the private sector; and
WHEREAS, the County has negotiated with Good Hope Hospital, Inc. (hereinafter referred to as
"Good Hope") to convey the above -described parcels of land to Good Hope for the purpose of constructing
a medical office building that will provide quality health care services to the public; and
WHEREAS, the operation of a medical office building will assist the County in meeting the health
needs of its citizens and members of the community.
NOW THEREFORE, BE IT RESOLVED THAT:
1. The Harnett County Board of Commissioners authorizes the County Manager to execute all
documents necessary to convey unto Good Hope in fee simple the 2.44 acre parcel of land located
at 115 Autumn Fem Trail, Lillington, North Carolina with Parcel Identification Number 0650-59-
3117.000 and the 1.67 acre parcel of land located on Autumn Fem Trail in Lillington, North
Carolina with Parcel Identification Number 0650-59-1334.000 (hereinafter collectively referred to
as the "Properties").
2. Good Hope and the County shall enter into an agreement which shall set forth the parties'
obligations, conditions, covenants, and restrictions for the conveyance and use of the above
Properties prior to the execution of a deed.
3. The consideration for the conveyance is the following set of conditions, covenants, and
restrictions, which shall be incorporated in the deed given by the County to Good Hope:
a. Good Hope shall begin construction of a medical office building on the Properties within
two years of the date of conveyance of the Properties and Good Hope shall either directly,
or through lease to another medical provider(s), provide health care services that shall be
available to the general public.

b. Good Hope, its successors, or assigns and any lessee shall not use the Properties or any
building(s) constructed thereon for any purpose other than for health care services and any
ancillary business activities related to such services.
c. The deed given by the County to the Properties shall convey a title in fee simple
determinable. The fee simple interest in the Properties shall automatically terminate and
revert back to the County if at any time Good Hope, its successors, assignees, or lessees
cease to use the Properties for the provision of health care services within twenty-five (25)
years of the date of the conveyance. If Good Hope, its successors, assigns, or lessees cease
to use the Properties for the provision of health care services after twenty-five (25) years
of the date of conveyance, Good Hope, its successors, or assigns shall have the option to
purchase the Properties at the then -Fair Market Value ("FMV") of the Properties. If the
option to purchase the Properties for FMV is not exercised within six months of the
cessation of health care services, fee simple interest in the Properties shall automatically
terminate and revert back to the County.
4. The Clerk to the Board of Commissioners shall publish a notice summarizing the contents of this
resolution and the Properties may be conveyed pursuant to Good Hope at any time after 10 days
after publication of the notice.
Adopted this the 10' day of February 2026 by the Harnett County Board of Commissioners.
