HCBOC 012026 Pg. 2 Harnett County Board of Commissioners Regular Meeting Minutes January 5, 2026 Page 1 of 4 HARNETT COUNTY BOARD OF COMMISSIONERS Regular Meeting Minutes January 5, 2026 The Harnett County Board of Commissioners met in regular session on Monday, January 5, 2026 at 9:00 am, in the Commissioners Meeting Room, Harnett County Resource Center and Library, 455 McKinney Parkway, Lillington, North Carolina. Members present: Duncan E. Jaggers, Chairman Matthew B. Nicol, Vice Chairman Barbara McKoy, Commissioner William Morris, Commissioner W. Brooks Matthews, Commissioner Staff present: Brent Trout, County Manager Dwight Snow, County Attorney Kimberly Honeycutt, Finance Officer Melissa Capps, Clerk Chairman Jaggers called the meeting to order at 9:00 am. Commissioner Morris led the Pledge of Allegiance and provided the invocation. Eric Truesdale, Veterans Services Director, presented information regarding Harnett County Heroes Remembrance recognition. We are recognizing and honoring veterans that appear on our Wall of Heroes. These individuals have received awards for acts of individual heroism, not as a unit. Mr. Truesdale read Chief Warrant Officer Three Clifton Holt’s citation. Chairman Jaggers presented Chief Warrant Officer Three Holt with a certificate. Chairman Jaggers opened the meeting for informal comments by the public, allowing up to 3 minutes for each presentation up to 30 minutes. The following people provided comments: 1.Allen Longman of 234 Hamilton Road, Bunnlevel, NC. 2.Elizabeth Longman of 234 Hamilton Road, Bunnlevel, NC. 3.Jerry Rivas of 364 Twin Ponds Road, Sanford, NC. No one else spoke and the public comment period was closed. Vice Chairman Nicol made a motion to approve the consent agenda. Commissioner McKoy seconded the motion. The motion passed unanimously. The items on the consent agenda were as follows: A.Minutes i.Regular Meeting Minutes of December 15, 2025 Item 6Ai HCBOC 012026 Pg. 3 Harnett County Board of Commissioners Regular Meeting Minutes January 5, 2026 Page 2 of 4 Lisa McFadden, Assistant County Manager, reviewed a request to consider the adoption of the Recommended Capital Improvement Program (CIP) for Fiscal Years 2027-2033. Vice Chairman Nicol commended Ms. McFadden and staff for work on the CIP. Vice Chairman Nicol made a motion to approve the Recommended Capital Improvement Program (CIP) for Fiscal Years 2027-2033. The motion was seconded by Commissioner Matthews and carried unanimously. Carl Davis, Parks and Recreation Director, reviewed a request for approval of a contract with Benesch for professional services including design, engineering, and construction drawings for Cape Fear Shiner Park, Phase 2. Benesch was ranked in the top two of six firms and was selected following interviews with the top two firms. Benesch was determined by the selection committee to be the most qualified firm to design and prepare construction documentation for the park project that will include restrooms, playground, picnic shelter, and other amenities requested through public input. Professional Services contract is $175,650. Commissioner McKoy made a motion to approve the contract with Benesch for professional services including design, engineering, and construction drawings for Cape Fear Shiner Park, Phase 2. The motion was seconded by Commissioner Morris. Commissioner McKoy thanked staff for their work on this project. The motion carried unanimously. Barry Blevins, General Services Director, reviewed a request to apply for North Carolina Housing Finance Agency’s (NCHFA) Urgent Repair Program (URP27) funds. The Urgent Repair Program (URP27) addresses emergency home repair needs or accessibility modifications for very low-income homeowners with special needs (very-low incomes households are those with incomes at or below 50% of the area median income). 50% AMI for Harnett County is generally around $22,295 for 1 person - $32,750 for 4 persons in the Household. These groups include homeowners who are elderly, disabled and veteran households. This program specifically assists homeowners with critical repairs that affect their health and safety or that cause an imminent threat of displacement. Staff plan to apply for $99,000 (minimum) with a $1,000 match. Match is available within current budget. Additionally, there is a $75 application fee for applying. Vice Chairman Nicol made a motion to approve the request to apply for North Carolina Housing Finance Agency’s (NCHFA) Urgent Repair Program (URP27) funds. Commissioner Matthews seconded the motion and motion carried unanimously. Mr. Blevins also reviewed a request to approve a Letter of Support / Commitment for Harnett Area Rural Transit System's Microtransit Application to Golden Leaf's Community-Based Grants Initiative (CBGI) to support the application for microtransit services focusing on employment, training and education. If application is successful, Golden Leaf would fund $448,949 for the purchase of five (5) ADA compliant vans ($385,799), software for microtransit services ($58,150) and marketing ($5,000). Golden Leaf has requested a Letter of Support from the Board of Commissioners for the application and review committee's information. There is NO match, however, if the application is approved, county O&M budget would be expected to cover the costs of operating the new service and until the funded project is completed. Staff have analyzed the cost of operating microtransit for the first (1st) year and five additional (5 years beginning in FY27) (Attachment 1). Additional discussion included additional staffing and timeline for operation if awarded grant. The board approved the RFP bid award to Techops on November 17, 2025. Vice Chairman Nicol made a motion to approve the finalized contract between Harnett County Public Library and Techops for our Mobile Outreach Vehicle-Bookmobile. The motion was seconded by Commissioner McKoy and carried unanimously. Christopher Appel, Senior Staff Attorney reviewed a request for the approval of a Temporary Easement for sidewalk construction along McIver Street from 280' East of Poplar Street to Wilma Street and along Wilma Street from McIver Street to 170' North of Horseshoe Place. The motion was seconded by Commissioner Morris and carried unanimously. The Board of Commissioners reviewed applications to serve on Boards and Committees. Commissioner Morris made a motion to reappoint Dr. Amanda Langdon as the Veterinarian representative on the Board of Health, reappointment of Stacie Hogan, RPH as the Pharmacist representative on the Board of Health and the reappointment of Dr. Kim Fowler, PhD as the Professional Engineer representative on the Board of Health. The motion was seconded by Vice Chairman Nicol and carried unanimously. Commissioner McKoy made a motion to appoint Christina Williams as the Emergency Services representative on the First Responders Advisory Committee. The motion was seconded by Commissioner Matthews and carried unanimously. Commissioner Morris made a motion to appoint Debra Vaughn as a consumer representative for the Mid-Carolina Aging Advisory Committee. The motion was seconded by Vice Chairman Nicol and carried unanimously. Commissioner Matthews made motion to approve Elaine Blackman as the Town of Angier ETJ representative for the Library Board of Trustees. The motion was seconded by Vice Chairman Nicol and carried unanimously. Brent Trout, County Manager, stated the Board of Elections met on Friday at 2:00 pm to hold a hearing related to a challenge to a candidate’s residency for a state representative. A hearing was held; the Board made a decision to dismiss the challenge. Mr. Trout asked the Board to consider setting a hearing for January 13th on a request from Whitaker & Hamer to refund transfer taxes for a deed that was recorded twice. Vice Chairman Nicol made a motion to schedule a hearing for January 13, 2026 at 9:00 am to consider a request to refund transfer taxes for a deed that was recorded twice. The motion was seconded by Commissioner Morris and carried unanimously. Commissioner Morris made a motion to approve the budget amendments as requested by the Finance Officer. The motion was seconded by Commissioner McKoy and carried unanimously. The motion was seconded by Commissioner Morris and carried unanimously. Commissioner Morris made a motion to go into Closed Session to discuss a certain economic development matter and to discuss a personnel matter. This motion is made pursuant to NC General Statute Section 143-318.11 (a)4 & (6). The motion was seconded by Vice Chairman Nicol and carried unanimously. Members present: Duncan E. Jaggers, Chairman Matthew B. Nicol, Vice Chairman Barbara McKoy, Commissioner William Morris, Commissioner W. The motion was seconded by Commissioner Morris and carried unanimously. Chairman Jaggers opened a hearing to consider a request for a refund of overpayment of excise tax paid on Lot 10, Ila’s Way due to the deed being filed twice. Lorie Babb, Assistant Register of Deeds, stated Mr. Willis asked that I extend his apologies for not being able to attend today, he is attending the Harnett County Community Foundation board initiation meeting. Whitaker & Hamer inadvertently recorded the same deed and deed of trust twice in the Harnett County Register of Deeds Office. An excise tax of $560 was paid with each recording. They are requesting a refund of $560 overpayment. The motion was seconded by Commissioner McKoy and carried unanimously. (Attachment 1) Mark Locklear reviewed information regarding a request to establish a conditional zoning process. Information included: •An explanation of conditional zoning o A rezoning process that establishes zoning districts with mutually agreed-upon conditions to ensure conformance with adopted plans and mitigate potential development impacts. o UNC SOG: More than half of NC local governments utilize Conditional Zoning o All 5 municipalities in Harnett County and each of the surrounding counties •The purpose of establishing a Conditional Zoning process o Establishing a conditional zoning process is a recommendation of the Harnett Horizons 2040 Comprehensive Land Use Plan o After NC Senate Bill 382 was signed into law, the County’s discretion to amend the Unified Development Ordinance has been significantly restricted - Conditional Zoning is one of few viable options remaining following Senate Bill 382 •The opportunities & considerations o Higher-Quality Development o Mitigate Effects of NC S.B. 382 o Mitigate Impacts From Development o Preserve Agricultural Land o Manage Growth o Implement Village Districts o Longer Application Process than Conventional Rezoning Cases o Increased Staff Time o May Become the Preferred Application Process •Next steps o With the Boards permission, Staff will finalize the proposed text amendment to the Unified Development Ordinance to establish a conditional zoning process o Staff will present the text amendment to the Planning Board at the February Planning Board Meeting o Staff will present the prepared text to the Board of Commissioners at a public hearing in February (tentative) Commissioner McKoy made a motion to proceed with the process to establish a conditional zoning process. Vice Chairman Nicol seconded the motion. Motion carried unanimously. Kimberly VanBeck, Library Director reviewed a request for permission to apply for and accept if awarded a National Endowment for the Arts (NEA) Big Read Grant in the amount of $5,000, with a minimum $5,000 required match. This project will bring the community together to read "Demon Copperhead" by Barbara Kingsolver and a related youth title, using books, discussions, art, and storytelling to spark conversations about addiction, resilience, and the power of sharing personal stories. Through countywide events, partnerships, and creative programs, the Harnett County Public Library will help people of all ages HCBOC 012026 Pg. 19 Harnett County Board of Commissioners Regular Meeting Minutes January 13, 2026 Page 3 of 6 connect with local history, culture, and one another. Commissioner McKoy made a motion to approve the request to apply for and accept if awarded a National Endowment for the Arts (NEA) Big Read Grant in the amount of $5,000, with a minimum $5,000 required match. The motion was seconded by Commissioner Morris and carried unanimously. Tommy Burns, Harnett Regional Water Director, reviewed a request for the approval to purchase and close on three tracts identified by PIN Numbers 0597-08-2455.000, 0597-06-0841.000, and 0597-07- 1677.000. These tracts were identified as suitable for the new water treatment plant to be built near Erwin, NC. These tracts are unique in that they adjoin an existing water intake that Harnett Regional Water has owned and maintained since the acquisition of the utility system from the Town of Erwin. This unique feature makes this property purchase essential to design, engineering and water withdrawal for the soon to be constructed water plant. This location is also idea because it will enable Harnett Regional to further expand its water capabilities in the central and eastern parts of Harnett County as well as to Cumberland County in the southern portion of the service area. This purchase, coupled with the purchase in 2025 of property for a new regional sewer treatment plant in Erwin, will serve the County and regional needs for many years to come. HRW is requesting purchase approval in the amount of $2,800,000 for the property and related expenses to reimburse HRW for due diligence items, including environmental evaluations, surveys and wetlands reviews, and closing costs and related expenses (attorney fees, title insurance, etc.). Commissioner Morris made a motion to approve the property purchase and related expenses and approval of any corresponding budget amendments needed. The motion was seconded by Commissioner McKoy. Dwight Snow, County Attorney, requested the Board to include in that motion authority for the County Manager to sign closing documents. Coley Price, Deputy County Manager, reviewed a request for the Board of Commissioners to consider and approve the recommendation to contract with Edifice LLC for Construction Manager at Risk (CMAR) services including pre-construction, cost estimates/Guaranteed Maximum Price (GMP) and construction managers' services for the Animal Adoption Center project. Pre-construction fee is $88,000 and construction fees are at 4% of the Cost of Work converted to a Lump Sum at Owner's acceptance of the GMP. Animal Adoption Center project site is located at 3708 US 421 North, Lillington, NC. Commissioner Morris made a motion to approve the contract with Edifice LLC for CMAR services for the Animal Adoption Center. The motion was seconded by Vice Chairman Nicol and carried unanimously. Mr. Price also reviewed a request to approve a Project Ordinance Amendment related to the Animal Adoption Center. Vice Chairman Nicol made a motion to approve the Project Ordinance Amendment as requested. The motion was seconded by Commissioner Matthews and carried unanimously. (Attachment 2) Melissa Capps, Clerk to the Board of Commissioners, reviewed a request to adopt a Resolution to change the Legislative Luncheon from February 10, 2026 to February 2, 2026. The motion was seconded by Vice Chairman Nicol. Motion carried unanimously. (Attachment 3) Bradley Abate, Harnett Regional Jetport Director, reviewed a request for the approval of Work Authorization No. 8 for Parrish and Partners for the design and bidding phase of the runway extension at Harnett Regional Jetport. The recent agreement to purchase the land for the runway extension allows the County to move forward with the design of the project. The Work Authorization is presented for basic services of design and bidding of the project plus special services needed for the project. The basic services are to cost $526,465 for design and bidding and $464,909 for special services for a total of $991,374. The special services expense also includes $217,361 in sub-consultants for survey, Geotech and environmental work. The fees will be paid from the SCIF grant received from the General Assembly. The design phase is scheduled to take approximately 45 weeks to complete. Vice Chairman Nicol made a motion to approve the work authorization for Parrish and Partners for the design and bidding phase of the runway extension project. The motion was seconded by Commissioner Matthews and carried unanimously. The Board of Commissioners reviewed applications to serve on Boards and Committees. Vice Chairman Nicol made a motion to approve the reappointments to the Jetport Board for Townsend Quinn as an At- Large member, James Johnson, III as the District 3 member, Danny Honeycutt as the District 4 member and Jerry Milton as the Campbell University representative. The motion was seconded by Commissioner Morris and carried unanimously. Commissioner McKoy made a motion to appoint Jheri Hardaway to the Juvenile Crime Prevention Council as the commissioner appointee position. The motion was seconded by Vice Chairman Nicol and carried unanimously. Vice Chairman Nicol made a motion to remove Chris Hawk from the Cemetery Board of Trustees. The motion was seconded by Commissioner Matthews and carried unanimously. Brent Trout, County Manager, stated there was some discussion last week regarding the Board of Elections decision. I wanted to bring back mention that that decision was reviewed by the Board of Elections and then they did dismiss the claim as it relates to the charge that she was not a resident of the property she listed on her forms. She will be able to continue to be on the ballot. Vice Chairman Nicol made a motion to approve the budget amendments as requested by the Finance Officer. The motion was seconded by Commissioner Morris and carried unanimously. (Attachment 4) Commissioner Morris made a motion to adopt a Resolution NC Department of Transportation add Gold Finch Circle and Sweetbay Place in the Nature Crossroads Subdivision to the State’s Secondary Road System. The motion was seconded by Vice Chairman Nicol and carried unanimously. (Attachment 5) Commissioner Morris made a motion to adopt a Resolution requesting NC Department of Transportation add Tower Drive and Sandy Tingen Court in the Tingen Place Subdivision to the State’s Secondary Road System. The motion was seconded by Commissioner McKoy and carried unanimously. (Attachment 6) HCBOC 012026 Pg. 21 Harnett County Board of Commissioners Regular Meeting Minutes January 13, 2026 Page 5 of 6 Chairman Jaggers requested under new business a discussion of the Probation Office location and issues going on there. Mr. Trout stated we have made efforts to find a new location for the parole office. Staff has made visits to that location and also looked at other potential buildings. Mr. Price shared rules and regulations required for the Probation Office. Discussion included bathroom accommodations and current lease terms. Commissioner Morris suggested the use of a mobile unit at the corner of McKinney Parkway. Chairman Jaggers stated we are in support of solving these issues. Commissioner Morris stated I want to thank Coley and Mike for looking into these issues with Probation and Parole, I know this has been going on for almost a year. I know there are a lot of concerns, and we need some quick resolution to it. I appreciate your efforts. Commissioner McKoy stated I have been a part of this board for many years. When I thought about running for this position it was about what I could do for the citizens of Harnett County and that is what I strive for. My first thought was the employees and the low wages they were paid. It took a couple of years to be successful but when Mr. Wood came in she asked him to look at and he did. My heart has always been to bring more jobs to this County. Over 60% of our citizens go out of this county to work and spend part of their tax revenue in other counties. Another thing, when I am talking about jobs, the best thing that has happened to this county is Stephen Barrington. I have worked with other Economic Development Directors, they brought nothing to this county but I see a future in him. This County deserves mor jobs and economic development for their citizens. The last thing, I want to say, this building here we are sitting in, there was so much bad publicity, there was such a need for this building. There are many more things I would like to see happen in this county and that’s why stay for another term, if I can. I want you to understand where I am coming from, my passion for Harnett County. Commissioner McKoy thanked the other Board members and stated I appreciate your support. Let’s continue to move this County forward. Chairman Jaggers stated as our County continues to grow, it is important that development is thoughtful and sustainable. We really do appreciate all that y’all do over there. We want growth that respects our communities, infrastructure and quality of life. When progress happens it’s because when we work together, we work together with staff, we work together with the public and we work together with businesses. Our goal would be to attract more businesses to this county. When I came on this Board, I thought the meetings were a little inefficient, where you came to one meeting and talked about the items and then came to another to vote about it and now, we vote at every meeting. I appreciate the Board allowing that to happen. I think the Board is in a great place. Commissioner Matthews stated starting my second term on the Board and thinking back to when I first joined Commissioner McKoy and the others on the Board, how with anybody first becomes a part of this and you see all these things that know would be good four our county and our citizens and you want them to happen right away. And the toughest thing for me to learn is that it is hard to make things happen right away. When I hear about the Animal Adoption Center and Shelter, that is one of the first things we where hit with when we first joined this board. It has been five years, but it is so encouraging to see that finally begin to reach a point we can see it come to fruition. Mark talking about our Land Use Plan that we worked so hard on developing, right before we could get it enacted, somewhat get our hands tied on what we think would be some really great things for our county and our citizens. This sub station will bring all of District 3 response area back into their 5 mile coverage area, lowering more than 700 homeowners Public Protection Class ratings. Currently we are contracting with West Area to cover this portion of the disctrict. This would also result in a .02 cent reduction in fire tax in this portion of the District, with the addition of this new station (currently .13 West Area/.11 Anderson Creek) This area is growing rapidly. The estimated cost of sub station will be 1.4 million, financing through First Bank. If approved Harnett County Emergency Services will start the process of redistricting that area with the State. Estimated completion of redistricting will be July 27. This will allow ample time for the process of redistricting and construction of new facility. The Cape Fear Regional Hazard Mitigation Plan identifies local policies and actions for reducing risk and future losses from natural hazards such as floods, severe storms, wildfires, and winter weather. It builds upon five separate hazard mitigation plans that were initially prepared by each county in coordination with their municipalities. This plan was a regional effort amongst five counties and the municipalities within the region (Harnett/Moore/Lee/Chatham/Johnston). The plan hazards and potential hazards within the region and county specific, and it creates a framework to help community officials make decisions that may ultimately protect lives and property. The plan also outlines a strategy for implementing mitigation projects within the 5 counties and its municipalities. Harnett County is taking proactive steps to lessen the impact of future disasters and the costly expenses associated with them. The Plan has been approved by FEMA and State Emergency Management. This plan is a requirement to also reinsure reimbursement from FEMA during declared Disasters. This project is being funded by a grant allocated by the North Carolina Division of Emergency Management and funded by the Federal Emergency Management Agency. FINANCE OFFICER’S RECOMMENDATION: COUNTY MANAGER’S RECOMMENDATION: Item 7D HCBOC 012026 Pg. 53 1 RESOLUTION ADOPTING CAPE FEAR REGIONAL HAZARD MITIGATION PLAN WHEREAS, the citizens and property within Harnett County are subject to the effects of natural hazards that pose threats to lives and cause damage to property, and with the knowledge and experience that certain areas of the county are particularly vulnerable to drought, extreme heat, hailstorm, hurricane and tropical storm, lightning, thunderstorm wind/high wind, tornado, winter storm and freeze, flood, hazardous material incident, and wildfire; and WHEREAS, Harnett County desires to seek ways to mitigate the impact of identified hazard risks; and WHEREAS, the Legislature of the State of North Carolina has in Article 5, Section 160D-501 of Chapter 160D of the North Carolina General Statutes, delegated to local governmental units the responsibility to adopt regulations designed to promote the public health, safety, and general welfare of its citizenry; and WHEREAS, the Legislature of the State of North Carolina has enacted General Statute Section 166A-19.41 (State emergency assistance funds) which provides that for a state of emergency declared pursuant to G.S. 166A-19.20(a) after the deadline established by the Federal Emergency Management Agency, the eligible entity shall have a hazard mitigation plan approved pursuant to the Stafford Act; and WHEREAS, Section 322 of the Federal Disaster Mitigation Act of 2000, as amended, states that local governments must develop an All-Hazards Mitigation Plan in order to be eligible to receive future Hazard Mitigation Grant Program Funds and other disaster-related assistance funding and that said Plan must be updated and adopted within a five year cycle; and WHEREAS Harnett County has performed a comprehensive review and evaluation of each section of the previously approved Hazard Mitigation Plan and has updated the said plan as required under regulations and at 44 CFR Part 201 and according to guidance issued by the Federal Emergency Management Agency and the North Carolina Division of Emergency Management, and that the plans have been updated in accordance with federal laws including the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended; the National Flood Insurance Act of 1968, as amended; the National Dam Safety Program Act, as amended; as required under regulations at 44 CFR Part 201, and according to guidance issued by the Federal Emergency Management Agency and the North Carolina Division of Emergency Management; and WHEREAS, it is the intent of the Board of Commissioners of Harnett County to fulfill this obligation in order that the County will be eligible for federal and state assistance in the event that a state of disaster is declared for a hazard event affecting the County; HCBOC 012026 Pg. 54 2 NOW, THEREFORE, be it resolved that the Board of Commissioners of Harnett County hereby: 1.
