Gen. Stat. § 105-228.37, the Harnett County Board of Commissioners (hereinafter referred to as the “Board”) is required to review any timely request by a taxpayer for a refund of overpayment of excise tax on the conveyance of property and to make a timely decision regarding the County of Harnett’s (hereinafter referred to as the “County”) portion of any overpayment; and WHEREAS, on November 25, 2025, Whitaker & Hamer, PLLC, 121 E. Main Street, Clayton, North Carolina 27520, recorded a duplicate Deed and Deed of Trust in Book 4315, Page 63-64 with excise tax in the amount of $560.00, which was remitted to the Harnett County Register of Deeds; and WHEREAS, the County received a timely written request for a refund of $560.00 in excise tax overpayment from Joseph T. Hamer with Whitaker & Hamer, PLLC; and WHEREAS, on January 13, 2026, the Board held a hearing in accordance with N.C. Gen. Stat. § 105-228.37(b) and upon motion made, seconded, and duly adopted, the Board has determined that the refund request should be granted. NOW THEREFORE, BE IT RESOLVED that the Harnett County Board of Commissioners, based upon the evidence presented at the hearing, hereby determines that Whitaker & Hamer, PLLC is entitled to a refund of the overpayment of excise tax in the amount of $560.00, plus any applicable interest; and BE IT FURTHER RESOLVED that the Harnett County Board of Commissioners authorizes the County Manager or Finance Officer to make payment to Whitaker & Hamer, PLLC in the total amount of $560.00 Adopted this the 13th day of January 2026. Through Demon’s first-person narrative,Kingsolver humanizes the opioid epidemic and invites readers to listen closely to stories that are toooften ignored, reinforcing the idea that personal narratives are essential to understanding our sharednational history.Harnett County, like many rural and semi-rural communities in NC, has been directly impacted bysubstance use disorder, economic instability, and generational hardship. These tracts were identified as suitable for the new water treatment plant to be built near Erwin, NC. These tracts are unique in that they adjoin an existing water intake that Harnett Regional Water has owned and maintained since the acquisition of the utility system from the Town of Erwin. This unique feature makes this property purchase essential to the design, engineering and water withdrawl for the soon to be constructed water plant. This location is also idea because it will enable Harnett Regional to further expand its water capabilities in the central and eastern parts of Harnett County as well as to Cumberland County in the southern portion of the service area. This purchase, coupled with the purchase in 2025 of property for a new regional sewer treatment plant in Erwin, will serve the County and regional needs for many years to come. HRW is requesting purchase approval in the amount of $2,800,000 for the property and related expenses to reimburse HRW for due dilligence items, include enviromental evaluations, surveys and wetlands reviews, and closing costs and related expenses (attorney fees, title insurance, etc). The recent agreement to purchase the land for the runway extension allows the County to move forward with the design of the project. The Work Authorization is presented for basic services of design and bidding of the project plus special services needed for the project. The basic services are to cost $526,465 for design and bidding and $464,909 for special services for a total of $991,374. HRJ currently operates 5,005’ x 75’ asphalt runway serving ARC B-II aircraft. Based on the recently completed Airport Master Plan, the runway extension was justified based on the following considerations. Federal Aviation Administration (FAA) Advisory Circular 150/5325-4B establishes runway length criteria based on aircraft maximum takeoff weight. Traffic Flow Management System Counts (TFMSC) data verified regular operations, defined as 500 or more annual movements, by both small aircraft (12,500 pounds or less) and large aircraft between 12,500 and 60,000 pounds, including jet aircraft within that category. However, while these aircraft operate at HRJ with sufficient frequency to establish them as the critical aircraft family, their use does not warrant designing for 100 percent of the fleet in that grouping, particularly for the most demanding corporate jet models. Accordingly, FAA methodology supports designing for 75 percent of the fleet of large aircraft (12,500 to 60,000 pounds) at 60 percent useful load, while also accommodating all small aircraft. This results in a calculated runway length requirement of approx imately 5,423 feet. In accordance with FAA rounding practices and typical operational benchmarks, this value was rounded to 5,500 feet. Therefore, the Airport Master Plan recommends extending the runway to 5,500 feet to safely and efficiently support exist ing and forecast demand. The extension will be designed to allow for future widening of the runway to 100 feet. All improvements will be designed in accordance with current FAA Advisory Circulars for a B-II-2400 design standard, including the provision of a compliant Runway Safety Area (RSA) 300 feet in width and extending 600 feet beyond the new runway end. Due to the change in runway elevation profile and the need to maintain compliant runway and safety area grades, the runway extension will require substantial earthwork. This will include large-scale cut and fill operations to achieve the required longitudi nal and transverse slopes for both the extension of the runway and taxiway, as well as the Runway Safety Area (RSA) and Taxiway Safety Area (TSA). Grading limits are expected to extend well beyond the immediate runway and taxiway footprint to ensure compliance with FAA design standards for surfaces and drainage. The project will also evaluate on-site material balancing, erosion and sediment control measures, and potential borrow or spoil areas as part of the overall civil design effort. Included with this effort and as a part of design development, the project will include completion of an Environmental Assessment (EA) consistent with the National Environmental Policy Act (NEPA) and applicable FAA and North Carolina Division of Aviation (NCDOA). This will include analysis of potential impacts to wetlands, floodplains, wildlife, historic properties, noise, air quality, and compatible land use. Preliminary NEPA information was developed under the previous Work Authorization No. 6, Pre -NEPA Planning Studies. Included in that scope was a project justification study, including evaluation of the purpose and need for the proposed improvements, an alternatives analysis, including natural resource survey (wetland and protected species), and a cost-benefit analysis. The final deliverable for that project will include a NEPA Scoping Memo in accordance with NCDOA templates and guidance. Project execution will involve coordination with the NCDOA, local stakeholders, and permitting authorities. Deliverables will support both design approval and funding programming at the state level. The project is anticipated to be funded via directed funding. However, the design of the project will be prepared such that it will be eligible for federal funding if it becomes available. During construction, work will be required within the existing Runway Object Free Zone (ROFZ) and RSA. To minimize impacts to airport operations, a temporary displaced threshold is anticipated. The design of this project will include provisions for tempora ry threshold displacement, including temporary relocated runway end lights, temporary runway markings, and other required adjustments to minimize operational disruptions. Invite NCDOA to all pre and post bid meetings with a minimum of five business days’ notice; and 9. Submit AV100 checklist to NCDOA with required documentation. B. SPECIAL SERVICES: The CONSULTANT shall perform the following Special Services as outlined in Exhibit A of the Master Agreement: i. Project Management/Grant Services: Assist OWNER in general project management not covered by other tasks to include preparation of requests for funding and completion of applicable grant documentation, including but not limited to grant applications, request for reimbursements, and project grant closeout. Grant administration tasks will be in accordance with the most current Aviation Checklists on the DOA website. ii. Subconsultant & Special Services: Provide subcontracted services for geotechnical investigation and design ground survey, and USACE approval of the previously completed wetland delineation. a. Coordination with Geotechnical Subcontractor – Communicate project requirements, schedule site investigations, review preliminary findings, and ensure timely delivery of geotechnical reports for design integration. b. Coordination with Survey Subcontractor – Provide survey scope and requirements, review progress and quality of survey data, and ensure timely submission of topographic, boundary, and construction survey information. c. Coordination with Environmental Subcontractor – Communicate project requirements, schedule site meeting, review Preliminary Jurisdictional Determination (PJD) request package, and ensure timely delivery of approved PJD for EA integration. iii. Environmental Assessment Services: After notice to proceed for the EA, CONSULTANT shall: a. Purpose and Need Review The EA will utilize information from recent reports that evaluated the proposed runway extension, including the 2024 Airport Master Plan Narrative Report and the NCDOT Aviation NEPA Study Scoping Memo. In accordance with the NCDOA’s “Guidelines for Advanci ng an Environmental Assessment,” studies completed for the NEPA Study Scoping Memo will be utilized, ensuring that the one-year time limit for completion of the EA will be met, as required under 40 CFR Section 1501.10(b)(1). This section shall document existing runway length limitations, aircraft family usage trends from TFMSC data, operational constraints affecting safety or capacity, and future planning goals and regional economic development objectives. Previously prepared exhibits shall be updated, if necessary, to illustrate existing conditions and proposed improvements. b. Alternatives Analysis Review A comprehensive review of reasonable and feasible alternatives shall be conducted, including at minimum: • No-Action Alternative • Runway Extension Alternatives (e.g., varying extension lengths or directions) Previously completed work from the NEPA Study Scoping Memo and the most recent Airport Master Plan will provide the basis of this section. Text and conceptual layouts prepared for the NEPA Scoping Memo will be updated, if necessary, to depict environmental constraints, preliminary grading/fill implications, safety area implications, and constructability considerations. A matrix summarizing differentiating factors (cost, environmental impact, infrastructure impact, operational benefit, permitting complexity, etc.) shall be utilized to support selection of the Preferred Alternative. c. Affected Environment (Baseline Conditions) A full environmental inventory of the project area shall be conducted to define existing conditions for applicable resource categories under FAA Order 1050.1G and 5050.4B. This section will establish the baseline context for subsequent impact assessments and shall incorporate desktop research, field surveys, GIS mapping, and agency database review as applicable. d. Environmental Consequences (Impact Analysis) The direct and indirect impacts of the Preferred and any Reasonable Alternatives will be assessed for each environmental category evaluated under FAA Order 1050.1G. Coordination with the NRCS, including completion of F orm AD-1006, and review of the alternatives pursuant to the Farmland Act will be completed as appropriate. • Hazardous Materials, Solid Waste, Pollution Prevention – this section shall include review of various database reports and the 2024 Phase I Environmental Site Assessment completed at HRJ. • Historical, Architectural, Archaeological, Cultural Resources (Section 106 Consultation) – based on previous coordination with the State Historic Preservation Office, the need for cultural resource surveys is not anticipated and would be included under sup plemental agreement if required. • Natural Resources and Energy Supply • Noise and Compatible Land Use – this section shall include review of Aircraft fleet mix tables for the No Action and Proposed Action alternatives for modeling of the HRJ noise environment in the latest version of the Aviation Environmental Design Tool (AEDT). Day-Night Average Sound Level (DNL) contours using AEDT would be developed based on the fleet mix and aircraft operational details. The noise contours would be developed at 5 DNL intervals between DNL 65 and 75 for all Reasonable Alternatives. This task also includes calculating land use areas and population counts included within the DNL 65, 70, and 75 contours. This task furthermore includes calculation of noise- sensitive areas exposed to noise levels between DNL 60 and 65 dB to be evaluated for increases of DNL 3.0 dB or greater, if an increase of DNL 1.5 dB occurs at any noise-sensitive area that is within the DNL 65 dB contour, or is brought into the DNL 65 dB contour in comparison with the No Action alternative, per NEPA requirements and guidance: i. Baseline Year ii. Between the No Action and the Proposed Action Alternative in the Implementation Year iii. Agency Coordination The CONSULTANT shall coordinate with local, state, and federal agencies throughout the EA process. This includes NC Clearinghouse circulation, U.S. Fish & Wildlife coordination, Section 106 consultation (as needed), USACE early engagement for wetlands, NCDOA Environmental Programs coordination. Documentation of all correspondence shall be appended to the EA. f. Project Documentation Deliverables shall include full-color electronic (PDF) at each milestone and final printed copies of the EA. Submittal stages include: • Preliminary Draft EA – Submitted to OWNER, and NCDOA for internal review. • Draft EA (Revised) – Prepared following comments and submitted for agency circulation and 30-day public review. • Final EA – Incorporates agency/public comments, contains response matrix, and is submitted to NCDOA for approval and signature of either a FONSI or other required determination. Two hard copies provided to OWNER upon issuance. g. Public Involvement The CONSULTANT shall develop and execute a Public Involvement Plan consistent with NCDOA expectations. Anticipated tasks include: • Preparation and publication of public notices in local newspapers • Coordination of document availability locations (HRJ terminal building, local library, website). The Draft EA will be made available for public review and comment a minimum of 30 days in advance of the scheduled public meeting. The public will be provided an additional 15 days after the meeting to submit written comments. • Distribution of informational letters to adjacent property owners and interested stakeholders • Facilitation of a Public Information Meeting, including display board preparation, sign-in sheets, comment forms, handouts, and meeting summaries The CONSULTANT will prepare the public meeting materials. The information contained in the handouts will be consistent with the information contained within the Draft EA. Representatives from the CONSULTANT Team will attend the public meeting and provide technical assistance. • The CONSULTANT will compile the comments received as a result of the public meeting and provide written responses to be included as an appendix in the revised Final EA. If needed, sections of the Final EA will also be revised to address the public comments. The revised Final EA will be resubmitted to the NCDOA with a request for issuance of a Finding of No Significant Impact (FONSI). h. Assumptions: • Clean Water Act Section 404 i. The wetland delineation and protected species information from the NRTR completed for the NEPA Study Scoping Memo shall be utilized • Section 106 of the National Historic Preservation Act – Architectural Resources Survey i. Based on previous SHPO coordination, no cultural resource studies will be required as part of this EA scope of services; if required, these surveys will be conducted under a supplemental agreement. • Noise Contour Analysis i. AEDT 3g will be used. If FAA releases a newer version before the project commences, a new fee estimate will be required. ii. Itinerant flight tracks will be modeled as straight-in, straight- out, and standard local patterns will be modeled unless GIS radar flight tracks provide a basis for further track development. iii. The 2021-approved forecasts will be utilized as the basis for developing noise contours, and interpolated for Opening Year and Opening Year +5 (anticipated to be 2028 and 2033) • Public Meeting i. One Public Meeting will be conducted; in advance of the public meeting, the Draft EA document will be made available for review at the Airport and posted on the Airport’s website; a Notice of Availability will be published in a newspaper of local distribution. ii. A maximum of six (6) display boards and 100 handouts will be prepared for the Public Meeting iii. Four (4) representatives from the CONSULTANT Team will attend the public meeting. iv. Written responses to public comments will be prepared. A maximum of fifteen (15) responses are assumed. It is anticipated that a Public Meeting will be sufficient and no Public Hearing will be held. A Public Hearing would require use of a court report and if needed, these services will be conducted under a supplemental agreement. iv. Environmental Permitting and Mitigation Services : After notice to proceed the CONSULTANT shall: a. Purpose and Need Based on preliminary impact calculations, it is anticipated that the project will require authorization under a Individual Clean Water Act Section 404 Permit and Individual 401 Water Quality Certification. b. Clean Water Act Section 404/401 Application Preparation The CONSULTANT shall prepare the 404/401 permit application in the format specified by the Wilmington District Corps of Engineers with all required supporting information. In the completed application, the CONSULTANT shall document all proposed impacts to Waters of the U.S. At its discretion, the OWNER will execute the Joint State and Federal Application form as the applicant, and will designate the CONSULTANT as their agent in the processing of the permit application for the project and in furnishing supp lemental information in support of the application. c. Drawings and Maps Preparations As part of the Clean Water Act Section 404/401 permit application package, the CONSULTANT shall submit drawings depicting the proposed jurisdictional impacts to waters of the U.S. on the subject project. The CONSULTANT shall include the surveyed or measured boundaries of jurisdictional waters to establish the proposed jurisdictional impacts. d. Pre-Application Coordination The CONSULTANT shall meet with USACE prior to submittal of any Individual Permit application. The meeting will be used to ensure the permit application is complete. Additionally, the CONSULTANT will address all deficiencies in the application prior to permit submittal to USACE. Negotiations and Permit Acquisition The CONSULTANT will work with federal, state and local representatives throughout the course of the permit application process, and coordinate the submission of any additional information as requested by the respective agencies, in order to facilitate permit acquisition. If requested, the CONSULTANT will provide a tour of the project for representatives of the regulatory and commenting agencies. f. Supplemental Information and Comment Responses The CONSULTANT shall also furnish supplemental information in support of the Section 404/401 permit application (e.g., NEPA, Threatened & Endangered Species Report, concurrence from the State Historic Preservation Office regarding the anticipated project effects to any cultural resources, clarification, additional information or responses to comments, etc.). The CONSULTANT will also prepare the appropriate responses to agency or public comments received as a result of the public notice or from the dissemination of a Permit authorization request. The OWNER is to approve both the permit application and any of the supplemental information provided in support of the application (e.g., clarification, additional information or responses to comments, etc.), including any communication (e.g., e-mail, facsimile, phone calls, meetings, etc.), before it is submitted to the Wilmington District Corps of Engineers (or other review and regulatory agencies) on our behalf. g. Compensatory Mitigation Plan Based on preliminary impact calculations, mitigation will be required. In accordance with regulatory requirements, The CONSULTANT will develop a conceptual mitigation plan and submit it as part of the application package. The applicant will follow current USACE mitigation guidance in exploring potential mitigation opportunities. If a private mitigation bank is not available, the NC Division of Mitigation Services (DMS) shall be contacted to determine if they are willing to accept payment for the impacts as sociated with the project. h. Assumptions: • A request for Preliminary Jurisdictional Determination (PJD) package will be prepared and submitted to the USACE as part of this contract; one site visit is assumed • The OWNER is responsible for all fees and newspaper publications to be reimbursed as a direct expense at time of invoice. • Our scope of services does not include preparation of an on-site mitigation plan which could include but not be limited to stream/wetland restoration, creation or monitoring. HCBOC 011326 Pg. 129 Parrish and Partners Scope of Work Extend RW 5/23 – DD (WBS #: 36244.35.9.1 & 36244.35.10.1) HRJ – Work Authorization No. 8 (P&P #: 1705) Page 20 of 23 • We cannot guarantee that a Section 404 permit or a 401 Water Quality Certification will be issued for the proposed project. • Costs associated with mitigation, costs associated with removal/addition of conservation easements and/or recorded items on PLATs, recording of easements or other additional items associated with issuance of the permit, completion of a buffer variance and/or detailed evaluations to address potential issues associated with but not limited to, threatened/endangered species, cultural resources, or off or on-site mitigation plan, are beyond our scope of services. V. Approval of the Individual Permit could take approximately 6 to 9 months. VI. GENERAL ASSUMPTIONS, CLARIFICATIONS AND DELIVERABLES 1. The CONSULTANT will provide subcontracted survey services (topographic) through a subconsultant under this contract. 2. The CONSULTANT will provide geotechnical investigations (borings, pavement cores, lab testing, and geotech recommendations) through a subconsultant under this contract. 3. The CONSULTANT will provide subcontracted retaining wall design (if required) through a subconsultant under this contract. 4. The design aircraft family is B-II-2400, and Runway Safety Areas (RSA), Obstacle Free Areas (OFA), and Runway Object Free Areas (ROFA) will be developed per AC 5300-13B, including 600 feet RSA beyond runway end. The parallel taxiway extension and associated taxiway connectors will also be designed to meet requirements for Taxiway Design Group (TDG) 2. Construction phasing assumes that the runway threshold will be temporarily displaced during construction. Other short-term closures or staged work will be coordinated via NOTAMs by the OWNER. 8. Utility locations are assumed to be generally accurate based on available records; unknown or unmapped utilities discovered during design or construction may require supplemental coordination. 9. The EA is assumed to be prepared under FAA Orders 1050.1G and 5050.4B, with a Finding of No Significant Impact (FONSI) anticipated — no Environmental Impact Statement (EIS) is expected. 10. No extraordinary Section 4(f), Section 106, or Section 7 findings requiring expanded consultation are anticipated beyond standard assessments. 11. The project is anticipated to require an Individual Clean Water Act Section 404 Permit. 12. Deliverables a. Preliminary Design Phase (15%) Services: As compensation for providing Preliminary Design Phase Services, the OWNER shall pay the CONSULTANT the lump sum fee of Eighty-Four Thousand Twenty-Seven Dollars ($84,027.00). 2. 30% Design Phase Services: As compensation for providing 30% Design Phase Services, the OWNER shall pay the CONSULTANT the lump sum fee of One Thousand Seventy-Nine Dollars ($100,079.00). 3. 60% Design Phase Services: As compensation for providing 60% Design Phase Services, the OWNER shall pay the CONSULTANT the lump sum fee of One Hundred Twenty-Five Thousand Four Hundred Fifty-Seven Dollars ($125,457.00). 4. 90% Design Phase Services: As compensation for providing 90% Design Phase Services, the OWNER shall pay the CONSULTANT the lump sum fee of One Hundred Twelve Thousand Seven Hundred Seventeen Dollars ($112,717.00). 5. Final (100%) Design Phase Services: As compensation for providing Final Design Phase Services, the OWNER shall pay the CONSULTANT the lump sum fee of Eighty-Seven Thousand Eight Hundred Fifteen Dollars ($87,815.00). 6. Bidding Phase Services: As compensation for providing Bidding Phase Services, the OWNER shall pay the CONSULTANT the lump sum amount of Sixteen Thousand Three Hundred Seventy Dollars ($16,370.00). B. SPECIAL SERVICES: 1. Project Management/Grant Services: As compensation for providing Project Management/Grant Services, the OWNER shall pay the CONSULTANT the lump sum fee of Thirty Thousand Nine Hundred Eighteen Dollars ($30,918.00). Environmental Permitting and Mitigation Services : As compensation for providing Environmental Services, the OWNER shall pay the CONSULTANT the lump sum fee of Fifty-Eight Thousand Five Hundred Twenty-Five Dollars ($58,525.00). Total amount of Work Authorization No. 8 is Nine Hundred Ninety-One Thousand Three Hundred Seventy-Four Dollars ($991,374.00). Reference: Proposal for Geotechnical and Retaining Wall Design Services (Rev. 1) Harnett Regional Jetport (HRJ) Runway Extension Harnett County, North Carolina S&ME Proposal No. 25050738R1 Dear Hunter: S&ME is pleased to submit this revised proposal to provide geotechnical and retaining wall design services at the referenced project site. This proposal presents our understanding of the project, the scope of services we propose to perform, our estimated schedule of completion, and compensation. Our services for this project will be performed in accordance with an agreement between Parrish & Partners and S&ME, which will be prepared and executed upon mutual agreement. Project Information Project information was initially provided in email correspondence and an online meeting between Mr. Boniface and Keith Brown (S&ME) on October 10, 2025. Additional information was provided in subsequent emails and conversations from November 7 through 14, 2025. Mr. Boniface provided two drawings prepared by Parrish & Partners, titled Runway Extension – Preliminary Proposed Grading, dated October 2025, and Extend Runway 5-23 (Preliminary Grading Limits), dated November 3, 2025. The Harnett Regional Jetport (HRJ) is located at 615 Airport Road, in Erwin, North Carolina. Based on the grading plan, we understand the project will include extending Runway 5 and the parallel taxiway to the southwest within a new embankment area of approximately 500 feet by 500 feet in plan dimensions. The new embankment for the Runway Safety Area (RSA) will extend further southwest with a plan area of about 500 feet in length and 300 feet in width, considering the area within the crest of slopes. Fill placement depth of up to about 60 feet is anticipated to construct the embankments and the plan depicts that embankment slopes are planned to be inclined at approximately 4 (horizontal) to 1 (vertical). We understand that the design may consider incorporating retaining walls on the northwest side of the embankment to reduce the embankment footprint and potential wetland impacts. Although the feasibility and specifics of potential retaining walls have not been determined, for proposal purposes, Mr. Boniface indicated a mechanically stabilized earth (MSE) structure may have a length of 1,000 feet, a height of at least 15 feet, and approximately 15,000 square feet of face area. S&ME conducted a brief site visit on November 14, 2025. Based on our observations, imagery from Google Earth Pro™ and the Harnett County GIS website, the site is within the airport fenced area and mostly grassed. Some wooded and low-lying areas with thick underbrush are located on the west and southeast areas of the site. Clearing of vegetation utilizing hydroaxe equipment is anticipated to be required for our drill rig to access several proposed test locations within wooded areas. Accessibility, Work Hours, and Airfield Closures We assume that the site will be readily accessible to our drill crew and equipment and available to work in during normal working hours, any day of the week, except for three test locations within the existing runway and taxiway pavements and two test locations that appear to be in the Runway Safety Area (RSA). We anticipate that these five test locations will require special coordination, runway and taxiway closures, and night work. These five test locations represent about 70 total linear feet of drilling with three pavement cores, so this portion of the field exploration should be able to be performed in one work shift barring any unforeseen difficulties. Important:We assume that security badging is not required to enter the work area, or, that we will either be escorted by badged personnel. If S&ME personnel are required to obtain security badges, please allow additional time in the project schedule of completion for any background checks and training classes that are associated with this process. There will also be some additional costs associated with the badging process, which are discussed in the Fee for Services section of this proposal. For individual taxiway closures, low-profile barricades provided by the airport will be placed at the hold line and the opposite end of the closed taxiway prior to beginning work. If S&ME is told that the airport has closed the runway for the duration of work, then the runway will then be closed with X-markers (one at each end) provided by the airport, prior to beginning the work, and each S&ME personnel on-site will be equipped with a NAV-COM radio tuned to the assigned frequency at all times. X-markers (either illuminated or not), and low-profile barricades, if required, shall be provided for our use by the airport. The airport shall issue the proper Notice to Airmen (NOTAM) advisories as appropriate. Scope of Services Based upon the available information, we propose to perform the following scope of services. Task 1 includes onsite geotechnical services associated with the runway extension project. Task 2 includes retaining wall design services. Task 3 includes geotechnical exploration for an offsite borrow source to be determined in the future. Task 1 – Onsite Geotechnical Exploration S&ME proposes to offer the following scope of geotechnical services for this project: Field Exploration General Items Coordinate field activities with Parrish & Partners or other appropriate personnel. Contact North Carolina 811 to have them mark the locations of existing underground utilities in the planned exploration areas. Please note that by law, 811 utility locators have 3 working days to fulfill an 811 notice; however, it is likely that locators will not mark utilities within the fenced airport area. We will also subcontract with a private utility locator to have them mark the locations of existing private underground utilities in the planned exploration areas in coordination with airport facilities personnel. Two drill rig mobilizations are planned: One cone penetration test (CPT) rig. One standard penetration test (SPT) drill rig mounted on an all-terrain vehicle. We will core through the existing pavement for the three proposed test locations where SPT borings will be performed within the existing taxiway and runway. We anticipate that one day of clearing of vegetation with heavy equipment may be required to access several test locations within wooded areas, so we have included subcontractor service to perform that work in our budget. SPT Soil Borings We plan to perform standard penetration test (SPT) soil borings at approximately 19 test locations to target depths ranging from 10 to 50 feet below existing grade. Borings will be extended to the assigned target depth or to auger refusal, whichever occurs first. Proposed test locations are shown on the attached Figure 1: Boring Location Plan. A total of about 360 linear feet of SPT borings are planned. Soil sampling and penetration testing will be performed in general accordance with ASTM D1586, “Standard Test Method for Penetration Test and Split-Barrel Sampling of Soils”. Borings will be made by mechanically twisting a continuous steel hollow stem auger or mud rotary bit into the soil. At continuous depth intervals in the upper 10 feet and once every 5 feet thereafter, soil samples will be obtained with a standard 1.4-inch I. D., two-inch O. D., split-barrel sampler. Soil samples will be visually classified by the geotechnical professional and results incorporated into our evaluation and report. If soft, cohesive soils are encountered in boreholes which extend to depths greater than 10 feet, we may elect to advance one or more thin-walled push tube samples in an effort to obtain relatively undisturbed soil samples for laboratory strength testing. This will be done at the discretion of the supervising geotechnical professional on-site. The observed depth to subsurface water within our SPT boreholes on the date and time of our drilling will be recorded. Borings that are not in existing pavements, or in the RSA or TSA, will be left open for 24- hour water level measurements. Upon completion of the 24-hour water level measurements, each borehole will be backfilled to the existing ground surface elevations with soil cuttings and closed using a borehole closure device. Borings within existing pavements, the RSA, and TSA will not be left open for 24-hour water levels. Borings in existing pavements will be backfilled to bottom of pavement elevation with soil cuttings, and then patched with a site-mixed cementitious grout and trowel-finished by hand. Representative samples of soils encountered within the borings will be collected and transported to our laboratory. The recovered soil samples will be classified in general accordance with the visual-manual method described in ASTM D 2488, “Standard Practice for Description and Identification of Soils (Visual- Manual Method)”. Two bulk samples are proposed to be collected from soil cuttings. These samples will be collected from borings which are advanced at locations where future grade changes are relatively low (less than about 5 feet), to evaluate the soil support characteristics of native soils in place. CPT Soundings In a CPT sounding, an electronically instrumented cone penetrometer is hydraulically pushed through the soil to measure point stress, pore water pressure, and sleeve friction in general accordance with ASTM D 5778. The CPT data is used to determine soil stratigraphy and to estimate soil parameters such as preconsolidation stress, friction angle, and undrained shear strength. We plan to perform cone penetration test (CPT) soundings at approximately 11 test locations to target depths of 40 feet below existing grade. Soundings will be extended to the assigned target depth or to cone tip refusal, whichever occurs first. Proposed test locations are shown on the attached Figure 1: Boring Location Plan. A total of about 440 linear feet of CPT soundings are planned. If soft, cohesive soil layers are observed in the CPT soundings, we may elect to perform one or more pore pressure dissipation (PPD) tests to measure soil compressibiltiy response characteristics. This will be done at the discretion of the supervising geotechnical professional on-site. Laboratory Testing Program We plan to perform the following laboratory tests upon recovered soil samples to further characterize the materials. The geotechnical professional may elect to modify the type and/or number of laboratory tests performed based upon the soil conditions observed: Natural moisture content testing (ASTM D 2216) on up to 2 bulk samples of subgrade/subbase soils and 18 split-spoon samples. Atterberg limits plasticity testing (ASTM D 4318) on up to 2 bulk samples of subgrade/subbase soils and 18 split-spoon samples. Grain size analysis with percent passing the No. 200 sieve (ASTM D 6913/D 1140) on up to 2 bulk samples of subgrade/subbase soils and 18 split-spoon samples. Prepare multiple remolded specimens of each bulk sample at target compaction levels ranging from 90 to 100 percent of the modified Proctor maximum dry density and subject the specimens to immersion in water for 96 hours followed by multi-point laboratory California Bearing Ratio (CBR) testing (ASTM D 1883). If thin-walled push tube samples are recovered during drilling, we may elect to perform one or more of the following tests at the engineer’s discretion: Consolidated-undrained (CU) triaxial shear (ASTM D4767) with pore pressure measurements, to measure the angle of internal friction and cohesion. One-dimensional consolidation test (ASTM D2435), to measure soil compressibility characteristics. Geotechnical Report Upon completion of our field and laboratory testing, we plan to prepare a written geotechnical report. The report will be provided to you in electronic (pdf) format. Hard copies of the report will not be provided unless specifically requested. The report is proposed to include the following items: A site vicinity map and test location sketch. A brief description of our sampling and testing procedures, as well as our field and laboratory soil test data, including the SPT boring logs, CPT sounding logs, and laboratory soil test results. Photographs (with dimensions) of each recovered pavement core specimen. A description of the general subsurface stratigraphy observed, including base and subbase layers where observed. Interpreted subsurface cross-sectional soil profiles will be provided as appropriate. Our discussion will include water level depths measured at the time of drilling and after 24 hours where applicable. For unpaved areas to receive new pavement, we will discuss the general suitability of the explored areas for new pavement section construction, including a discussion of any areas that have been identified during our exploration as likely to require ground stabilization. Recommendations for site preparation, fill placement, and compaction requirements. For onsite soils, recommended modulus of subgrade reaction (k), available soaked, remolded California Bearing Ratio (%), and estimated subgrade resilient modulus (MR) values that may be considered for use in flexible and/or rigid pavement section design to be performed by others. General pavement drainage recommendations, where appropriate. Discussion of slope stability for embankment fills, including safe slope gradients against global (circular arc) failure. 1 For aircraft weighing less than 60,000 pounds, bulk samples should be tested using standard compactive effort (ASTM D 698) to characterize the moisture density relationship of the soils. Please inform us if this is the case for any of the pavement areas; otherwise, we will assume that the modified Proctor requirement shall apply to all bulk samples. Using the grading plans prepared by the design team, we will design the proposed MSE retaining wall(s) as follows: Hold a conference call with the design team to discuss wall options, concerns, issues, etc., prior to initiation of wall design. Review the soil borings and laboratory data for the project site obtained from Task 1. Coordinate layout or required grading changes with the Civil Engineer prior to initiation of wall design. Coordinate the segmental block/MSE system for the project with the Client. Design of the proposed retaining wall in accordance with Concrete Masonry and Hardscapes Association (CMHA) design standards. Perform global stability analysis. Prepare and submit construction drawings sealed by a registered Professional Engineer in the state of North Carolina. Construction drawings will include wall face elevation, typical wall section, wall embedment depths, geogrid spacing, length and strength, details required for wall construction, and construction specifications. Calculations package. Task 2A – Retaining Wall Design Revisions, Bid Support and Construction Administration We have also provided allowances for one virtual pre-bid meeting, shop drawing review, responding to RFI’s and design modifications. Task 3 – Offsite Borrow Source Geotechnical Exploration Significant fill quantities will be required for the project and multiple offsite borrow sources will likely be required, although none have been determined at this time. S&ME proposes to explore subsurface conditions within proposed offsite borrow sites once identified and evaluate those conditions for potential use as embankment fill. Assumptions For proposal purposes, the following assumptions were utilized as the basis for developing our scope of services: Each borrow site may be wooded and require one day of low impact clearing with a hydroaxe to provide site access for our drill rig. Each borrow site will be explored during two days of SPT borings to target depths of 20 feet beneath the existing ground surface. The actual number of borings to be performed will vary based on site access and other factors; however, we assume that about 12 borings may be performed at a general drilling rate of 120 feet per day. We will contact NC811 to mark public underground utilities in the vicinity of the boring locations. We will mobilize an SPT test rig mounted on an all-terrain vehicle (ATV) to the site. We will perform an estimated total of 12 SPT borings to depths of 20 feet. Soil sampling and penetration testing will be performed in general accordance with ASTM D1586. Borings will be made by mechanically twisting a continuous steel hollow stem auger or mud rotary bit into the soil. Samples of subsurface soils will be taken at 2½-foot intervals above a depth of 10 feet and at 5-foot intervals below 10 feet using a split-spoon sampler. Measurements of groundwater levels will be taken at the termination of each boring and after a period of about 24 hours in select borings. After water levels are taken, borings will be backfilled with auger cuttings. A borehole closure device will be installed in each boring. Representative samples of soil encountered within the borings are collected and transported to our laboratory. The recovered soil samples will be classified in general accordance with the visual-manual method described in ASTM D 2488, “Standard Practice for Description and Identification of Soils (Visual- Manual Method)”. Three bulk samples are proposed to be collected from soil cuttings. Laboratory Testing Program For each borrow site exploration, we plan to perform the following laboratory tests upon recovered soil samples to further characterize the materials. The geotechnical professional may elect to modify the type and/or number of laboratory tests performed based upon the soil conditions observed: Natural moisture content testing (ASTM D 2216) on up to 3 bulk samples and 12 split-spoon samples. Atterberg limits plasticity testing (ASTM D 4318) on up to 3 bulk samples and 12 split-spoon samples. Grain size analysis with percent passing the No. 200 sieve (ASTM D 6913/D 1140) on up to 3 bulk samples and 12 split-spoon samples. Perform modified Proctor moisture-density relationship testing (ASTM D 1557) on up to 3 bulk samples. Prepare multiple remolded specimens of each bulk sample at target compaction levels ranging from 90 to 100 percent of the modified Proctor maximum dry density and subject the specimens to immersion in water for 96 hours followed by multi-point laboratory California Bearing Ratio (CBR) testing (ASTM D 1883). We may elect to perform consolidated-undrained (CU) triaxial shear (ASTM D4767) with pore pressure measurements, on remolded specimens from one or more bulk samples to measure the angle of internal friction and cohesion, at the engineer’s discretion. Geotechnical Report Upon completion of our field and laboratory testing, we plan to prepare a written geotechnical report for each borrow site exploration. The boundaries between strata will be approximate and idealized. They will be developed by interpretations of widely spaced borings. Therefore, actual subsurface conditions may vary between test locations. Soil test borings have limitations with assessing debris in existing fills (if present) and test pits may be needed to further evaluate the subsurface conditions at this site. Limitation of Use This proposal is intended solely for the services described in the Scope of Services. The Scope of Services may not be modified or amended, unless the changes are first agreed to in writing by the Client and S&ME. The use of this proposal and corresponding final report is limited to the above-referenced project and client. No other use is authorized by S&ME. Client Responsibilities We request that the client provide the following items to us upon authorization of the work and prior to us completing our proposed scope of services: Access to the proposed site and permission to drill on the property. Facilitation and coordination of any security protocols, background checks, or other safety requirements that may apply. Access to and use of low-profile barricades and X-markers on an as-needed basis for the project. Provide available information on any utilities serving the project site and the presence and accurate locations of hidden or obscure man-made objects relative to boring locations. Provide anticipated pavement loading conditions, including the maximum aircraft weight being served by this pavement. Updated proposed grade elevation change information for the new construction, if available, to help make adjustments to the boring depth assignments if necessary. In order to complete the retaining wall design, we request the client provide the latest site grading plan (preferably in AutoCAD and PDF formats), geotechnical exploration data and/or report, and project specifications and details (fencing, landscaping, etc.) for wall design and/or construction. Schedule of Completion Our schedule is dependent upon completion of those items provided under Client Responsibilities and our fieldwork can sometimes be delayed by adverse weather. S&ME will be prepared to initiate our services upon receipt of written authorization, including but not limited to site visits, coordination of drilling, and marking of test locations. Final drawings can be provided to the design team within about 3 to 4 weeks thereafter. Fee for Services Based on the above scope of services, we propose to perform Task 1 services for a lump sum fee of $102,000. Our lump sum fee for the retaining wall design scope of services discussed above, Task 2, will be $15,000. Revisions, shop drawing/RFI reviews and additional engineering/consultation associated with Task 2A will be charged on an hourly basis at $300 per hour. Based on past experiences, we suggest an additional $2,500 be planned for these services. Based on the assumptions outlined previously, we propose to perform Task 3 services for a lump sum fee of $28,300 for each offsite borrow source site. Please note that once we have mobilized to the site, any delays to our drill rig and crew that occur at no fault of S&ME are billed at a rate of $600.00 per hour in addition to the base lump sum fee. This does not apply to weather-related delays, the risks of which are already factored into our pricing. However, this fee may apply if the drillers are interrupted in their work and placed on “standby” by air traffic control personnel. Deliverables for this scope of work will include an electronic copy of the signed and sealed survey accompanied by an AutoCAD compatible drawing file with Land xml surface data.
