Following a review of the above-referenced application by the RLUAC Land Use
Committee, it has been determined that:
• The subject property is identified as Important to Protect in the Fort Bragg
Compatible Use Rating System due to their location beneath a low-level military
aviation corridor.
The property is located beneath a low-level aviation route used by aircraft performing
airdrop missions on Fort Bragg. The low-altitude flight profiles of aircraft using the corridor
can create noise levels that may be disruptive to residential uses, particularly as such
overflights can occur at any time of day or night on any day of the week. Therefore,
RLUAC recommends that, if the Special Use Permit is approved, that a condition of the
approval be for the owner / developer to disclose the presence of military impacts to
future lot buyers / tenants using the standard military impact disclosure printed below:
Military Impact Notice:
“NOTICE: This property is located within an area that may be subject to impacts
created by military operations or training activity associated with Fort Bragg. Such
impacts may include exposure to high noise levels, low flying aircraft, smoke, dust,
and similar impacts associated with military training and operations.”
While RLUAC’s findings and recommendations are non-binding on Harnett County, their
consideration and incorporation into your review of this case will help to improve
compatibility outcomes for our region as a whole by protecting Fort Bragg’s military
training and operational missions.
