WHEREAS, Parham H. McNeil, Jr. is being honored as a co-founder of the National Harnett
High School Alumni Association at its S4111 Annual Reunion on November 28th; and
WHEREAS, Mr. McNeil is a graduate. of the class of 1962 and was a member of the football
team and glee club and later attended N.C.A.T. State University and is a veteran; and
WHEREAS, Parham and the other co-founder, Charles Herring envisioned an organization to
preserve the history and legacy of Harnett High; *and
WHEREAS, the co-founders also established and supported a college scholarship fund for area
students attending two-year or four-year institutions; and
WHEREAS, since its inception, with the financial support of Mr. Parham McNeil and the many
alumni, family and friends, the association has awarded more than $300,000 to deserving
Cmostly Dunn/Harnett County) students; and
WHEREAS, in keeping with the organization's motto:
"Education: A Passport to Excellence";
Mr. Parham H. McNeil, Jr. is recognized for his contributions to the National Harnett 'High
School ,Alumni and the citizens of Dunn, North Carolina.
NOW, THEREFORE BE 1T RESOLVED, I, William P.. Elmore, Jr., Mayor of Dunn, North Carolina,
and on behalf of the City Council and residents of the City of Dunn, do hereby extend this
expression of our pride and our appreciation to Parham H. McNeil, Jr. for his many years of service
and many contributions made to the City of Dunn.

AN ORDINANCE MAKING AN AMENDMENTS TO THE UNIFIED DEVELOPMENT
ORDINANCE OF THE CITY OF DUNN, NORTH CAROLINA
The Unified Development Ordinance of the City of Dunn is hereby amended as follows:
SECTION 1: 3.09 Text Amendments and Map Amendments (Rezonings)

SECTION 2: The City Council hereby adopts the following Statement of Consistency
and Reasonableness for the proposed ordinance amendments:
The proposed ordinance amendments of OA-25-01 is reasonable and consistent with the
City of Dunn's Land Use Plan and the Imagine Dunn Strategic Vision Plan. The following
goals and recommendation put forth in these plans are aligned with proposed ordinance
amendment:
Land Use Plan
Policy 1: Manage future growth and encourage quality development through
implementation of the Strategic Vision Plan, the Land Use Plan, the
Unified Development Ordinance (UDO), and other plans and
regulations adopted by City Council.
Objective 1.3: Review and amend the Unified Development Ordinance
and Future Land Use Map as needed to ensure consistency with the
City's goals, policies, and strategies.
Objective 1.4: Review existing development design guidelines and
incorporate applicable updates into the Unified Development
Ordinance.
Upon adoption of recent legislation, the City is proposing an ordinance amendment to
modify certain language. This is consistent with the above policies from the Land Use Plan,
as they both recommend reviewing the Unified Development Ordinance and existing
development guidelines and updating them as needed to align the ordinance with the
City's goals.
Imagine Dunn Strategic Vision Plan
Strategy PG.1: Create a Comprehensive Plan and update Development Ordinances.
One of Dunn's Planning for Growth goals included in the Strategic Vision Plan is to create
a comprehensive land use plan and update development ordinances. The proposed
ordinance amendment is consistent with this goal's intent. Dunn's Land Use Plan was
adopted shortly after the Strategic Vision Plan in accordance with this goal, and now an
update to the Unified Development Ordinance is being proposed that aligns with the Land
Use Plan.
SECTION 3: If any section, sentence, clause, or phrase of this Ordinance is for any reason held
to be invalid or unconstitutional by the decision of any court of competent jurisdiction, such
decision shall not affect the validity of the remaining portions of Ordinance.
SECTION 4: That this ordinance shall become effective immediately upon its adoption.
Duly adopted on this 18th day of November 2025, while in a regular meeting.

AN ORDINANCE TO EXTEND THE CORPORATE LIMITS OF '
THE CITY OF DUNN, NORTH CAROLINA
WHEREAS, the City Council of the City of Dunn has been petitioned under Part 1 of Article
4A of Chapter 160A of the General Statutes to annex the area described below; and
WHEREAS, the City Council has by resolution directed the City Clerk to investigate the
efficiency of the petition; and
WHEREAS, the City Clerk has certified the sufficiency of the petition and a public hearing on
the question of this annexation was held at the Dunn Municipal Building at 6:30 p.m. on
November 18, 2025, after due notice by publication on November 7, 2025; and
WHEREAS the City Council finds that the area described therein meets the requirements of
Part 1 of Article 4A of Chapter.160A of the General Statutes.
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Dunn, North Carolina
that:
Section 1. By virtue of the authority granted by Part 1 of Article 4A of Chapter 160A
of the General Statutes, the following described territory is hereby annexed and made part
of the City of Dunn" as of November 18, 2025:

Section 2. Upon and after November 18, 2025, the above -described territory and its
citizens and property shall be subject to all debts, laws, ordinances, and regulations in force
in the City of Dunn and shall be entitled to the same privileges and benefits as other parts of
the City of Dunn. Said territory shall be subject to municipal taxes according to G. S. 160A-
31.
Section 3. The Mayor of the City of Dunn shall cause to be recorded in the office of
the Register of Deeds of Harnett County, and in the office of the Secretary of State at Raleigh,
North Carolina, an accurate map of the annexed territory, described in Section 1 above,
together with a duly certified copy of this ordinance. Such a map shall also be delivered to
the County Board of Elections, as required by G. S. 163-288.1.

RESOLUTION DIRECTING THE CLERK TO INVESTIGATE
A PETITION RECEIVED UNDER G.S. 160A-31
ANX-07-25
WHEREAS, a petition was received on November 4, 2025 by the Dunn City Council,
requesting annexation of a contiguous area described in said petition located at or near 611
Vann Lane and 396 Vann Lane, Dunn, NC, PIN#s 1517-37-0736.000, 1517-37-9653.000. and
1517-47-0665.000, owned by Barefoot Land & Rental Investments, LLC.
WHEREAS, G.S. 160A-31 provides that the sufficiency of the petition shall be investigated by
the City Clerk before further annexation proceedings may take place; and
WHEREAS, the City Council of the City of Dunn deems it advisable to proceed in response to
this request for annexation;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Dunn that the City
Clerk is hereby directed to investigate the sufficiency of the above -described petition and to
certify as soon as possible to the Dunn City Council the result of the investigation.

A RESOLUTION BY THE CITY OF DUNN
AGREEING TO PROCEED WITH A LOAN FROM UNITED COMMUNITY BANK
FOR THE CONSTRUCTION OF THE PEARSALL STREET BRIDGE
WHEREAS, the governing body of the City of Dunn desires to proceed with borrowing in the amount of
$499,000 from United Community Bank for the construction of the Pearsall Street bridge project.
WHEREAS, the repayment of these loan proceeds will be funded from the Stormwater Enterprise Fund
over the length of the loan.
WHEREAS, the interest rate forthis borrowingwill not exceed 4.00%forterms of fifty-nine (59) months
for the project and will not have a repayment schedule exceeding $113,000 per year.
WHEREAS, the city shall not take, or omit to take, any action the taking or omission of which shall
cause its interest payments on this financing to be includable in the gross income for federal income
tax purposes of the registered owners of the interest payment obligations. The City hereby designates
its obligations to make principal and interest payments under the Financing Documents as "qualified
tax-exempt obligations" for the purpose of Internal Revenue Code Section 265(b)(3).
WHEREAS, the City intends that the adoption of this resolution will be a declaration of the City's
official intent to reimburse expenditures for this purchase to be financed from the proceeds of the
Bankfinancing described above. The City intends that the funds that have been advanced, orthat may
be advanced, from the City's general fund or any other City fund related to the purchase, for purchase
costs may be reimbursed from the financing proceeds.
WHEREAS, the governing body of the City of Dunn authorizes the Mayor and/or the City Manager to
sign all documents relating to the loans and/or grants.
THEREFORE BE IT RESOLVED this Resolution will become part of the official minutes of the City
Council meeting held on November 18, 2025.
ADOPTED BY THE CITY COUNCIL OF DUNN THIS 18th DAY OF NOVEMBER, 2025.

River Wastewater Treatment Plant.

the length of the Loan.
WHEREAS, the interest rateforthis borrowingwill not exceed 4.00%forterms of fifty-nine (59) months
for the project and will not have a repayment schedule exceeding $44,000 per year.
WHEREAS, the city shall not take, or omit to take, any action the taking or omission of which shall
