1.THE PLANNING AND DEVELOPMENT OFFICER CANNOT ISSUE A CERTIFICATE OF
COMPLIANCE UNTIL ALL LANDSCAPING HAS BEEN INSTALLED IN ACCORDANCE
WITH THE REQUIREMENTS OF THE MUNICIPALITY.
2.IN THE EVENT THAT REQUIRED LANDSCAPING CANNOT BE INSTALLED AT THE
TIME OF REQUESTED CERTIFICATE OF COMPLIANCE, THE APPLICANT MAY
REQUEST AN EXTENSION. THE APPLICANT SHALL MAKE THE FOLLOWING
ARRANGEMENTS TO SECURE A TEMPORARY CERTIFICATE OF COMPLIANCE:
2.1.A SPECIFIC DESCRIPTION OF THE FACTOR(S) HINDERING COMPLETION OR

STREET, DRIVEWAY, PARKING AISLES OR THE APPROACH TO ANY STREET
INTERSECTION.
4.ALL LANDSCAPING INSTALLATIONS MUST COMPLY WITH SIGHT TRIANGLE
REQUIREMENTS.
5.PLANT MATERIALS MUST BE HARDY TO ZONE 7B IN ACCORDANCE WITH THE U.S.
DEPARTMENT OF AGRICULTURE'S PLANT HARDINESS ZONE MAP.
6.PLANT MATERIALS MUST BE ABLE TO SURVIVE ON NATURAL RAINFALL AND
ESTABLISH WITH NO LOSS OF HEALTH.
7.TREE HEIGHT IS MEASURED FROM THE TOP OF THE ROOT BALL TO THE TIP OF
THE MAIN STEM.
8.ALL STREET TREES PLANTED TO MEET THE LANDSCAPING REQUIREMENTS MUST
BE LOCALLY ADOPTED SPECIES WITH AN EXPECTED MATURE HEIGHT OF 35' OR
GREATER UNLESS SUBJECT TO AN OVERHEAD POWER LINE IN WHICH CASE THE
MATURE HEIGHT MAY BE LESS.
9.ALL LARGE STREET TREES PLANTED TO MEET THE STREET TREE REQUIREMENTS
MUST HAVE A MINIMUM CALIPER OF 3" AND BE AT LEAST 10' TALL AT TIME OF
PLANTING.
10.IN A PROTECTIVE YARD, ALL SHRUBS PLANTED TO MEET THE LANDSCAPING
REQUIREMENTS SHALL BE EVERGREEN AND BE OF A SPECIES THAT UNDER
TYPICAL CONDITIONS CAN BE EXPECTED TO REACH A HEIGHT AND SPREAD OF 3'
WITHIN THREE YEARS OF PLANTING. ALL SHRUBS SHALL BE A MINIMUM OF 18"
TALL WHEN PLANTED.
11.SHRUBS CANNOT BE PLANTED WITHIN THE CRITICAL ROOT ZONE OF ANY
EXISTING TREE.
12.EXISTING HEALTHY VEGETATION MAY BE COUNTED TOWARD THE REQUIRED
LANDSCAPING, IF IT IS USED AS A YEAR-ROUND SIGHT OBSTRUCTION BUFFER.
13.NO REQUIRED LANDSCAPING OR SCREENING SHALL BE PLANTED INSIDE UTILITY

14.SIGNIFICANT CHANGES TO THE APPROVED LANDSCAPE PLAN THAT REQUIRE THE
REPLACEMENT AND RELOCATION OF MORE THAN 25% OF THE PLANT MATERIALS
SHALL REQUIRE A NEW LANDSCAPE PLAN AND APPROVAL THROUGH THE PLAN
REVIEW PROCESS.
GENERAL MAINTENANCE OF LANDSCAPING AND SITE:
1.THE PROPERTY OWNER, INCLUDING SUBSEQUENT OR SUCCESSOR OWNER, AND
THEIR AUTHORIZED AGENTS ARE JOINTLY AND SEVERALLY RESPONSIBLE FOR
MAINTENANCE OF LANDSCAPING ON THE PROPERTY ON A CONTINUING BASIDS
FOR THE LIFE OF THE DEVELOPMENT AS SPECIFIED IN SECTION 7.8.5 OF THE
UDO. ALL REQUIRED LANDSCAPING SHALL BE MAINTAINED IN A NEAT AND
ORDERLY MANNER AT ALL TIMES. THIS SHALL INCLUDE, BUT IS NOT LIMITED TO,
MOWING, EDGING, PRUNING, FERTILIZING, WATERING, WEEDING AND OTHER
ACTIVITIES COMMON TO THE MAINTENANCE OF LANDSCAPING.
2.LANDSCAPED AREAS SHALL BE KEPT FREE OF TRASH, LITTER, WEEDS AND
OTHER MATERIALS OR PLANTS NOT A PART OF THE LANDSCAPING.
3.REQUIRED LANDSCAPING SHALL BE MAINTAINED IN PERPETUITY. AFTER INITIAL
INSTALLATION, THE OWNER OF THE PROPERTY UPON WHICH THE LANDSCAPING
IS INSTALLED SHALL MAINTAIN ALL REQUIRED PLANTINGS IN A HEALTHY,
VIGOROUS AND ATTRACTIVE STATE.
4.ALL REQUIRED PLANT MATERIAL SHALL BE MAINTAINED IN A HEALTHY, GROWING
CONDITION AS IS APPROPRIATE FOR THE SEASON. PLANT MATERIALS WHICH
EXHIBIT EVIDENCE OF INSECT PESTS, DISEASE AND/OR DAMAGE SHALL BE
APPROPRIATELY TREATED. DEAD PLANTS SHALL BE PROMPTLY REMOVED AND
REPLACED WITHIN THE NEXT PLANTING SEASON AFTER REMOVAL. IF
REPLACEMENT IS NECESSARY, ALL PLANTS AND OTHER NON-LIVING LANDSCAPE
MATERIALS SHALL BE EQUAL IN SIZE, DENSITY AND APPEARANCE AS ORIGINALLY
REQUIRED AT THE TIME OF THE APPROVAL OF THE DEVELOPMENT PERMIT.
5.IN THE EVENT THAT REQUIRED LANDSCAPING CANNOT BE INSTALLED AT THE
TIME OF REQUESTED CERTIFICATE OF COMPLIANCE, THE APPLICANT MAY
REQUEST AN EXTENSION AS SET BY THE GOVERNING ORDINANCE.
6.ANY REQUIRED PLANTING CANNOT BE REMOVED BY THE PROPERTY OWNER,
INCLUDING SUBSEQUENT OR SUCCESSOR OWNER, AND THEIR AUTHORIZED
AGENTS.
7.THE HOA SHALL MAINTAIN ALL OPEN SPACE, PERIMETER BUFFERS AND STREET
TREES THAT DO NOT ABIDE ON LOTS SOLD TO AN INDIVIDUAL PROPERTY
OWNER.
GENERAL LANDSCAPE NOTES:
1.THIS PLAN IS FOR PLANTING PURPOSES ONLY. FOR INFORMATION REGARDING
GRADING, WALLS, ETC., REFER TO THE SITE AND GRADING PLANS.
2.ALL CONSTRUCTION TO BE IN ACCORDANCE WITH THE COLON ROAD PUD,
SANFORD-BROADWAY-LEE COUNTY STANDARDS AND SPECIFICATIONS AND NCDOT, IF
APPLICABLE.
3.NO CHANGES TO ANY ASPECT OF THIS SITE PLAN, INCLUDING BUT NOT LIMITED TO
LANDSCAPING, GRADING, BUILDING ELEVATIONS (ESPECIALLY COLOR), LIGHTING, OR

4.THE SITE SHALL BE STABILIZED AND SEEDED PRIOR TO THE ISSUANCE OF A

5.ALL ABOVE-GROUND HVAC EQUIPMENT AND UTILITY DEVICES (TO INCLUDE, BUT NOT
LIMITED TO TELEPHONE AND CABLE PEDESTALS; ELECTRICAL TRANSFORMERS;
BACKFLOW-DEVICE HOTBOX; ETC) SHALL BE SCREENED FROM OFF-SITE VIEW BY
EVERGREEN SHRUBS, FENCE, OR WALL.
6.ALL PLANTS AND PLANTING PROCEDURES SHALL MEET OR EXCEED A.N.L.A.
STANDARDS AS SET FORTH IN "AMERICAN STANDARD FOR NURSERY STOCK", 2004 OR
LATER EDITION.
7.ALL TREES SHALL BE PLACED IN THE FIELD TO AVOID CONFLICTS WITH BURIED
UTILITIES, MAXIMIZING DISTANCE BETWEEN THE ROOT ZONE AND THE BURIED UTILITY
TO THE FULLEST EXTENT POSSIBLE (CIRCUMSTANCES MAY VARY).
8.ALL TREES AND SHRUB SHALL BE FULL, WELL-BRANCHED PLANTS WHICH ARE
CHARACTERISTIC TO THE SPECIES.
9.ALL PLANT BEDS TO BE MULCHED WITH A MINIMUM OF 3". DOUBLE SHREDDED
HARDWOOD MULCH; DYED BROWN; 2" MAXIMUM PARTICLE SIZE. NO PINE STRAW
PERMITTED. ALL PLANT GROUPING SHALL BE MULCHED AS ONE BED.
10.APPLY PER-EMERGENT HERBICIDE TO ALL NEW PLANTING BEDS AT MANUFACTURER'S
RECOMMENDATIONS PRIOR TO INSTALLATION OF ANY PLANT MATERIAL.
11.TOPSOIL SHALL BE SPREAD OVER THE ENTIRE LANDSCAPE AREA TO A DEPTH OF AT
LEAST 4 INCHES IN LAWN AREAS AND 6 INCHES IN SHRUB AND GROUNDCOVER BEDS.
12.FINAL LOCATION OF ALL TURF AREAS SHALL BE APPROVED OWNER OR/AND
LANDSCAPE ARCHITECT.
13.LOCATION OF PLANT MATERIAL TO BE REVIEWED BY LANDSCAPE ARCHITECT PRIOR
TO INSTALLATION.
14.VERIFICATION OF PLAN QUANTITIES SHOWN ON THIS PLAN SHALL BE THE
RESPONSIBILITY OF THE CONTRACTOR.
15.CONTRACTOR SHALL VERIFY ALL EXISTING AND PROPOSED UTILITIES PRIOR TO
INSTALLATION OF ANY PLANT MATERIAL. IF CONFLICTS OCCUR, PLANT LOCATIONS
SHOULD BE ADJUSTED AND APPROVED BY OWNER AND/OR LANDSCAPE ARCHITECT

16.WITHIN THE SIGHT TRIANGLES SHOWN ON THIS PLAN, NO OBSTRUCTION BETWEEN 2

WHOLE OR PART. OBSTRUCTIONS INCLUDE BUT ARE NOT LIMITED TO ANY BERM,

PREPARATION FOR PLANTED AREAS:
1.PERFORM SOIL TESTS FROM EVENLY SPACED SAMPLES IN ORDER TO CALIBRATE
FERTILIZER AND LIME NEEDS.
2.RIP AND LOOSEN SUBGRADE OF PLANTED AREAS TO A MINIMUM OF DEPTH OF 18".
REMOVE STONES AND ANY OTHER DEBRIS OVER 1 12" IN ANY DIMENSION. LIMIT
PREPARATION TO AREAS WHICH WILL BE PLANTED PROMPTLY AFTER PREPARATION.
- INCORPORATE 6 INCHES OF 5050 BLENDED SOIL INTO THE AREAS TO BE PLANTED.
PLACE 12 " DEPTH OF 5050 SOIL OVER THE AREA AND WORK IT INTO THE TOP OF THE
LOOSENED SUBGRADE TO CREATE A TRANSITION LAYER AND THEN PLACE
ANOTHER 12 " DEPTH OF 50/50 SOIL.
3.SPREAD AMENDMENTS BASED ON SOIL SAMPLE RESULTS INCLUDING SLOW RELEASE
NITROGEN AND TRIPLE SUPERPHOSPHATE FERTILIZER, LIME, AND ORGANIC MATTER.
4.IN HEAVY CLAY SOILS WITH LOW CEC PROVIDE HUMIIC ACID OR A COMPARABLE
PRODUCT TO INCREASE CATION EXCHANGE CAPACITY OF THE SOIL.
5.IN HEAVY CLAY SOILS ADD 1 INCH OF STALITE AND INCORPORATE INTO THE TOP 4
INCHES OF SOIL..

·RAKE SEED LIGHTLY INTO TOP 1
8 " OF SOIL, ROLL LIGHTLY AND WATER WITH FINE
SPRAY.
·PROTECT SEEDED AREAS BY LIGHTLY SPREADING WHEAT STRAW MULCH, SPREAD BY
HAND, BLOWER OR OTHER SUITABLE EQUIPMENT TO FORM A CONTINOUS BLANKET IN
LOOSE THICKNESS OVER SEEDD AREAS.
·ANCHOR STRAW MULCH BY CRIMPING INTO SOIL WITH SUITABLE MECHANICAL
EQUIPMENT.
·ANCHOR STRAW MULCH WITH NETTING FOR SLOPES.
