Subject: Drainage and Construction
Serenity Phase 3-5 Subdivision
To whom it may concern:
I am transmitting herewith one (1) copy of the approved plans for the above subject
subdivision. Any changes and recommendations have been indicated in red on the plans.
All materials and workmanship, including but not limited to, drainage structures, base
course and pavement, must meet the minimum requirements of the NC Department of
Transportation’s Standards and Specifications. The Developer is required to have an
approved laboratory furnish this office with a copy of the test results of the soil analysis,
soil proctor, the depth and density of the soil type base course, the depth and density of
the asphalt, and a copy of the asphalt extraction test. Please note that only Superpave
Asphalt Mixes are acceptable. Prior to the placement of any asphalt, the Developer is
required to submit the QMS-MV1 Form for all proposed asphalt types (See Attached). If
aggregate base course is used in lieu of soil type base course, the Developer is required to
submit the test results for the depth and density of the aggregate base course. The
Developer is also required to submit the Verification of Compliance with Environmental
Regulations Form (See Attached). It is necessary for the Developer to contact
Christopher Jones in the District Engineer’s office during each phase of construction.
The Department of Transportation reserves the right to make any inspections and tests
that it deems necessary to assure that construction meets the minimum requirements.
When construction is completed, the Developer is required to provide testing reports and
a Contractor Certification Memo (attached). These items should indicate that the
construction associated with the Driveway Permit, Subdivision Design Approval, and/or
Encroachment Agreement is in compliance with the approved plans and the minimum
standards and specifications of the Department.

Where public utilities encroach on the rights of way of the streets, it is necessary for the
individual utility company to prepare an encroachment agreement to be executed between
the utility company and the Department of Transportation. The agreement must be
executed prior to the streets being added to the State’s Secondary Road System. This will
cover all utilities, such as, natural gas, telephone, or power. Where sidewalk is proposed
within the rights of way, the Department also requires that an encroachment agreement be
executed prior to accepting the streets onto the System. The encroachment agreement for
sidewalk must be accompanied by a letter in which the party responsible for its
maintenance (County, HOA, etc.) acknowledges this responsibility.
Upon completion of construction, it is necessary that all exposed graded areas be seeded
and mulched in accordance with the Department of Transportation’s Standard
Specifications, where an open ditch section is used, concrete paved ditch may be required
to control erosion, if deemed necessary by the District Engineer.
The Developer shall be responsible for all traffic control measures. This includes, but is
not limited to, the placement of stop signs at all intersections. All traffic control
measures shall meet the standards outlined in the Manual on Uniform Traffic Control
Devices (MUTCD) published by the Federal Highway Administration, North Carolina
Department of Transportation Supplement to the MUTCD, and the current edition of the
North Carolina Department of Transportation Roadway Standard Drawings. Inquiries
regarding traffic control measures may be directed to Mr. Frank West, Division Traffic
Engineer, at (910) 364-0606. Please note that these streets will not be added to the State
System without the proper traffic control measures being installed.
Please note that all maintenance of the drainage easements beyond the dedicated right-of-
way, piped or open ditch, will be the responsibility of the Developer and/or the property
owners. Property owners shall be notified of this responsibility.
The streets in this subdivision will not be added to the State System with brick mailboxes,
basketball goals, and/or other highway obstructions interfering with traffic/maintenance
as describe by N.C.A.C. T19A:02E.0404.
Please note that this approval of subdivision plans does not constitute approval of
driveway entrances. A separate driveway permit application must be submitted for any
access to State Maintained highways.

Any drainage pipe and drainage structure(s) shall be constructed in accordance with
Division 3 of the latest NCDOT Standard Specifications for Roads and Structures and
Amendments or Supplementals thereto and also the Standard Drawing numbers 300.01,
310.02 and 310.03 of the NCDOT Roadway Standards Drawings 2018 or as directed by
the Engineer. Pipe and/or structures shall bear the stamp of approval by the NCDOT
Materials and Tests Unit. Any applicable concrete testing results shall be provided to the
District Engineer’s office at time of project completion.
A minimum 20 feet of driveway pipe shall be used on all commercial and residential
subdivision driveways. The length of any driveway pipe may be determined as the sum
of the width of the driveway (surface width and shoulder width) at the ditch line and the
distance needed to accommodate a side slope of at least one vertical to three horizontal
from the driveway grade to the ditch.
Any revisions to the approved plans must be submitted to this office for approval prior to
construction. Also, plans for subdivision name markers must be reviewed by this office
prior to installation. Failure to do so may require the removal of the subdivision name
marker.
