Subject: Construction of Streets
Birchwood Grove Phase III
To whom it may concern:
We have received the pavement structure testing reports for the streets in the subject
subdivision and we performed a site investigation. This is to advise that the portions
noted below as recorded for the following streets have been constructed to meet the
minimum standards of the NC Department of Transportation.
o Tarleton Drive
o Saint Clair Drive
o Robert Howe Drive
o Putnam Street
o John Stark Drive
Please note that this letter is not to be considered an approval for addition of the streets to
the State Maintenance System, but instead indicates that the initial street construction
meets the minimum standards of the Department. The minimum housing occupancy
requirement has already been met for a portion of this Phase and this office has
concurrently received a Petition of Addition, and a site review for addition was
performed. A punch list of required items was recently provided to the Developer and
updates will be provided on the status of this completed Phase at a later date.
Once the minimum housing occupancy requirement has been met for additional portion(s)
of this Phase and this office has received a Petition for Addition, a site review for
addition of this additional portion(s) will be performed.

additional information concerning the addition of subdivision streets to the system.
