Item #2 Consideration of Hosting the 2025 Cape Fear 24-Hour Endurance Run at the Lillington Park. Mayor Glenn McFadden recognized Lindsey Lucas, Town Clerk. Ms. Lucas stated Lisa McFadden is requesting to use the Lillington Ball Park to host a 24-hour running event to raise money for Buddy Backpack. Set-up for the race will start Friday, October 11, 2025, at 8:00 am. The race will begin on Saturday, October 12, 2025, at 8:00 am and will end on Sunday, October 13, 2025, at 8:00 am. The event will have approximately 150 participants, 15-20 volunteers (rotating), and 75-100 spectators. There are no street or parking lot closures requested for this event. Commissioner McPhail made a motion to approve the 2025 Cape Fear 24-Hour Endurance Run at the Lillington Park. Commissioner Page seconded the motion that passed unanimously. Lillington Board of Commissioners September 8, 2025 Work Session Meeting Minutes Item #3 Consideration of Planning Board Appointments Mayor Glenn McFadden recognized Lindsey Lucas, Town Clerk. Ms. Lucas stated Per Section 32.45-49 of the Lillington Code of Ordinances; the Planning Board has six (6) vacancies open for appointments. Six applicants have applied for the vacancies. All applications are attached. Commissioner McPhail made a motion to approve the reappointment of Janice Arnold, Brenda Langdon, Ollie Milton, Joshua Tunstall, Jon Blair and Kenneth Atkins. The motion was seconded by Commissioner Page and approved unanimously. Item #4 Administrative Reports Monthly Financial Report – Mayor McFadden recognized Lisa Young, Assistant Town Manager. Ms. Young reviewed the monthly summaries for the Town’s revenues, expenditures, and year-to-date fund balances in the General Fund, Water/Sewer Fund, and the Powell Bill Fund for the month of August. Capital Projects Update – Mayor McFadden recognized Alicia Adams, Administrative Services Director. Ms. Adams went over the Capital Projects with the Board. Item #5 Discussion of Regular Meeting Agenda for September 10, 2025 Mayor McFadden reviewed the Agenda for the September 10, 2025, Regular Meeting. Item #6 Closed Session to Meet per §143-318.11(a)(5) Commissioner Page made a motion to enter Closed Session. Commissioner Babb seconded the motion that passed unanimously. Lillington Board of Commissioners September 8, 2025 Work Session Meeting Minutes Commissioner McPhail made a motion to come out of Closed Session. Ms. Lucas stated the Town of Lillington received a petition under §160A-31 for satellite annexation. The Town Board by Resolution directed the Town Clerk to investigate the sufficiency of the petition. In accordance with §160A-58.2 the Town Board called a Public Hearing for the question of annexation for 0.95 -acres being PIN #: 0559-08-8358.000. With no additional comments, Mayor McFadden closed the Public Hearing at 6:08 p.m. Item #8A Consideration of Approval of An Ordinance to Extend the Corporate Limits of the Town of Lillington Commissioner Langdon made to approve an Ordinance to Extend Corporate Limits of the Town of Lillington. Commissioner Page seconded the motion that passed unanimously. Item #9 Public Hearing on the Consideration of Temporary Street Closure of Town and NCDOT Streets for the Harnett County Veterans Day Parade on November 08, 2025 Mayor McFadden opened the Public Hearing at 6:08 p.m. Mayor McFadden recognized Lindsey Lucas, Town Clerk. Ms. Lucas stated Amy Noel with the Harnett County Veterans Council is requesting the following temporary road closures. • A Portion of South 10th Street • A Portion of West James Street • A Portion of West Front Street Lillington Board of Commissioners September 9, 2025 • A Portion of South Main Street • A Portion of West Lofton Street Ms. Lucas stated the Veteran’s Day Parade is Saturday, November 8, 2025 at 10 a.m., the street closure request is from 9 to 12 p.m. The street closures are being made in accordance with the NCDOT Special Events Guidelines As there were no other speakers, the Public Hearing was closed at 6:09 p.m. Item #9A Consideration of Approval of an Ordinance for Temporary Street Closure of Town and NCDOT Streets for the Harnett County Veterans Day Parade on November 08, 2025. A motion was made by Commissioner Page to approve the Temporary Street Closure of Town and NCDOT Streets for the Harnett County Veterans Day Parade on November 08, 2025. This motion was seconded by Commissioner Babb and was approved unanimously. Box 296 ● Lillington, North Carolina 27546 Phone: (910) 893-2654 ● Fax (910) 893-3693 ● www.lillingtonnc.com RESOLUTION FY 2026-10 RESOLUTION OF THE TOWN OF LILLINGTON BOARD OF COMMISSIONERS AUTHORIZING CONDEMNATION TO ACQUIRE CERTAIN REAL PROPERTY OF GIZMO REALTY, LLC WHEREAS, the Town of Lillington Board of Commissioners hereby determine that it is necessary and in public interest to acquire certain real property owned by Gizmo Realty, LLC for the purpose of stormwater improvements; and WHEREAS, Gizmo Realty, LLC owns the property listed as Property ID Number- 0650- 41-7690.000 and Property ID Number- 0650-41-3800.000, S 10th Street, Lillington NC 27546. WHEREAS, N.C.G.S §40A-3(b)(2) grants to the Town, the power of eminent domain and the right to acquire by condemnation, any property for establishing, extending, enlarging, or improving any of the public enterprises listed in N.C.G.S § 160A-311; and WHEREAS, the proper officials of the Town of Lillington have been unable to acquire the needed interest in this real property by negotiated conveyance. The Lillington Board of Commissioners further acknowledges that the parade requires approximately two and one-half hours to administer traffic control, the parade itself and maintenance and cleanup afterward. Lucas, Town Clerk AGENDA ITEM Consideration of Resolution Directing the Town Clerk to Investigate a Non-Contiguous Satellite Annexation Petition Received Under General Statue §160A-58.1 from David Huang and Yaqi Wang. ITEM SUMMARY A petition for annexation for property identified as PIN #: 0661-01-6500.000 submitted in accordance with § 160A-58.1 by property owners on September 17, 2025. § 160A-58.1. Petition for annexation; standards. (a) Upon receipt of a valid petition signed by all of the owners of real property in the area described therein, a city may annex an area not contiguous to its primary corporate limits when the area meets the standards set out in subsection (b) of this section. The petition need not be signed by the owners of real property that is wholly exempt from property taxation under the Constitution and laws of North Carolina, nor by railroad companies, public utilities as defined in G.S. 62-3(23), or electric or telephone membership corporations. A petition is not valid in any of the following circumstances: (1) It is unsigned. (2) It is signed by the city for the annexation of property the city does not own or have a legal interest in. For the purpose of this subdivision, a city has no legal interest in a State-maintained street unless it owns the underlying fee and not just an easement. (3) It is for the annexation of property for which a signature is not required and the property owner objects to the annexation. (b) A noncontiguous area proposed for annexation must meet all of the following standards: (1) The nearest point on the proposed satellite corporate limits must be not more than three miles from the primary corporate limits of the annexing city. (2) No point on the proposed satellite corporate limits may be closer to the primary corporate limits of another city than to the primary corporate limits of the annexing city, except as set forth in subsection (b2) of this section. (3) The area must be so situated that the annexing city will be able to provide the same services within the proposed satellite corporate limits that it provides within its primary corporate limits. (4) If the area proposed for annexation, or any portion thereof, is a subdivision as defined in G.S. 160A-376, all of the subdivision must be included. (5) The area within the proposed satellite corporate limits, when added to the area within all other satellite corporate limits, may not exceed ten percent (10%) of the area within the primary corporate limits of the annexing city. (b2) A city may annex a noncontiguous area that does not meet the standard set out in subdivision (b)(2) of this section if the city has entered into an annexation agreement pursuant to Part 6 of this Article with the city to which a point on the proposed satellite corporate limits is closer and the agreement states that the other city will not annex the area but does not say that the annexing city will not annex the area. The annexing city shall comply with all other requirements of this section. (c) The petition shall contain the names, addresses, and signatures of all owners of real property within the proposed satellite corporate limits (except owners not required to sign by subsection (a)), shall describe the area proposed for annexation by metes and bounds, and shall have attached thereto a map showing the area proposed for annexation with relation to the primary corporate limits of the annexing city. When there is any substantial question as to whether the area may be closer to another city than to the annexing city, the map shall also show the area proposed for annexation with relation to the primary corporate limits of the other city. The city council may prescribe the form of the petition. (d) A city council which receives a petition for annexation under this section may by ordinance require that the petitioners file a signed statement declaring whether or not vested rights with respect to the properties subject to the petition have been established under G.S. 160A-385.1 or G.S. 153A-344.1. If the statement declares that such rights have been established, the city may require petitioners to provide proof of such rights. A statement which declares that no vested rights have been established under G.S. 160A-385.1 or G.S. 153A-344.1 shall be binding on the landowner and any such vested rights shall be terminated. Public hearing. Upon receipt of a petition for annexation under this Part, the city council shall cause the city clerk to investigate the petition, and to certify the results of his investigation. If the clerk certifies that upon investigation the petition appears to be valid, the council shall fix a date for a public hearing on the annexation. Notice of the hearing shall be published once at least 10 days before the date of hearing. At the hearing, any person residing in or owning property in the area proposed for annexation and any resident of the annexing city may appear and be heard on the questions of the sufficiency of the petition and the desirability of the annexation. Champions in Motion uses the Community Center each Monday night for cheerleading classes. They averaged around 59 students each night during September. Arts Inspired Dance Academy out of Fuquay-Varina began their new season here with us on the first Tuesday in September. We have also partnered with Resurrection Martial Arts to begin offering taekwondo classes on Tuesday and Thursday nights at the Community Center. They averaged around 12 students each night in September. We also began offering a new yoga program on Tuesday and Thursday nights. The Tuesday night class is held from 6-7 p.m. at the Community Center. This class is Yoga 101 with Cher and is focused on learning new poses with proper alignment, pranayama breathing (which is different types of breaths and the benefits of each breath) and savasana meditation. The Tuesday night yoga class averaged around three people each night. The Thursday night class is held from 7-8 p.m. at the Community Center. This class is Yin Yoga with Cher and is a slow-paced style of yoga that involves holding poses for extended periods. It encourages mindfulness and breath awareness and promotes flexibility. The Thursday night yoga class also averaged around three people each night. We are expecting these classes to grow as the sessions continue and are excited to be offering yoga once again. We are also excited to announce that beginning the first Friday in October we will be offering line dance classes once again. This class will be held on Friday mornings from 9-10 a.m. and is a true beginner/absolute beginner class. Senior Programs: The seniors have senior exercise every Monday, Wednesday and Friday morning at 10 a.m. They also play corn hole on Mondays and Fridays after exercise and play Bingo on Wednesdays after exercise. The book club meets on the last Thursday of every month. They also have a monthly craft class. The senior program continues to go very well and everyone is very thankful for the activities we offer for seniors. Events: We are currently planning for our annual Halloween trunk-r-treat event. This year’s event will be held on Friday, October 24th, from 5:30 until 8 p.m. at the Lillington Ball Park. This event will offer hayrides, a cake walk and, of course, trunk-r-treat. We will also have a food truck in attendance so that attendees will be able to purchase food if they would like. Our farmer’s market began on Saturday, April 5th, and is held each Saturday from 9 a.m. until 1 p.m. We are still looking to add a few more vendors who sell fresh produce, flowers, plants or handmade/homemade crafts. All of our teams that are playing around the county have picked up wins! Our teams that are playing in-house are doing well and working hard on development for the spring season. Basketball registration opened up on October 1st, and will continue through October 30th. We are looking to start skills and drills the first week in November and have started to collaborate with Campbell University to get athletic teams to come out and run mini camps for our different youth leagues. This is a great way to get the community involved and bring everyone closer together while building a strong relationship with the university and the athletic department.
