HomeMy WebLinkAbout09-23-25 Regular;JDUNN 02025-20 ATT#1 09-23-25 14 f NORTH CAROL Capital Project Ordinance Codrington Park Accessibility Improvements Project WHEREAS, the City Council for the City of Dunn, on June 24, 2025, adopted the annual budget ordinance number 02025-15 for the fiscal year beginning July 1, 2025; and, WHEREAS, the City Council, on June 24, 2025, adopted the capital improvements plan for fiscal year 2025-26; and, WHEREAS, in July 2025, the City of Dunn was awarded a North Carolina Parks and Recreation Authority Grant of $500,000 from the Accessible Parks grant program. This grant requires $100,000 in matching funds from the city and will be used for accessibility improvements at Codrington Park; and, WHEREAS, it is necessary to create a capital project to account for the revenues and expenditures of this project; and, NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DUNN, NC, PURSUANT TO SECTION 13.2 OF CHAPTER 159 OF THE GENERAL STATUTES OF NORTH CAROLINA, THAT: Section 1: The Project authorized is the Codrington Park Accessibility Improvements Project with expenditures and funding as noted in Section 2 and is authorized to be undertaken until all project activity is completed. Section 2: The officers of this unit are hereby directed to proceed with the project within the terms of this capital project ordinance and the budget contained herein. Section 4: The finance officer is directed to report, on a quarterly basis, on the financial status of each project element in section 2 and on the total revenues received or claimed. Section 5: The Budget Officer is directed to include a detailed analysis of past and future costs and revenues on this capital project in every capital budget submission made to this city council. Section 6: Within five (5) days after this ordinance is adopted, the City Clerk shall file a copy of this ordinance with the Finance Director. CITY OF R2025-44 ATT#1 09-23-25 ;J�"DUNN RESOLUTION BY GOVERNING BODY OF RECIPIENT City of Dunn Codrington Park Accessibility Improvements Project WHEREAS, the North Carolina Parks and Recreation Authority (NCPRA) has authorized and awarded a $500,000 grant to the City of Dunn, NC. The grant requires $100,000 in matching funds from the city. These funds are to be used for accessibility improvements at the city's Codrington Park; and, WHEREAS, at the September 23, 2025, City Council Meeting, this Resolution to Accept the Grant is being adopted, and WHEREAS, the City of Dunn intends to perform said project in accordance with the agreed scope of work, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUNN: That the City of Dunn does hereby accept the NCPRA grant offer of $500,000 and obligate city monies of $100,000 as matching funds for the project. That the City of Dunn does hereby gives assurance to the NCPRA that any Conditions or Assurances contained in the Award Offer will be adhered to, has substantially complied or will substantially comply with all Federal, State and local laws, rules, regulations, and ordinances applicable to the project and to Federal and State grants and loans pertaining thereto. The following goals and recommendation put forth in these plans are aligned with proposed ordinance amendment: Land Use Plan Policy 1: Manage future growth and encourage quality development through implementation of the Strategic Vision Plan, the Land Use Plan, the Unified Development Ordinance (UDO), and other plans and regulations adopted by City Council. Objective 1.3: Review and amend the Unified Development Ordinance and Future Land Use Map as needed to ensure consistency with the City's goals, policies, and strategies. Objective 1.4: Review existing development design guidelines and incorporate applicable updates into the Unified Development Ordinance. Upon review of the Unified Development Ordinance, the City is proposing an ordinance amendment to modify certain language. This is consistent with the above policies from the Land Use Plan, as they both recommend reviewing the Unified Development Ordinance and existing development guidelines and updating them as needed to align the ordinance with the City's goals. Imagine Dunn Strategic Vision Plan Strategy PG.1: Create a Comprehensive Plan and update Development Ordinances. One of Dunn's Planning for Growth goals included in the Strategic Vision Plan is to create a comprehensive land use plan and update development ordinances. The proposed ordinance amendment is consistent with this goal's intent. Dunn's Land Use Plan was adopted shortly after the Strategic Vision Plan in accordance with this goal, and now an update to the Unified Development Ordinance is being proposed that aligns with the Land Use Plan. SECTION 3: If any section, sentence, clause, or phrase of this Ordinance is for any reason held to be invalid or unconstitutional by the decision of any court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of Ordinance. One Glenwood Ave, Suite 600 Raleigh, NC 27603 Tel 919 789 9977 www.gftinc.com SUBJECT: Bid Review & Recommendation Letter for Project 2526PAVE Dear Mr. Hembree, Please find attached a Bid Tabulation for Project 2526PAVE of which bids were opened on September 12, 2025 at 10:00 a.m. Our engineering staff has reviewed the bid(s) received. We are recommending award of the bid received from Highland Paving for the following reasons: 1. Even though the bid received was 3.5% higher than the Engineer's estimate, the amount exceeded is within reason when compared to the engineer's estimate. 2. The bid was the lowest bid received, and they are qualified to complete the project in a timely manner. 3. We can delete some maps as discussed and be within Dunn's proposed budget. Although we are recommending award of the contract and the contract is over budget, please remember we did include an asphalt adjustment factor in the contract to ensure we received the best possible prices and to protect both the City and the Contractor from asphalt price volatility. Should liquid asphalt prices increase during the project, the contractor shall be compensated based on those percentages and therefore the overall contract price will increase. The same (except overall prices decrease) will happen should asphalt prices decrease. Please contact me at your convenience if you have questions regarding our award recommendation.
