NEW BUSINESS Item #1 Consideration and Approval of Resolution of the Town of Lillington Board of
Commissioners Authorizing Condemnation to Acquire Certain Real Property of Change
Order, LLC
Mayor Glenn McFadden recognized Alicia Adams, Administrative Services Director. Ms.
Adams stated that approval of the Resolution was required before moving forward with the condemnation process. Commissioner Page made a motion to approve the Resolution of the Town of Lillington Board of Commissioners Authorizing Condemnation to Acquire Certain Real Property of Change Order, LLC. Commissioner Langdon seconded the motion that passed unanimously.
Item #2 Discussion Regarding LAPP Funding for 10th Street Bypass Mayor Glenn McFadden recognized Landon Chandler, Planning Director. Mr. Chandler asked the Board to consider applying for funding through the CAMPO LAPP program regarding phased construction of 10th Street improvements. LAPP is categorized as a Locally Administered
Projects Program and is primarily funded through Federal dollars. Commissioner McPhail made a motion to move forward with applying for LAPP funding. Commissioner Page seconded the motion that passed unanimously.

Item #3 Discussion Regarding the Time of the Annual Town of Lillington Christmas
Parade
Mayor Glenn McFadden recognized Scott Goodman, Police Captain. Captain Goodman stated on behalf of Parks and Recreation, Lillington Public Works, Lillington Fire and Lillington Police, he would like to address the Town Board regarding pedestrian safety during the Lillington Christmas Parade. Captain Goodman proposed that the Board move the existing night
Christmas parade to a daytime parade for the safety of citizens in attendance. After further
discussions with the Board Commissioner Page made a motion to move the Christmas parade to a daytime parade on December 13, 2025, at 10:00 a.m. Commissioner Langdon seconded the motion that was approved unanimously. Item #4 Administrative Reports
Monthly Financial Report – Mayor McFadden recognized Lisa Young, Assistant Town Manager.
Ms. Young reviewed the monthly summaries for the Town’s revenues, expenditures, and year-to-date
fund balances in the General Fund, Water/Sewer Fund, and the Powell Bill Fund for the month of
July.
Capital Projects Update – Mayor McFadden recognized Alicia Adams, Administrative Services
Director. Ms. Adams went over the Capital Projects with the Board.
Town Managers Report – Mayor McFadden recognized Joseph Jeffries, Town Manager. Mr. Jeffries
had John Bethune introduce Andrew Milton as the new Interim Fire Chief.
Item #5 Discussion of Regular Meeting Agenda for August 12, 2025 Mayor McFadden reviewed the Agenda for the August 12, 2025, Regular Meeting. Item #6 Closed Session to Meet per §143-318.11(a)(6)
Commissioner Langdon made a motion to enter Closed Session. Commissioner McPhail seconded the
motion that passed unanimously. Commissioner McPhail made a motion to come out of Closed Session. Commissioner Babb seconded the motion that passed unanimously.
Adjournment: The meeting adjourned following the unanimous approval of a motion by Commissioner Langdon and a second by Commissioner Moss.

Call to Order & Welcome: Mayor Glenn McFadden called the meeting to order and welcomed
those in attendance at 6:00 p.m.
Invocation: Commissioner Page held the invocation.
Agenda Consideration: Mayor Glenn McFadden presented the agenda for the consideration by
the Town Board. Commissioner Page moved to approve the agenda as presented. The motion
was seconded by Commissioner Moss and approved unanimously. (Minute Book Notation:
Agenda is on file at Lillington Town Hall).
Public Comment: Mayor Glenn McFadden inquired as to whether anyone wished to address the
Town Board.
No one was signed up
Consent Agenda: Commissioner Langdon moved that the consent agenda items be approved as
submitted to the Board. The motion was seconded by Commissioner McPhail and the following
consent agenda items were approved unanimously.

Mayor Glenn McFadden opened the Public Hearing at 6:08 p.m.
Mayor Glenn McFadden recognized Lindsey Lucas, Town Clerk. Ms. Lucas stated the Town of Lillington
received a petition under §160A-31 for satellite annexation. The Town Board by Resolution directed the
Town Clerk to investigate the sufficiency of the petition. In accordance with §160A-58.2 the Town Board
called a Public Hearing for the question of annexation for 36.627 -acres being PIN #: 0559-44-4808.000.
With no additional comments, Mayor McFadden closed the Public Hearing at 6:03 p.m.
Item #5A Consideration of Approval of An Ordinance to Extend the Corporate Limits of the Town
of Lillington
Commissioner Langdon made to approve an Ordinance to Extend Corporate Limits of the Town of
Lillington. Commissioner Babb seconded the motion that passed unanimously.
Item #6 Public Hearing on the Question of Zoning Assignment for Newly Incorporated
City Limits (Samuel Byrd)
Mayor Glenn McFadden opened the Public Hearing at 6:03 p.m.
Mayor Glenn McFadden recognized Landon Chandler, Planning Director. Mr. Chandler explained Town staff received an application from the owner to assign zoning to approximately 36.62-acres
being PIN #: 0559-44-4808.000 located on US 401 S. Applicant is proposing a Conditional District Residential Single-Family 10 Cluster – (CD-RS10) on the western side of the roadway. Current Zoning on site is Residential Single Family (RS20). The site is currently comprised of an undeveloped tract. There is public water and sewer in the project vicinity, however, the capacity
and/or ability to connect has not yet been fully explored. The surrounding land uses are single-
family residential, agricultural, and commercial, uses. The applicant is proposing a Conditional District Residential Single-Family 10 Cluster Zoning District with plans of a mixed-use development for townhomes and single family. There has been no technical review conducted on the concept plan and all documents will have to adhere to the Town of Lillington UDO if the
project is approved. Capacity in regard to any public utility is not guaranteed by the approval of
this conceptual plan. The Planning Board considered the Residential Single Family 10 – Cluster (CD-RS10) zoning district at their meeting on July 21, 2025 voted unanimously to recommend Approval to the Board
of Commissioners.

A motion was made by Commissioner Babb to approve an Ordinance to Apply the Lillington

Mayor Glenn McFadden recognized Lindsey Lucas, Town Clerk. Ms. Lucas stated the Town of Lillington
received a petition under §160A-31 for satellite annexation. The Town Board by Resolution directed the
Town Clerk to investigate the sufficiency of the petition. In accordance with §160A-58.2 the Town Board
called a Public Hearing for the question of annexation for 20.216 -acres being PIN #: 0559-85-1555.000.
With no additional comments, Mayor McFadden closed the Public Hearing at 6:12 p.m.
Item #7A Consideration of Approval of An Ordinance to Extend the Corporate Limits of the Town
of Lillington
Commissioner McPhail made to approve an Ordinance to Extend Corporate Limits of the Town of
Lillington. Commissioner Page seconded the motion that passed unanimously.
Item #8 Public Hearing on the Question of Zoning Assignment for Newly Incorporated
City Limits (Town of Lillington)
Mayor Glenn McFadden opened the Public Hearing at 6:13 p.m.
Mayor Glenn McFadden recognized Landon Chandler, Planning Director. Mr. Chandler explained Town Staff submitted an application to rezone a portion of a parcel totaling approximately 24.01
acres located as pictured below. The applicant is proposing changing the existing zoning
classification of Office & Services (O/S) to Heavy Industrial (HI). This is a conventional zoning request with no conditions or site-specific development plan. The Site currently contains a laydown and storage yard for the Town’s Public Works Department, as well as a training ground for the Town of Lillington Police in conjunction with associated parking and working yard
areas. The applicant’s intent is to rezone the property to a classification that better suits pre-
existing uses. The portion of property to be rezoned currently lies within the Town’s ETJ and is

undergoing annexation processes.
The Planning Board considered the Heavy Industrial Zoning district at their meeting on July 21,
2025 voted unanimously to recommend Approval to the Board of Commissioners. With no additional comments, Mayor McFadden closed the Public Hearing at 6:15 p.m.

Commissioner Moss seconded the motion that passed unanimously.

Annexation Petition Received Under General Statue §160A-31 from Antoine Morris, Antoine
Morris Jr., and Daisha Morris
Mayor McFadden recognized Lindsey Lucas, Town Clerk. Ms. Lucas stated for your
Consideration is a Resolution Directing the Town Clerk to Investigate a Contiguous Annexation Petition Received Under General Statute §160A-31 from the Town of Lillington. The Annexation Petition was received on July 17, 2025. The contiguous annexation of 0.95 acres of the property identified as PIN #:0559-08-8358.000 located at 843 W Old Road situated in Harnett County.
A motion was made by Commissioner McPhail to approve the Resolution Directing the Town Clerk to Investigate a Contiguous Annexation Petition Received Under General Statute §160A-31 from the Town of Lillington. The motion was seconded by Commissioner Babb and approved unanimously.
For the Record: The Town Clerk does hereby certify an investigation has been completed of the petition for the contiguous annexation of 0.95 acres of the property identified as PIN #: 0559-08-8358.000 located off W Old Road in the County of Harnett. The petition attached hereto and have found as a fact that said petition is signed by all owners of real property lying in the area described therein, in
accordance with G.S. §160A-31.

A motion was made by Commissioner Page to approve the Resolution Fixing Date of Public Hearing for September 9, 2025 at 6 pm, on Question of Annexation, Pursuant to G.S. §160A-31

ORDINANCE FY2026-07 BUDGET ORDINANCE AMENDMENT
FISCAL YEAR 2025-2026

BE IT ORDAINED, by the Governing Board of the Town of Lillington, North Carolina, that the
following amendment is made to the budget ordinance for the period ending June 30, 2026:
Section 1. To amend the General, Powell and Water/Sewer Funds, the revenues and
expenditures are to be changed as follows:

To budget additional funds to Fire Department Capital Outlay for purchase of Fire Truck from

Section 2. Copies of this budget amendment shall be furnished to the Governing Body,
Budget Officer, Clerk and the Finance Director for their direction.

AGENDA ITEM Consideration of Ordinance Extending the Corporate Limits of the Town of Lillington.
ITEM SUMMARY The Town of Lillington received a petition under §160A-31 for annexation. The Town Board by
Resolution directed the Town Clerk to investigate the sufficiency of the petition. In accordance with
§160A-58.2 the Town Board called a Public Hearing on September 9, 2025 for the question of annexation
for 0.95-acres being PIN #: 0559-08-8358.000 Case Number ANX-25-03.
§ 160A-58.2. Public hearing.Upon receipt of a petition for annexation under this Part, the city council shall cause the city clerk toinvestigate the petition, and to certify the results of his investigation. If the clerk certifies that uponinvestigation the petition appears to be valid, the council shall fix a date for a public hearing on the
annexation. Notice of the hearing shall be published once at least 10 days before the date of hearing.
At the hearing, any person residing in or owning property in the area proposed for annexation and any
resident of the annexing city may appear and be heard on the questions of the sufficiency of the petition and the desirability of the annexation. If the council then finds and determines that (i) the area described in the petition meets all of the standards set out in G.S. 160A-58.1(b), (ii) the petition bears the signatures
of all of the owners of real property within the area proposed for annexation (except those not required to sign by G.S. 160A-58.1(a)), (iii) the petition is otherwise valid, and (iv) the public health, safety and welfare of the inhabitants of the city and of the area proposed for annexation will be best served by the annexation, the council may adopt an ordinance annexing the area described in the petition. The ordinance may be made effective immediately or on any specified date within six months from the date of passage.
RECOMMENDED ACTION
APPROVE the Ordinance to Extend the Corporate Limits of the Town of Lillington, North Carolina.

AN ORDINANCE TO EXTEND THE CORPORATE LIMITS OF THE TOWN OF LILLINGTON, NORTH CAROLINA
WHEREAS, the Town of Lillington Governing Board has received a petition under G.S. 160A-31 for contiguous annexation of the area described below; and
WHEREAS, the Governing Board directed the Town Clerk to investigate the sufficiency of said petition; and
WHEREAS, by authority granted by G.S. 160A-58.2, a public hearing on the question of this
annexation was held at the Lillington Town Hall at 6:00 o’clock, P.M. on the 9th day of September, 2025, after due notice by publication on the 29th of August, 2025; and
WHEREAS, the Governing Board does hereby find as a fact that the petition meets the requirements
of G.S. 160A-31, as amended
BE IT ORDAINED, by the Governing Board of the Town of Lillington, North Carolina, that:
Section 1. By virtue of the authority granted by G.S. 160A-58.2, the following described
contiguous territory is hereby annexed and made part of the Town of Lillington, as of September 9,
2025.
The area proposed for annexation are described as follows:
Commencing at an Existing PK Nail in the center of the intersection of W. Old Rd. and NC 27
W; thence S 80°05'56" W, a distance of 74.17’ to an Existing Iron Rod on the Right of Way, of

Section 2. Upon and after September 9, 2025, the above-described territory and its
citizens and property shall be subject to all debts, laws, ordinances, and regulations in force in the
Town of Lillington and shall be entitled to the same privileges and benefits as other parts of the
Town of Lillington. Said territory shall be subject to municipal taxes according to G.S. 160A-58.10.
Section 3. The Mayor of the Town of Lillington shall cause to be recorded in the office
of the Register of Deeds of Harnett County, and in the office of the Secretary of State at Raleigh,
North Carolina, an accurate map of the annexed territory, described in Section 1 above, together with
a duly certified copy of this ordinance. Such a map shall also be delivered to the Harnett County
Board of Elections, as required by G.S. 163-288.1.

Road Closure Ordinance for the Harnett County Annual Veteran’s Parade
BE IT ORDAINED by the Board of Commissioners of the Town of Lillington, North Carolina,
in accordance with G.S. 20-169 of the North Carolina General Statutes, that:
The Lillington Board of Commissioners acknowledges a long tradition of partnering with
Harnett County Government to provide an annual Veteran’s Parade for the pleasure and to honor
veterans in the community.
The Lillington Board of Commissioners further acknowledges that the parade requires
approximately two hours to administer traffic control, the parade itself and maintenance and
cleanup afterward.
Therefore, the Lillington Board of Commissioners do hereby declare a temporary road closure
during the day(s) and time(s) set forth below on the following described portion of a State
Highway System route:
DATE: Saturday, November 08, 2025
TIME: 9 a.m. to 12 p.m.
ROUTE: West James Street, South 10th Street, West Front Street, South Main
