REGULAR MEETING
JULY 22,2025

Present: Board Chairman Dan Moody, SecretaryRl*ckie Day, Members: Allison Fenderson and
Dewayne Lee, Director Claire Jones and Assistant Director Shannon Cole

Mr. Moody called the meeting to order at 12:00 pm with ap.rayer and the Pledge ot'Allegiance,.

Organizational Matters.
Mr. Day moved for adoption of Roberts Rules of Order. Mr. Lee seconded. Approved without
dissent.
Mr. Lee moved to elect Mr. Day as Election Secretary.'Mr. Moody seconded. Approved without
dissent.

Mr. Moody presented the board with current and proposed rules (attached hereto) to govern
public comment. Ms. Fenderson moved to table adopting e new rules for

Mr. Moody presented the, board with current and proposed duties (attached hereto) of the

The Board reviewed the minutes from June 031, 2025. Ms . Fenderson moved to
minutes. Mr., Day seconded., Approved without dissent.

Mr. Moody requested the following items:
• The director or his/her designee shall keep complete, accurate, and detailed minutes of all
board meetings oi Harnett County Board ot Elections meetings. These minutes shall be
presented by email to each board member within 48 hours of close O-F each meeting.
Board members shall return by email any correction of the minutes to the director. The
director shall correct the minutes and email the board at least 48 hours prior to the next
meeting.
• Minutes of the Harnett County Board of Election that are placed on the county websl*te be
placed in chronological order.
• Update on the request of Snow Bowden Town of Erwin Manager to move the precinct
votingiste to the Erwin community building. Mrs. Jones informed the Board that Mr.
Bowden agreed to keep the voting site at the current location to keep ftom confusing the
voters.
The Board discussed the following items,,
• Quarterly meetings with the county manager.
• New Election Specialist position
� Election Workers that failed to show up on November 05, 20240
• Municipal Elections
• Early Voting Plans/Locations
• Plans to start a di scussion about voting in schools.
Mrs.. Jones updated the board on how voter will be notifying on new precincts. Mr. Moody
directed Mrs. Jones to draft a letter to the chairperson of each party regarding attending the
upcoming meeting on August 06, 2025, to discuss notification of the precinct changes.
Mr. Moody presented the board with board calendar. Mr. Lee moved to adopt the calendar with
the change of board meetings time to 6:30 pm. Mr. Day seconded. Approved without dissent..
Mr,, Day moved to go into closed session per GS 143-318m I I (A) to discuss personnel.. Mr. Lee
seconded, Approved without dissent. The Board went into closed session at 12:39,
Mr. Day moved to return to open session. Mr. Lee seconded. Approved without dissent. Board
returned to open session at 1:04pm.
With no further business to discuss, Mr. Lee moved to adjourn. Mr. Day seconded. Approved
without dissent. The meeting adjourned at 1:04 pm.
The next meeting of the Board will be a regular meeting on August 05, 2025, at 6,q.Ip3O pm,.
