HomeMy WebLinkAbout030504s HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Special Meeting (to change meeting place of the Board of Commissioners) March 5, 2004 ,:,/<I-~> The Harnett County Board of Commissioners met in special session on Friday, March 5, 2004, in the County Manager's Office, County Administration Building, 102 East Front Street, Lillington, North Carolina. The purpose of the meeting was to consider a resolution to change the meeting place of the Harnett County Board of Commissioners. Members present: Beatrice B. Hill, Vice Chairman Dan B. Andrews Tim McNeill Chairman Teddy J. Byrd was absent due to military obligations in Iraq. Walt Titchener was absent. Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Kay S. Blanchard, Clerk to the Board Vice Chairman Hill called the meeting to order at 9 :00 a.m. and Commissioner McNeill led the invocation. Mr. Emory presented a proposed resolution to temporarily change the meeting place of the Board of Commissioners. Mr. Emory explained the temporary change is necessary in order to house the County Personnel Department in the Assembly Room of the County Administration Building. The need could exist for as much as two years before additional office space becomes available for the Personnel Department. The Board of Commissioners will meet in Courtroom 6 of the new Harnett County Courthouse. Commissioner McNeill moved to adopt the resolution changing the location of Board of Commissioners meetings. He noted that the new location would apply to regular meetings and special meetings. Workshops would continue to be held at the County Manager's Office in the Administration Building, 102 East Front Street. Commissioner Andrews seconded the motion and it passed unanimously. (Attachment 1) The Board members, Mr. Emory, and Mr. Wilder discussed the following items in a workshop format: 1. Reviewed the Town of Lillington's zoning map with the extraterritorial jurisdiction (ETJ). 2. Current situation with Lee-Harnett Mental Health 3. Proposed Agriculture Building project 4. Requests for hangars at the Airport There being no further business, Commissioner McNeill moved to adjourn. Commissioner Andrews seconded the motion and it passed unanimously. RESOLUTION TO TEMPORARILY CHANGE THE MEETING PLACE OF THE HARNETT COUNTY BOARD OF COMMISSIONERS THAT WHEREAS, the Harnett County Board of Commissioners has previously established its regular meeting schedule and meeting place in its Rules of Procedure which was initially adopted on September 19, 1994; that due to this previous action, the regular meeting place of the Board was established as the Assembly Room of the Harnett County Administration Building located at 102 East Front Street, Lillington, N.C.; and WHEREAS, due to the temporary need for more County department office space it has become necessary to house the County Personnel Department in the Assembly Room of the County Administration Building; that the Personnel Department's use of the Assembly Room of the County Board of Commissioners could exist for as much as two years before additional County office space becomes available for the Personnel Department's use; that the County has procured the use of Courtroom 6 of the new Harnett County Courthouse as its regular meeting place in addition to the use of said courtroom as a possible meeting place of the Harnett County Planning Board and Board of Adjustment during this interim period; and WHEREAS, the Rules of Procedure of the County Board of Commissioners and the open meetings statute (N.C. Gen. Stat. ~143-318.12) mandate that prior to changing the location of its regular meetings that the Board of Commissioners adopt a Resolution changing the meeting place location and forward adequate notice of said change to the appropriate parties and news media and the Board through this Resolution desires to do so. NOW, THEREFORE, BE IT RESOL YED by the Board of Commissioners of Harnett County that: 1. The regular meeting place of the Harnett County Board of Commissioners shall be changed to Courtroom 6 located on the third floor of the Harnett County Courthouse located at 305 West Cornelius Harnett Boulevard, Harnett County Governmental Complex, Lillington, N.C. 27546. 2. Rule 6 entitled Regular and Snecial Meetin2S of the Rules of Procedure for the Board of County Commissioners of Hamett County; North Carolina is hereby amended to reflect the following: "Regular meetings are held in Courtroom 6 of the Harnett County Courthouse." 3. This change of the regular meeting place of the Board of Commissioners shall become effective at the next regular meeting of the Board scheduled for Monday, March 15, 2004 at 7 o'clock p.m. and shall stay in effect until further action by the Board. 4. The Harnett County Manager and Clerk to the Board are directed to properly post and give notice of this change of regular meeting place pursuant to the Board's Rules of Procedure and the appropriate state law.
