Minutes of Work Session
July 1, 2025
The Harnett County Board of Commissioners met in work session on Tuesday, July 1, 2025 at
9:00 am, in the Commissioners Meeting Room, Harnett County Resource Center and Library, 455
McKinney Parkway, Lillington, North Carolina.

Chairman Nicol called the Harnett County Board of Commissioners meeting to order at 9:00 am.
Commissioner Jaggers led the Pledge of Allegiance and provided the invocation.
Chairman Nicol called for any additions or deletions to the published agenda. Chairman Nicol
stated there is a request to add an item to discuss the Letter of Support for SR 1115 (Buffalo
Lake Road) at SR 1141 (Alphine Drive) Roundabout Project. Consensus of the Board was to add
the item to Letter of Support for SR 1115 (Buffalo Lake Road) at SR 1141 (Alphine Drive)
Roundabout Project.
The following agenda was before the Board of Commissioners:

3. Consider any additions and/or deletions to the published agenda.
• Consider the addition of an item to discuss the Letter of Support for SR 1115
(Buffalo Lake Road) at SR 1141 (Alphine Drive) Roundabout Project.
4. Discuss a request to approve the lease agreement with NC Forest Service for office
space located at the Ag Building at 126 Alexander Drive, Lillington; Kenneth
Snipes, Facilities Maintenance Director
5. Discuss a request to award the Pest Control Services Bid; Kenneth Snipes, Facilities
Maintenance Director
6. Discuss a request to award the Jetport Fuel Farm Bid to Browe Construction
Company, Inc in the amount of $1,885,890.00; Bradley Abate, Harnett Regional

7. Discuss a request to adopt a resolution accepting a $1,000,000 Drinking Water

Kenneth Snipes, Facilities Maintenance Director reviewed a request for approval of the Lease
Agreement with NC Forest Service for a new three-year period, beginning June 1, 2025 through
May 31, 2028. The NC Forest Service intends to continue leasing office space located at the Ag
Building at 126 Alexander Drive, Lillington, NC. Consensus of the Board was to place this item
on the next consent agenda.
Mr. Snipes also reviewed a request to award the contract to Holloman Pest Control for Pest
Control Services, based on their bid of a two-year total of $53,120.00. Consensus of the Board
was to place this item on the next consent agenda.
Bradley Abate, Harnett Regional Jetport Director, reviewed a request for the approval of the
Jetport Fuel Farm Bid to Browe Construction Company, Inc in the amount of $1,885,890.00.
Consensus of the Board was to place this item on the next consent agenda.
Brent Trout, County Manager, reviewed a request for the Board to adopt a resolution accepting a
$1,000,000 Drinking Water State Revolving Fund Loan for the Lead & Copper Compliance
Project. These funds, $600,000 of which are Principal Forgiveness, will be used to fund HRW s
lead service line verifications throughout the County. Consensus of the Board was to place this
item on the next consent agenda.
Barry Blevins, General Services Director reviewed a request for the Board of Commissioners to
consider and approve Assurance Agreement (Under Title VI, Civil Rights Act of 1964) USDA
Form RD 400-4. This assurance is required as a condition of receipt of Federal financial
assistance, in this case, USDA Housing Preservation Grant - HPG23. Total amount of grant
$85,000, no match required. Consensus of the Board was to place this item on the next consent
agenda.

Christopher Appel, Senior Staff Attorney, reviewed a request for the Board to approve the
revised Non-profit Committee Bylaws and Funding Policy. Consensus of the Board was to place
this item on the next consent agenda.
Attorney Appel also reviewed a request for the Board of Commissioners to approve the Harnett
County First Responders Advisory Committee. Following some discussion regarding
membership, the Board requested this item be added as a discussion item for the next meeting.
Coley Price, Deputy County Manager, reviewed a request for the Board to give permission to
apply for the FEMA Hazard Mitigation Grant Program in the amount of $820,000 to support
planned work for the Riverside Drainage Improvement Project. The grant is 75% FEMA and
25% State with a 0% required match. In addition, we also request approval of a Resolution
designating Brent Trout and Coley Price as the applicant's agents. Mr. Price also provided an
update on the Riverside Drainage Improvement Project. Consensus of the Board was to place
this item on the next consent agenda.
Chairman Nicol stated my recommendation would not be to sign this letter of support for SR
1115 (Buffalo Lake Road) at SR 1141 (Alphine Drive) Roundabout Project and see if NCDOT
would utilize these funds towards a stoplight that was actually a project that got bumped down
on their list out toward Nursery Road and Ray Road. Following some discussion, consensus was
to redraft the letter requesting funds for the roundabout project at SR 1115 (Buffalo Lake Road)
at SR 1141 (Alphine Drive) be utilized for the construction of a traffic light at Nursery Road and
Ray Road and list as a separate line item.
The Board reviewed applications received for the Harnett County Library Board of Trustees.
Consensus of the Board was place the appointment of Lisa Denning as District 3 representative
and Krissy McLean as the District 4 representative for the Harnett County Library Board of
Trustee on the net consent agenda. Consensus was to wait on additional applications for the
Harnett County Commission for Women and Youth.
Brent Trout, County Manager, shared with the budget adopted and the start of the new fiscal
year, the new positions approved in the budget are being advertised.
Commissioner Jaggers made a motion to go into Closed Session to discuss a certain personnel
matter. This motion is made pursuant to NC General Statute Section 143-318.11 (a)(6). The
motion was seconded by Vice Chairman Morris and carried unanimously.
Following a motion to come out of Closed Session, Chairman Nicol called the meeting back into
open session.
Commissioner Jaggers made a motion to adjourn the Board of Commissioners at 10:21 am. Vice
Chairman Morris seconded the motion. Motion carried unanimously.
