Present: Board Chairwoman Allison Fenderson, Secretary Jim Currin, Members: Betsy McCormick, Bill McNutt, Lewis Bell and Director Claire Jones and Assistant Director Shannon Cole Also present: See sign in sheet Ms. Fenderson called the meeting to order at 5:00 pm with a moment of silence and Pledge of Allegiance. Public Comment: Larry Mitchell Greg Steiner Danna Vazquez Tanya White -Anderson Tony Spears Jerry Rivas Richard Chapman Patricia Johnson David Willoughy The Board opened the floor to Senator Jim Burgin, School Board Vice -Chairman Bradley Abate, County Commissioner Barbara McKoy and School Board member Sharon Gainey for comments on the Joint Resolution between the Board of Commissioners and Board of Education seeking the removal of schools as voting sites. Minutes: The Board reviewed the minutes from January 07, 2025. Mr. Currin moved to approve the minutes. Mr. McNutt seconded. Approved without dissent. Business: Mrs. Jones updated the Board about the Board of Elections office moving to the Harnett County Facilities building located at 200 Alexander Dr. Lillington. County Manager, Brent Trout and Assistant County Manager, Mike Morrow, gave an update on the Board of Elections facility. After discussion, Mr. McNutt moved to approve the move Mr. Bell second. Approved without dissent. Mrs. Jones presented the Board with the changes request at the January 7 h meeting for splitting and merging of precincts. The Board reviewed updated maps and data concerning possible splitting and merging of precincts. The Board agreed the best options are to combine East and West Averasboro into one precinct; combine Central Harnett Neills Creek and Central Harnett Lillington into one precinct; splitting Barbecue into two precincts; moving some voters out of Anderson Creek into Stewarts Creek. Mrs. Jones also informed the Board on dates and locations to have a public meeting in the areas of the splits and mergers to get public opinion and input. Mrs. Jones informed the Board that once the changes are approved by the Board, the voters will receive a letter and new voter registration card informing them of the changes. The changes would also be advertised in the newspaper, the county website and flyer. The Board discussed the Joint Resolution brought forth by the Board of Commissioners and Board of Education. The Board asked Mrs. Jones to reach out to both Boards to schedule a joint meeting. Ms. Fenderson moved to go into closed session per GS 143-318.11(A) to discuss personnel. Mr. Currin seconded, Approved without dissent. The Board went into closed session at 7:40 pm. Mrs. McCormick moved to return to open session. Mr. McNutt second. Approved without dissent. Board returned to open session at 7:56 pm. With no further business to discuss, Mr. Bell moved to adjourn. Mr. Currin seconded. Approved without dissent. The meeting adjourned at 7:5 7 pm. The next meeting of the Board will be a regular meeting on March 04, 2025, at 5:00 pm.
