Minutes
PRESENT: Mayor William P. Elmore Jr., Mayor Pro Tem J. Wesley Sills, Council Members April Gaulden,
Raquel McNeil, Billy N. Tart, Alan Hargis, and Dr. David L. Bradham.
Also present. City Manager Steven Neuschafer, Assistant City Manager Billy R Godwin, Finance Director Cary
McNallan, Administrative Support Specialist Sydney McKoy, City Attorney Tilghman Pope, and City Clerk Melissa R
Matti.
CALL TO ORDER AND INVOCATION
Mayor Elmore opened the meeting at 6:30 p.m. Mayor Pro Tem Sills gave the invocation. Afterwards Mayor
Elmore led in the Pledge of Allegiance.
AGENDA ADJUSTMENT AND APPROVAL
Motion by Council Member Bradham and second by Council Member Gaulden to adopt the January 14,
2025 meeting agenda as presented with the following changes: moving item 6 to 1(a) and adding 6(a) NC
Youth Sports Grant Acceptance. Motion unanimously approved.
ITEMS FOR DISCUSSION AND/OR DECISION
ASSIGNMENT OF TEMPORARY/
DEPUTY FINANCE DIRECTOR
Finance Director, Cary McNallan explained that one of the requirements for finance officers is that the City has to
have a position, either Finance Director, Assistant Finance Director, or Deputy Finance Director in order to sign
contracts and to sign purchase orders and any other financial documents. He will be on vacation for an.extended
period of time. This is a request to authorize the temporary assignment of a Deputy Finance Director. Alexa
Kallesten, who is our Senior Accountant. Alexa has been with the City for about three (3) years. She is a Campbell
University graduate. She sits on our Tourism Board as our financial representative on that board. She has a
wealth of knowledge and she is a software guru. She does all of our Tyler programming for our Tyler accounting
software and she is also listed as our signature on all of our bank accounts.
Motion by Council Member Hargis and second by Council Member Bradham to approve the attached
Resolution Authorizing the temporary Assignment of Alexa Kallesten as the City's Deputy Finance Director.
Motion unanimously approved. A copy of Resolution Authorizing the temporary Assignment of Alexa Kallesten as
the City's Deputy Finance Director (R2025-01), and is incorporated into these minutes as Attachment #1.
TRASH CONTRACT UPDATE
Assistant City Manager, Billy Godwin explained that the current contract with Republic Waste expires at the end of
June, so we've got to start thinking about what to do to address that.
Dunn's contract with Republic Waste is as follows: Solid waste rate $7.55/month. The recycling rate is $3.88/month. We
also have a yard waste receptacle. We also have commercial dumpster service that's billed at monthly rate. Republic
Waste charges an annual increase, but it's capped at 2% based on the consumer price index. So it's graduated, it goes up
every year, but it's capped at 2%.
After lengthy discussion, city staff was directed to negotiate with Republic Waste. If council is not satisfied
with their response, then we will check with another provider.
Board Appointment
Dunn Area Tourism Authority
Council Member Bradham has served as Chairman of the Travel and Tourism Authority for the last couple years.
The Dunn Area Tourism Authority has asked that he be reappointed to another term.
Motion by Mayor Pro Tem Sills and second by Council Member Hargis to approve the appointment of Dr.
David Bradham to the Dunn Area Tourism Authority for a term - January 1 to December 31, 2025. Motion
unanimously approved.
Appointment of Voting Delegate
NCLM Board Proposal
2025-2026 Biennium Legislative Goals
The purpose of this item is the assignment of voting delegate for 2025-2026 Biennium Legislative Goals.
The League's member -driven legislative goals development process coincides with the start of each new legislative
biennium. During even numbered years, members come together to submit their goals and priorities. Over the
last few months, the Legislative Policy Committee considered these ideas, then presented its recommendations to
the Board of Directors at their December meeting. The Board refined the positions further before sending them to
the full League membership for a final vote. After the final voting period closes, cities and towns will have a
focused advocacy agenda to pursue at the state and federal levels.
Designation of Voting Delegate: Each voting delegate shall cast the single vote of the municipality for the
Legislative Goals and Core Municipal Principles. Deadline to designate voting delegate: Thursday, January 16th.

Motion by Council Member Hargis and second by Council Member Bradham to designate Mayor William
Elmore as a voting delegate for the 2025-2026 Biennium Legislative Goals, and to designate Assistant City
Manager, Billy Ray Godwin as an alternative voting delegate for the 2 02 5-2 02 6 Biennium Legislative Goals.
Motions unanimously approved.
Voluntary Annexation Petition ANX-01-25
Near 2801 Arrowhead Road
City of Dunn
The purpose of this item is to consider a petition requesting the voluntary contiguous annexation of property
located at or near 2801 Arrowhead Road, near the intersection of Arrowhead Road and the Railroad, PIN#1505-
97-6372.000, with 1=/- acre. This petition was received under NC General Statute 160A-31. The petition was
received on December 12, 2024.
Motion by Mayor Pro Tem Sills and second by Council Member Gaulden to adopt the Resolution Directing
the City Clerk to Investigate the Voluntary Annexation Petition. ANX-01-25 as presented. Motion
unanimously approved. A copy of Resolution Directing the City Clerk to Investigate the VoluntaryAnnexation
Petition (R2025-02), is incorporated into these minutes as Attachment #2.
NC Youth Sports
Grant Acceptance
The purpose of the item is to officially accept the North Carolina Youth Sports Grant awarded by North Carolina
Youth Amateur Sports.
With the passage of legalized sports betting in NC in 2023, one of the uses of the dollars coming into the State of
North Carolina.was to grant annual funding opportunities.for youth sports. The Youth Sports Grant administered
by the North Carolina Amateur Sports will provide opportunities annually to local government agencies and
501(c)(3) nonprofits in all 100. North Carolina counties. The grant may be used for youth sports equipment, or
facility upgrades and improvements that primarily benefit youth sports.
This past September the Parks Department applied for the grant maximum of $20,000 in support of the 2025 DYB
AA World Series that will be hosted in Dunn. Funds awarded will be allocated for the addition of two batting cages
at Tart Park for the upcoming DYB World.Series and future tournaments to come. Grant funds will cover 100% of
the budget for constructing the batting cages.
Motion by Council Member Gaulden and second by Mayor Pro Tem Sills to approve the acceptance of the
North Carolina Youth Sports Grant in the amount of $20,000. Motion unanimously approved.
Announcements / Information
Mayor Elmore announced upcoming events and activities.
Recess to Closed Session
Mayor Elmore announced that they would be recessing and reconvene at 105 E. Broad Street - The Clinton House
where they will go into closed session.
Motion by Council Member Hargis and second by Council Member Tart to recess and reconvene at 105 E.
Broad Street where they will go into closed session concerning a p sonnel issue at 7:14 p.m. Motion
unanimously approved.
