April 7, 2025
The Harnett County Board of Commissioners met in regular session on Monday, April 7, 2025 at 9:00
am, in the Commissioners Meeting Room, Harnett County Resource Center and Library, 455 McKinney
Parkway, Lillington, North Carolina.
Members present: Matthew B. Nicol, Chairman
William Morris, Vice Chairman

Chairman Nicol called the meeting to order at 9:00 am.
Commissioner McKoy led the Pledge of Allegiance and provided the invocation.
Chairman Nicol called for any additions or deletions to the published agenda. Commissioner Jaggers made
a motion to approve the agenda as published. The motion was seconded by Commissioner Matthews and
carried unanimously.
Commissioner Jaggers made a motion to approve the consent agenda. Vice Chairman Morris seconded
the motion. The motion passed unanimously. The items on the consent agenda were as follows:
A. Minutes
i. Regular Meeting Minutes of March 17, 2025
B. Parks and Recreation requests approval for renewal of the Use Agreements with Harnett
County Schools of thirty (30) years for the athletic and park amenities behind Harnett
Central High School and Middle School called Neills Creek Park. These Use Agreements
allow the County to maintain, manage, and use these facilities to expand its recreational
offerings while giving the school system the first priority of facility use. The Parks and
Recreation Trust Fund requires a twenty-five (25) year agreement to be eligible for grant
funds.
C. Parks and Recreation requests authorization for the submission of a Parks and Recreation
Trust Fund grant application for the construction of Phase 1 outlined in the Neills Creek
Park Master Plan (adopted in March 2024). Parks and Recreation is requesting to apply
for $500,000 in grant funds requiring a dollar -for -dollar match from the County. The
County currently has $739,400 allocated in the CIP for this project.

D. Finance requests the Board of Commissioners adopt a Resolution authorizing an increase
in the micro -purchase threshold. In 2020, the federal Office of Management and Budget
revised the Uniform Guidance to allow non -Federal entities to raise the threshold for
micro -purchases. This resolution will raise the County's micro -purchase threshold from
$10,000 to $30,000 for the purchase of "apparatus, supplies, materials, or equipment,"
and "construction or repair work" and $50,000 for the procurement of other services. The
Resolution is only effective for one year so annual re -certification is required.

E. Harnett County Economic Development is requesting Harnett County to allow its
property located at Arrowhead Road and US 301 S. in Dunn, referred to as Harnett 95
Industrial Center (Harnett 95), to be annexed into the City of Dunn. The property is
50-acres and is referenced by PIN # 1515-08-4063. Samet, the builder developer of
Harnett 95 will be annexing their adjoining — 13.5-acres at the same time. The City of
Dunn is waiving all associated fees with this annexation.
F. The Harnett County IT Department requests the renewal of our Microsoft agreements for
Microsoft Office 365 and Microsoft SQL Server for a 3-year term. The total annual cost
for these agreements is $411,063.79. These agreements cover our email service,
Microsoft Office licenses, virtual meeting licenses (Teams), and online storage through
Microsoft SharePoint.
G. The Sheriffs Office is requesting approval to add a new Lieutenant position to serve as
Body Camera Administrator. Harnett County Sheriffs Office has 56 body cameras, 60
in -car video systems deployed and will be adding additional body cameras for detention
officers in the future. Since March 1 st, we have over 3500 body camera videos and over
4500 additional videos from in -car camera systems. Our policy requires that a percentage
of these videos are viewed by supervisors each month.
H. The Harnett County Board of Commissioners would like to reappoint Kenneth Shaw to
the Board of Adjustment as the District 2 alternate, Victoria Hall and Melissa Stevens to
the Commission for Women and Youth and reappoint Cassandra Britt Jackson to the Jury
Commission.
Vice Chairman Morris read the Line Worker Appreciation Day Proclamation proclaiming Friday, April
18, 2025 as "Line Worker Appreciation Day" in Harnett County. A copy of the Proclamation was
presented to employees from Duke Energy.
Commissioner Matthews read the Child Abuse Prevention Month Proclamation proclaiming April as
Child Abuse Prevention Month and called upon all citizens, community agencies, faith groups, medical
facilities, elected leaders and businesses to increase their participation in our efforts to support families,
thereby preventing child abuse and strengthening the communities in which we live. A copy of the
Proclamation was presented to the Department of Social Services.
Chairman Nicol opened the meeting for informal comments by the public, allowing up to 5 minutes for
each presentation up to 1 hour. The following people provided comments:

No one else spoke and the public comment period was closed.
Brent Trout, County Manager, shared Coley Price and I met last Monday, March 31 ' with Senator
Burgin, Representative Penny, and Representative Pike here to go over our legislative priorities and to
get an update on where things stand up on the hill. Very good meeting and good updates and we will
continue to meet with them again and I believe it's on May 12a' to get another update. A reminder to the
Board, the North Carolina Association of County Commissioners District 6 meeting will be in
Cumberland County in Fayetteville at 5:30 pm on April9a'. We had a very good meeting with the
Department of Aviation regarding future planning. The Harnett County Management Academy
graduation is Wednesday at 12:00 pm (noon). The other item I have relates to the Budget, I'll need a
motion to approve the budget amendments, but I wanted to call out one of the amendments. An
amendment for Central Carolina Community College budget, we are looking at reinstating the $184,389
that we cut from the budget at the time of approval of the budget. We were looking for a number of
sources when we were dealing with the additional funds needed for the school district. They have not
needed all the money for the Promise Program, and with some money from contingency, this will bring
them back to their full amount.
Commissioner Jaggers made a motion to approve the budget amendments as requested by the Finance
Officer. The motion was seconded by Vice Chairman Morris and carried unanimously. (Attachment 2)

A RESOLUTION
BY THE HARNETT COUNTY BOARD OF COMMISSIONERS
AUTHORIZING AN INCREASE IN
THE MICRO -PURCHASE THRESHOLD
WHEREAS, from time to time, the County of Harnett (the "County") purchases goods and services usingfederal
funding subject to the procurement standards in 2 C.F.R. Part 200, Subpart D; and
WHEREAS, the County's procurement of such goods and services is subject to the County of Harnett's
Purchasing Policy & Procedures, as most recently amended on January 1, 2021; and
WHEREAS, the County is a non -Federal entity under the definition set forth in 2 C.F.R. § 200.1; and
WHEREAS, pursuant to 2 C.F.R. 200.320(a)(1)(ii), a non -Federal entity may award micro -purchases without
soliciting competitive price or rate quotations if the non -Federal entity considers the price to be reasonable based on
research, experience, purchase history or other information and documents that the non -Federal entity files
accordingly; and
WHEREAS, pursuant to 2 C.F.R. 200.320(a)(1)(iii), a non -Federal entity is responsible for determining and
documenting an appropriate micro -purchase threshold based on internal controls, an evaluation of risk, and its
documented procurement procedures; and
WHEREAS, pursuant to 2 C.F.R. § 200.320(a)(1)(iv), a non -Federal entity may self -certify on an annual basis a
micro -purchase threshold not to exceed $50,000 and maintain documentation to be made available to a Federal
awarding agency and auditors in accordance with 2 C.F.R. § 200.334; and
WHEREAS, pursuant to 2 C.F.R. § 200.320(a)(1)(iv), such self -certification must include (1) a justification for
the threshold, (2) a clear identification of the threshold, and (3) supporting documentation, which, for public
institutions, may be a "higher threshold consistent with State law"; and
WHEREAS, G.S. 143-129(a) and G.S. 143-131(a) require the County to conduct a competitive bidding process
for the purchase of (1) "apparatus, supplies, materials, or equipment" where the cost of such purchase is equal to or
greater than $30,000, and (2) "construction or repair work" where the cost of such purchase is greater than or equal
to $30,000; and
WHEREAS, North Carolina law does not require a unit of local government to competitively bid for purchase
of services other than services subject to the qualifications -based selection process set forth in Article 3D of Chapter
143 of the North Carolina General Statutes (the "Mini -Brooks Act"); and
WHEREAS, G.S. 143-64.32 permits units of local government to exercise, in writing, an exemption to the
qualifications -based selection process for services subject to the Mini -Brooks Act for particular projects where the
aggregate cost of such services do not exceed $50,000; and

WHEREAS, pursuant to 2 C.F.R. 200.320(a)(1)(iv), the Board of the County now desires to adopt higher micro -
purchase thresholds than those identified in 48 C.F.R. § 2.101.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF THE COUNTY:
1. In accordance with 2 C.F.R. § 200.320(a)(1)(iv) and the applicable provisions of North Carolina law, the
County hereby self -certifies the following micro -purchase thresholds, each of which is a "higher threshold consistent
with State law" under 2 C.F.R. § 200.320(a)(1)(iv)(C) for the reasons set forth in the recitals to this resolution:
A. $30,000, for the purchase of "apparatus, supplies, materials, or equipment"; and
B. $30,000, for the purchase of "construction or repair work"; and
C. $50,000, for the purchase of services not subject to competitive bidding under North Carolina
law; and
D. $50,000, for the purchase of services subject to the qualifications -based selection process in
the Mini -Brooks Act; provided that such threshold shall apply to a contract only if the County has exercised an
exemption to the Mini -Brooks Act, in writing, for a particular project pursuant to G.S. 143-64.32. If the exemption is
not authorized, the micro -purchase threshold shall be $0.
2. The self -certification made herein shall be effective as of the date hereof and shall be applicable until
the 301h day of June, 2023, but shall not be applicable to Federal financial assistance awards issued prior to November
12, 2020, including financial assistance awards issued prior to that date under the Coronavirus Aid, Relief, and
Economic Support (CARES) Act of 2020 (Pub. L. 116-136).
3. In the event that the County receives funding from a federal grantor agency that adopts a threshold
more restrictive than those contained herein, the County shall comply with the more restrictive threshold when
expending such funds.
4. The County shall maintain documentation to be made available to a Federal awarding agency, any pass -
through entity, and auditors in accordance with 2 C.F.R. § 200.334.
5. The County Manager of the County is hereby authorized, individually and collectively, to revise the
Purchasing Policy of the County to reflect the increased micro -purchase thresholds specified herein, and to take all
such actions, individually and collectively, to carry into effect the purpose and intent of the foregoing resolution.
