HARNETT COUNTY BOARD OF COMMISSIONERS
Minutes of Special Meeting (work session)
December 2, 2005
The Harnett County Board of Commissioners met in special session on Friday,
December 2, 2005, in the conference room, Human Resources Department, County
Administration Building, 102 East Front Street, Lillington, North Carolina.

Staff present: Neil Emory, County Manager

Rodney Tart, Director, Public Utilities
Steve Ward, Assistant Director, Public Utilities
Guests: Coley Price, Angier Town Manager
Jimmy Cook, Angier Public Works Director
Chairman Byrd called the meeting to order and called on Mr. Emory.
Mr. Emory provided a brief overview of the proposed North Harnett Regional Waste
Water Project and asked Mr. Price to share the Town of Angier’s position regarding
the project. Mr. Price gave the Board a letter on behalf of Mayor Wanda Gregory,
stating that the Angier Town Board approved a Memorandum of Intent regarding
Angier’s participation in the North Harnett Regional Waste Water Project. The Town
of Angier requests that Harnett County Board of Commissioners approve the same
th
Memorandum of Intent at its December 5 regular meeting. The letter stated that the
Town of Angier looks forward to working in partnership with Harnett County on this
important project. Mr. Price noted that the newly elected Mayor, R. H. Ellington,
supports the Regional Waste Water Project. Mr. Emory noted that upon approval of
the Memorandum of Intent, staff will begin developing a contract between both
parties. Rodney Tart presented a detailed description using a map of the proposed
project area.
Jim Young, Construction Control Corporation, made a presentation regarding services
his company can offer to oversee construction of the County’s new law enforcement
and jail facility.
Other items discussed by the Board:
- availability fees for sewer and water (dry taps)
Steve Ward reported to the Board on number of customers who pay these fees
and explained how the system works.
- State’s requirement for the county to get new voting equipment
- Emergency Medical Services collections issue
- Commissioner Andrews and Mr. Emory met with representatives from Sandhills
Land Trusts
- Paving of parking lot at Library
- Request for waiver of landfill fees
- NACo Legislative Conference is scheduled for March 4-8, 2006
- Board will discuss rotation of commissioners on certain boards and committees
at its retreat in January.
There being no further business, the Harnett County Board of Commissioners special
meeting, December 2, 2005, adjourned at 2:00 p.m.
