Project Design Characteristics
The Project is comprised of three parcels totaling ~46 Acres, zoned RA-30. ~44.2 Acres are part of this request; a remaining ~1.8 Acre tract will be addressed separately in the future.
The site is located off North Main Street, less than one mile from Campbell University, and is surrounded by development of similar nature. The Site is bordered…
On the Northeast by a residential development (Blake Pond) and by one single family residence;
On the Southeast by a solar farm and vacant land, separated by East Buies Creek;
On the Southwest by vacant land; and
On the Northwest by one single family residence and vacant land (BOA2211-0008, Ashley Garner Self Storage, approved March 2023).
Pedestrian, bicycle and vehicular improvements connect our two neighborhoods to one another and to North Main Street. Future drive stubs will interconnect with adjacent properties.
No adjacent properties will be adversely affected by stormwater discharge or by conflicts of use.

The Project’s unit count and density is consistent with existing projects

Compatibility With Special Use Permit Criteria
The Use is in harmony with the surrounding area and compatible with the surrounding neighborhood.
Several similar multifamily projects of similar size and unit density already exist near the Site, and no neighboring property is adversely affected by the project.
The Use does not endanger public health and safety.
The Use is residential; there are no adverse traffic conditions existing, or created, on N. Main St; the project is not located adjacent to other uses which present safety concerns.
The Use does not substantially injure the value of adjoining property.
The Use is near similar developments, located in a high-growth area, and largely separated from single family residences.
The Use meets all required conditions and specifications.
The Use will comply with all developmental requirements and codes set forth in the approved SUP and/or in the Harnett County Unified Development Ordinance, as applicable.
The Use is in general conformance with the UDO, Land Use Plan and other relevant adopted plans.
The project is allowed under Medium Density Residential per the UDO; consistent with the Grow Harnett County Comprehensive Growth Plan of 2015, and with Harnett Horizons 2040; and is
located near two Development Nodes. The project is consistent with nearby development dating back more than 25 years.
