HARNETT COUNTY BOARD OF COMMISISONERS
Minutes of Special Meeting (work session)
November 4, 2005
The Harnett County Board of Commissioners met in special session on Friday,
November 4, 2005, in the conference room, Human Resources Department, County
Administration Building, 102 East Front Street, Lillington, North Carolina.
Members present: Beatrice B. Hill, Vice Chairman
Dan B. Andrews
Walt Titchener
Tim McNeill
Staff: Neil Emory, County Manager
Wm. A. (Tony) Wilder, Assistant County Manager
Kay S. Blanchard, Clerk to the Board
Guests: Dan Honeycutt, Superintendent, Harnett County Schools
Donna McNeill, Chairman, Harnett County Board of Education
Sheriff Larry Rollins
John Rouse, Health Director
Vice Chairman Hill called the meeting to order at 11:30.
Mr. Honeycutt discussed the current capital needs of several schools and requested
authorization to use the remaining Certificate Of Participation (COPs) balance for the
Lillington-Shawtown Elementary and Overhills High projects for improvements at
various schools.
Mrs. McNeill suggested that the Board of Education and Board of Commissioners
meet to discuss schools’ needs including a tour of the schools. Mrs. McNeill would
like the two Boards to have an information session on the planned Fort Bragg schools
and the additional children that will attend Harnett County Schools.
Sheriff Rollins reviewed his recommended options for courthouse security. The
Board asked questions and discussed the options.
Mr. Rouse provided an update on the flu vaccine situation. There seems to be a
problem on the supplier level. Health Departments and family doctors are frustrated at
not being able to get the vaccine. Most of the flu vaccine is being distributed to large
drugstore chains.
There being no further business, the work session adjourned.
