4.2.3 Cluster Development
Clustering of development is allowed in all watershed areas under the following conditions:
A. Minimum lot sizes are not applicable to single family cluster development projects; however, the total number of lots shall not exceed the number of lots allowed for single
family detached developments in Subsection “Watershed Areas Described”, above.
B. All built-upon areas shall be designed and located to minimize stormwater runoff impact to the receiving waters and minimize concentrated stormwater flow.
C. The remainder of the tract shall remain in a vegetated or natural state. Title to the open space area shall be conveyed to:
1. An incorporated homeowners’ association for management. Where a property association is not
incorporated, a maintenance agreement shall be filed with the property deeds; or
2. A local government for preservation as a park or open space; or
3. A conservation organization for preservation in a permanent easement.

4.2.3 Cluster Development

developments in Subsection “Watershed Areas Described” above. should be in conformance with all other applicable sections of the ordinance.
Density should not exceed the number of units per acre allowed for single-family detached developments in Article X “Watershed Areas Described.”
All built-upon areas shall be designed and located to minimize stormwater runoff impact to the receiving waters and minimize concentrated stormwater flow.

To amend Harnett County’s U.D.O. Article X. Section 4.2.3.A & B

The requested Text Amendment is compatible with Harnett County regulatory documents and the benefits outweigh any potential inconvenience or harm to the community. Therefore, it is
recommended that this Text Amendment request be APPROVED.
