HomeMy WebLinkAbout070924 WSHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Work Session July 9, 2024 The Harnett County Board of Commissioners met in work session on Tuesday, July 9, 2024, at 9:00 am, in the Commissioners Meeting Room, Harnett County Resource Center and Library, 455 McKinney Parkway, Lillington, North Carolina. Members present: William Morris, Chairman Barbara McKoy, Commissioner Lewis W. Weatherspoon, Commissioner Matthew B. Nicol, Commissioner Member absent: W. Brooks Matthews, Vice Chairman Staff present: Dwight Snow, County Attorney Kimberly Honeycutt, Finance Officer Brent Trout, County Manager Melissa Capps, Clerk Chairman Morris called the Harnett County Board of Commissioners meeting to order at 9:00 am. Commissioner Nicol led the Pledge of Allegiance. Commissioner McKoy provided the invocation. The following agenda was before the Board of Commissioners: 1. Call to order — Chairman William Morris 2. Closed Session 15. Adjourn Kimberly Whitted, Juvenile Crime Prevention Council Chairperson, presented the county plan programs for FY 2024-2025. Through a review of risk & needs assessment data, the Youth Assessment Screening Inventory (YASI) data and a community resource assessment, the JCPC has determined that the following services are needed to reduce/prevent delinquency in Harnett County. 1. Parent/Family Skill Building 2. Interpersonal Skill Building 3. Vocational Skills 4. Tutoring/Academic Enhancement 5. Mediation/Conflict Resolution 6. Restitution/Community Service 7. Teen Court 8. Services Addressing Problem Sexual Behavior 9. Juvenile Structured Day programs Funding Recommendations: Having advertised a Request for Proposals (RFP) for these needed services for a minimum of thirty (30) days, the JCPC has screened the submitted proposals and has determined which proposals best meet the advertised needed services. As required by statute, the JCPC recommends allocation of the NC Department of Public, Division of Juvenile Justice and Delinquency Prevention funds to the following programs in the amounts specified below for the upcoming fiscal year: (Also, see the Harnett County Funding Plan with this report.) Harnett County Board of Commissioners Work Session Minutes July 9, 2024 Page 2 of 5 1. Harnett County Juvenile Restitution/Community Service Program - $130,477 2. Harnett County Sheriffs Department PAL Program - $65,700 3. Dunn PAL School Kids in Power (SKIP) and Career Readiness - $118,898 The JCPC further recommends that the following amount be allocated for the administrative costs of the Council for fiscal year 24-25: $5,000. The JCPC makes the following additional recommendations to (or brings the following to the attention of) the Commissioners of Harnett County: 1. Each year the amounts for funding increase although our allocation from the state of North Carolina remains the same at $320,045. 2. There is a greater need for additional funding to be matched by Harnett County to continue funding programs at the level they require to provide services. 3. The program providers, the Harnett County JCPC, and the Commissioners of Harnett County need to start talking about budgets early to make timely decisions for the funding year. 4. The Harnett County JCPC will continue to advertise the Request for Proposals (RFPs) earlier in the calendar year to assist with this process. The JCPC makes the following additional recommendations to (or brings the following to the attention of) the NC Department of Public Safety: 1. To support the earlier RFP process, the Harnett County JCPC will need to receive the documents and materials to complete the Risk and Needs Assessment earlier in the year. Consensus of the Board was to place the request for permission to submit county plan program agreements for the NC Department of Public Safety, JCPC programs for FY 2024-2025 on the next consent agenda. The North Carolina Department of Environmental Quality has offered American Rescue Plan Act (ARPA) funding in the amount of $1,000,000 to perform work for the St. Matthews Road Utility Extension Project. The water line is approximately 2700 +/- linear feet in length and is proposed to be on Harnett County Board of Commissioners Work Session Minutes July 9, 2024 Page 3 of 5 the west side of St Matthews Road. Consensus of the Board was to place this item on the next consent agenda. Mr. Ward also reviewed a request for approval of an engineering consulting agreement with Meyers Engineering PLLC out of Fuquay-Varina, NC. This agreement is for the St. Matthews Road Utility Extension Project. This agreement is for all the necessary engineering reports, design and construction management services throughout the project. Consensus of the Board was to place this item on the next consent agenda. Mr. Ward also reviewed a request for approval of the St. Matthews Road Utility Extension Project and adoption of a capital project ordinance. This capital project consists of the construction of approximately 2,700 linear feet of 8 inch water line along St. Matthews Rd. in Erwin and the interconnection of two parallel sewer lines to provide more capacity to the north side of town. The project is estimated to cost approximately $1 million dollars and will be funded from SL 2022-74 American Rescue Plan Grant. Consensus of the Board was to place this item on the next consent agenda. Thomas Royer, Assistant Staff Attorney shared the Juvenile Court Councilor's Office is currently housed off campus on front street. A couple of weeks ago when we had a storm blow through Lillington, they suffered some damage to the roof. So, we have had some leaking in the roof that has resulted in some damage to the carpet, lighting fixtures and ceiling tiles. The owner of the building is looking at getting that repaired. We are at the end of the lease on that building. The plan currently is we are just going to go month to month, which the current lease allows us to do until we can ensure the repairs are done. In the interim, we have offered Juvenile Justice the opportunity to move over to the building where Sandhills formerly was and they are talking with their supervisors to determine the viability of that option. Right now their preference is they would like to stay in the building they are in because of location and proximity to the courthouse and availability of services to those they serve. We just wanted to bring this to your attention, no action needs to be taken at this point. Attorney Royer also reviewed a request for the Board to consider approval of a resolution authorizing the Town of Holly Springs and Town of Fuquay-Varina to acquire real property in Harnett County. When a local government is not predominately situated within a county and is looking to acquire any sort of land, they must get essentially the consent of the Board of Commissioners to do so. The Towns of Fuquay Varina and Holly Springs have entered into interlocal agreements with the City of Sanford and the Town of Pittsboro to form a regional joint undertaking to expand the City's utility system for water, reclaimed water, and sewer. Attorney Royer provided information regarding a parcel of land that runs through Chatham and Harnett that the watermain transmission line from Sanford is running through. Mr. Ward stated he felt it was a reasonable request. Commissioner Weatherspoon shared I received a call from the landowner about this and the amount of property that's in Harnett County is insignificant, it is not a whole lot of property, that the waterline will take. Consensus of the Board was to place this item on the next consent agenda. Harnett County Board of Commissioners Work Session Minutes July 9, 2024 Page 4 of 5 Christopher Appel, Senior Staff Attorney reviewed a request for approval of participation in the National Opioid Settlement with Kroger. It will be a $1.37 billion settlement for the nation, approximately $40 million would go to North Carolina and Harnett County's portion would be $337,456. It would be a ten-year payout. In order for this settlement to be approved all the counties have to sign off on this by August 12t'. I am asking the board to go ahead and accept the settlement and enter into a settlement agreement with Kroger. Consensus of the Board was to place this item on the next consent agenda. Brent Trout, County Manager, reviewed a request for the Board of Commissioners to approve the acceptance of $867,471 in funding provided through the Home and Community Care Block Grant. In addition to the Block Grant funding, Administration also requests approval of $46,441 provided by NSIP (Nutrition Services Incentive Program grant). All funding is detailed on the County Funding Plan/County Services Summary report. Consensus of the Board was to place this item on the next consent agenda. The Commissioners reviewed applications to serve on Boards and Committees. Commissioner Nicol recommended the approval of Brice Woodell to serve as the ETJ representative on the City of Dunn Planning Board and for Brent Trout, County Manager to submit an application for a vacancy on the Alliance Health Board of Directors at the request of Rob Robinson, Alliance Health CEO. Consensus of the Board was to place the approval of these items on the next consent agenda. Mr. Trout also reviewed a request for the Board to approve bid awards for Harnett Regional Water's Sodium Hydroxide chemical supply for fiscal year 24-25. Mr. Trout stated annually we bid certain items out and bring them before you for approval. In the past it was presented at a work session and placed on the consent agenda. We are looking at putting it under the manager's report as an item when we have a work session and if no objections are filed, we would place it on the consent agenda. That will save time and effort by our staff related to this regularly occurring type of items. If we have any items come forward that need approval prior to the next work session, I will put them under the County Manager's report for approval similar to what we do with budget amendments. So, the hope is we are approving these quicker and with less impact to the agenda and staff time, still providing you with all the information in the packet. Consensus of the Board was to place this item on the next consent agenda. Commissioner Weatherspoon made a motion to adjourn the Board of Commissioners at 9:34 am. Commissioner McKoy seconded the motion. Motion carried unanimously.
