HomeMy WebLinkAbout070124 mHARNETT COUNTY BOARD OF COMMISSIONERS Regular Meeting Minutes July 1, 2024 The Harnett County Board of Commissioners met in regular session on Monday, July 1, 2024 at 9:00 am, in the Commissioners Meeting Room, Harnett County Resource Center and Library, 455 McKinney Parkway, Lillington, North Carolina. Members present: William Morris, Chairman W. Brooks Matthews, Vice Chairman Barbara McKoy, Commissioner Lewis W. Weatherspoon, Commissioner Matthew B. Nicol, Commissioner Staff present: Brent Trout, County Manager Dwight Snow, County Attorney Kimberly Honeycutt, Finance Officer Melissa Capps, Clerk Chairman Morris called the meeting to order at 9:00 am. Vice Chairman Matthews led the Pledge of Allegiance and provided the invocation. Chairman Morris called for any additions or deletions to the published agenda. Commissioner Nicol made a motion to approve the agenda as published. The motion was seconded by Commissioner Weatherspoon. The motion carried unanimously. Commissioner Nicol made a motion to approve the consent agenda. Commissioner Weatherspoon seconded the motion. The motion passed unanimously. The items on the consent agenda were as follows: A. Minutes i. Work Session Minutes of June 11, 2024 ii. Regular Meeting Minutes of June 17, 2024 iii. Work Session Minutes of June 25, 2024 B. Legal requests the Board of Commissioners approve the conveyance of an approximate 10.16 acre real property tract located on Ponderosa Road to Ray Holder as described in the Resolution dated April 15, 2024. C. Development Services requests the Board of Commissioners approve an amendment to the Town of Angier's Building Inspection Contract. D. The Harnett County Board of Commissioners reappoint Ken Adelberg as a lodging appointee and reappoint Evan Budrovich as a business/tourism. appointee to the Harnett County District H Tourism Development Authority. The Harnett County Board of Commissioners would also like to appoint Punitha Srini to serve as serve as a lodging appointee on the Harnett County District H Tourism Development Authority. Harnett County Board of Commissioners Regular Meeting Minutes July 1, 2024 Pagel of 2 Chairman Morris opened the meeting for informal comments by the public, allowing up to 3 minutes for each presentation up to 30 minutes. No one spoke and the public comment period was closed. Brent Trout, County Manager, reminded everyone the offices will be closed on Thursday, July 4`h. The updated Personnel Ordinance was emailed to Commissioners, if you would like to review all the changes again. It will be sent out to staff probably this week for an opportunity to review and sign off on a form acknowledging receipt. The budget has been entered into the system and a budget book should be out next week. Commissioner Nicol made a motion to approve the budget amendments as requested by the Finance Officer. The motion was seconded by Commissioner Weatherspoon and carried unanimously. (Attachment 1) Commissioner Nicol made a motion to adjourn at 9:03 am. Capps, Clerk Harnett County Board of Commissioners Regular Meeting Minutes July 1, 2024 Page 2 of 2 ORDINANCE NO.2024-19 -- — ATTACHMENT 1 DSS SECOND FLOOR UPFIT CAPITAL PROJECT ORDINANCE AMENDMENT BE IT ORDAINED by the Board of Commissioners of Harnett County, North Carolina, sitting as the governing board for Harnett County. Section 1. This project ordinance will organize the portion of the county's American Rescue Plan Act of 2021 (ARPA) allocation that was designated to the Department of Social Services (DSS) 2nd Floor Upfit. DSS has seen significant impacts from COVID-19, including increases in staffing beyond current office space capacity, as well as staff outbreaks which have required a staggered telework schedule at times. In 2020, a two-story addition to the DSS building was completed. The second floor of the addition (approximately 5,000 square feet) was left unfinished, pending future growth. The County conducted a space needs assessment in the Spring of 2023 which expressed the need for the conversion of this shell space into office space to allow social distancing and accommodate additional staffing. The first phase of this project will include contracting with an architect to design a plan for the space, according to the needs outlined in the space needs assessment. Section 2. This ordinance will amend the project budget in response to construction bids received for the DSS second floor upfit as approved at the May 6, 2024 meeting; to allocate remaining funds for furniture and contingency. Section 5. Copies of this capital project ordinance shall be furnished to the Clerk to the Board, the Budget Director and the Finance Officer for direction in carrying out this project. Section 1. This project consists of hiring the engineer of record, Parrish and Partners, to design and bid a replacement fuel farm. A new fuel farm is crucial to the continued safe and efficient operation of the jetport.
