HomeMy WebLinkAbout060324 mHARNETT COUNTY BOARD OF COMMISSIONERS Regular Meeting Minutes June 3, 2024 The Harnett County Board of Commissioners met in regular session on Monday, June 3, 2024 at 9:00 am, in the Commissioners Meeting Room, Harnett County Resource Center and Library, 455 McKinney Parkway, Lillington, North Carolina. Members present: William Morris, Chairman W. Brooks Matthews, Vice Chairman Barbara McKoy, Commissioner Lewis W. Weatherspoon, Commissioner Member absent: Matthew B. Nicol, Commissioner Staff present: Brent Trout, County Manager Dwight Snow, County Attorney Kimberly Honeycutt, Finance Officer Melissa Capps, Clerk Chairman Morris called the meeting to order at 9:00 am. Commissioner McKoy led the Pledge of Allegiance and provided the invocation. Chairman Morris recognized Lillington Town Commissioner Neil McPhail. Chairman Morris called for any additions or deletions to the published agenda. Vice Chairman Matthews made a motion to approve the agenda as published. The motion was seconded by Commissioner Weatherspoon. The motion carried unanimously. Commissioner McKoy made a motion to approve the consent agenda. Commissioner Weatherspoon seconded the motion. The motion passed unanimously. The items on the consent agenda were as follows: A. Minutes i. Work Session Minutes of May 14, 2024 ii. Regular Meeting Minutes of May 20, 2024 iii. Work Session Minutes of May 28, 2024 B. Veterans Services requests approval to apply for a BJA FY24 Veterans Treatment Court Discretionary Grant in the amount of $1,000,000.00. This grant will enable the court to enhance the program by increasing capacity, treatment options, court services and to enhance transitional housing and transportation services. This is a four-year grant and will ensure there are no gaps in funding requirements for full operations of the Veterans Treatment Court and staff. Fayetteville Area Metropolitan Planning Organization (FAMPO) requests the Board of Commissioners approve the boundary expansion and sign the updated Memorandum of Understanding (MOU) as participating FAMPO Local Government/Party. D. The Harnett County Board of Commissioners would like to appoint Tamara Luikart to the Harnett County Public Library Board of Trustees as the Benhaven representative. Chairman Morris opened the meeting for informal comments by the public, allowing up to 3 minutes for each presentation up to 30 minutes. The following people provided comments: 1. Josie Miller of Word Church Lane, Lillington, NC. 2. Larry Mitchell of 478 Century Drive, Cameron, NC. 3. Joe Langley of 298 Kirk Adams Road, Angier, NC. 4. Rebekah Brock of 5220 Christian Light Road, Fuquay-Varina, NC. No one else spoke. The public comment period was closed. Brent Trout, County Manager, reviewed a request regarding the John Rouse Scholarship Fund. At the May 28, 2024 work session, Ms. Campbell Rouse, daughter of John Rouse, requested the Board of Commissioners consider a donation for the John Rouse Scholarship fund. Through contributions from individual donors, businesses, organizations, and local fundraisers, they have raised approximately $17,000. Ms. Rouse requested the Board of Commissioners consider donating the remainder of $8,000 that is needed to complete the endowment process at Campbell University. Legal has advised this would be an eligible educational expense and it would be paid out of contingency. Commissioner McKoy asked if this was a one-time donation and Mr. Trout stated yes ma'am. Commissioner Weatherspoon asked if it would be paid out of this year's budget and Mr. Trout stated yes, that is our intent. Commissioner Weatherspoon made a motion to approve the contribution of $8,000 in memory of John Rouse. Commissioner McKoy seconded the motion. The motion carried unanimously. Christopher Appel, Senior Staff Attorney and Coley Price, Deputy County Manager provided an update on the Opioid Task Force and Settlement Dollars. Information included the following: • The national opioid settlements resulted from lawsuit negotiations, requiring opioid manufacturers and distributors to pay back more than $50 billion over a period of 18 years to the American people through state and local governments • Harnett County will receive upwards of $11,000,000 distributed over 18 years, from Fiscal Year 2022-23 through Fiscal Year 2038-39, through a Memorandum of Agreement with North Carolina • $215,000 has been allocated to the Medication -Assisted Treatment/Medications for Opioid Use Disorder (MAT/MOUD) program in the Harnett County Detention Center • $20,000 has been allocated to the purchase of Norean for community distribution, including the School System • Timeline: o September 18, 2023: public input on strategic plan o October 19, 2023: Opioid Task Force meeting o October 2023: Building Bridges Initiative kick-off o November 2023: County Commissioners adopted strategic Plan Harnett County Board of Commissioners Regular Meeting Minutes June 3, 2024 Page 2 of 5 o December 2023: graduation of Reaching Rural Initiative & announcement of $98,000 for jail MAT/ MOUD program o December 2023: Jail Re-entry Navigator began o January 2024: launched new subcommittee and executive committee structure • Executive Committee o The Executive Committee reviews funding proposals from subcommittees o If Executive Committee votes to approve a funding proposal, it must then go before the Opioid Task Force for a vote o If the Opioid Task Force approves, the Executive Committee shall propose the project to the Harnett County Commissioners for formal approval • Timeline: o February 2024: monthly subcommittee meetings began o March 7, 2024: Recovering Hope Conference o April 11, 2024: Executive Committee reviewed and unanimously approved naloxone funding proposal o April 18, 2024: Opioid Task Force reviewed and unanimously approved naloxone funding proposal o May 1, 2024: jail launched Phase II of MAT /MOUD o May 6, 2024: County Commissioners adopted resolution to allocate settlement funds to community -based naloxone distribution o May 6, 2024: County Commissioners voted to accept $98,000 in Reaching Rural grant funding to go towards the Jail Re-entry Navigator's salary • Main Accomplishments to date: o Prevent harmful substance use ■ Harnett County Schools hired Clinical Social Worker to serve students • Campbell University and local faith leaders led Recovering Hope Conference ■ Continued collaboration with community- and faith -based organizations o Support treatment and recovery ■ Sheriffs Office initiated Phase I of MAT /MOUD in jail (continuation of MAT /MOUD for existing patients) Sheriffs Office hired Jail Re-entry Navigator to provide critical support Sheriffs Office initiated Phase II of MAT/MOUD in jail (inducting new patients onto MAT/MOUD treatment) Community Paramedicine program continues to expand to support individuals navigating substance use disorder o Reduce harm ■ Harnett County Health Department distributes free Norean to individuals and community -based organizations ■ County Board of Commissioners has allocated $20,000 to Norean for community distribution ■ Harnett County Schools has equipped each campus with Norean ■ Harnett County Schools has trained over 100 staff members to administer Norean and continues to train more Harnett County Board of Commissioners Regular Meeting Minutes June 3, 2024 Page 3 of 5 Harnett County Schools is preparing to launch pilot program for Norean kits on school buses County staff has arranged to receive an allocation of free Norean from Alliance Health What's next: o Collaborating with Health Department to create policies & procedures for community - based naloxone distribution o Coordinating Peer Support services with the help of Alliance Health o By the beginning of the 2024-25 school year, Harnett County Schools intend to ... ■ Train all HCS staff members to administer Norean ■ Launch pilot program for Norean kits on all school buses o Collaborating with community members to support a parent advocacy group o Expanding Post -Overdose Response Team Ally Fouts Gaines, Management Analyst, provided an overview of the new website: https://solveharnett.org . Attorney Appel stated pursuant to the memorandum of agreement with the state, we are required to at least annually invite our municipalities to provide input on the use of our settlement dollars. We did send out an invite to our municipalities. Chairman Morris opened up a public input for municipalities. No one spoke. Mr. Price shared the next Opioid Task Force meeting is the third Thursday at 2:00 pm in July. Mr. Trout stated Lisa McFadden, Budget Director, left some changes that have been made to the budget, they are technical corrections based on items that have been determined that need to be adjusted. I'll be putting out later this week, a memo that will list the outstanding items that we've had discussions about whether we want to do or not. We've discussed some of them before but the next meeting on June 1 ltn will be the meeting to try and figure out the direction from the Board as it relates to how we want to address those items with the hope of adopting the budget at the June 17t' meeting. Commissioner Weatherspoon made a motion to approve the budget amendments as requested by the Finance Officer. The motion was seconded by Commissioner McKoy and carried unanimously. (Attachment 1) Mr. Trout reviewed a request for the consideration of approval of a Memorandum of Understanding between the City of Dunn, the United Ministerial Association, Inc. (DUMA) and the County of Harnett that relates to a facility that DUMA has where the Health Department will be providing services. This is a no cost agreement. Commissioner Weatherspoon made a motion to approve the Memorandum of Understanding. The motion was seconded by Vice Chairman Matthews and carried unanimously. Commissioner McKoy thanked Mr. Joe Langley for coming back to explain what he was proposing for the board.
