HomeMy WebLinkAboutLJB Response to TIAMeade: Here are some of our comments/thoughts: General: 1. Looks like you all were included in the approval of the NCDOT Scoping document. Just wanted to make sure that you all felt like you had enough influence to include items you felt needed to be included. Let us know if there were any procedure issues with the approval through NCDOT. 2. The distribution percentages were a little different than we expected. According to the counts, it seems like there would be a more even split toward the north between US 401 and NC 55/Purfoy Road. Currently, the distribution is 20% north on US 401 and 50% north on NC 55 and Purfoy combined. 3. They used a 3% background growth. Has that been your standard? Also noticed that there were not any unbuilt or approved developments included in the background no-build. Are there any developments close enough that should have been included. Related to Improvements: 4. They noted Parrish Road in the executive summary and recommended improvements where they should have mentioned Chalybeate Springs Road. This is on pages 6 and 37 of the base TIA. This looks like just a typo. 5. We have concerns about having only access to Parrish Road, which essentially crates a one-way in and one-way out function. We expect this might raise a concern with the fire department and may look like it is against State Fire Codes. It is an interpretation if Parrish Road is considered “sole access point” or if the three access points off a state road would suffice. 6. As a follow-up thought to that, if Parrish Road is essentially a driveway into the site (sole access point), should the driveway manual turn lane warrants be applied to the Parrish Road intersection? Doing so would indicate that a 75’ left turn lane and possibly a 50’ right turn lane should be built. To Jay’s point in another email chain, there is a lot of green space down Parrish Road past the development. It may be ahead of schedule to require this developer to build any improvements on Chalybeate Springs since they may not have a full impact on future delay/traffic, but would be good if they can contribute to future turn lanes. The suggestion for this would be either have this developer build longer turn lanes or have them do a fee-in-lieu for the required turn lane lengths. 7. Looking at the left-turning volumes into Lafayette, the distance between Lafayette and Parrish could be a concern, especially if the distribution is adjusted as discussed earlier. There could be an overlap of turn lanes between the intersections and a 3-lane section between the two intersections may be needed. 8. Can the engineer provide a recommendation regarding when the signal at US 401 / Chalybeate Springs would need to be built? Something like “signal shall be installed before the 100th unit is occupied” or something similar? This guidance has been given by NCDOT to developers previously in other locations. Let us know if you would like to discuss any of these items. I would say the big things are the points of access questions and the turn lanes on Chalybeate Springs Road at Parrish Road. Thanks!!
