REGULAR MEETING
APRIL 2, 2024
5:00 P.M.
Present were; Board Chairwoman Allison Fenderson, Secretary Jim Currin, Members: Betsy
McCormick, Bill McNutt, Lewis Bell, Director Claire Jones and Assistant Director Shannon
Cole

Ms. Fenderson called the meeting to order at 5:00 pm with a moment of silence and Pledge of
Allegiance.
Public Comment:

Minutes:
The Board reviewed the minutes from March 14, 2024 and March 15, 2024. Mr. McNutt moved
to approve the minutes. Mr. Bell seconded. Approved without dissent.
Business:
The Board reviewed the draft memorandum of understanding (MOU) for the Board of Elections
and Harnett County. Mrs. Jones stated that County Attorney, Chris Appel and HR Director
Janice Lane were available for any questions. After some discussion, Mr. McNutt moved to add
the following line to the end of the first sentence in section 5, "and there will be no appeal to any
county entity." Mr. Bell seconded. Approved without dissent.
The Board discussed the early voting election worker appointments per Session Law 2023-140
(SB747) section 27. (c). Mrs. Jones worked with each of the Party Chairs to create the list from
all current Democrat and Republican election workers that worked the March 5, 2024 Primary
and both Party Chairs approved the lists. Mr. Currin moved to approve the appointments. Mr.
Bell seconded. Approved without dissent. Mrs. Jones will submit the complete list of assigned
workers to the next Board meeting for approval all early voting appointments.
The Board reviewed the election calendar for the remainder of the year. Mrs. Jones stated that
Logic and Accuracy testing on the voting machines would be April 4, 2024 at 9:00am and that
weekly Absentee meetings will begin next Tuesday April 9, 2024 at 5:00pm. Mrs. Jones also
reminded the Board to confirm they had no conflicts with the Canvass dates, as all Board
members are required to be present that day.
Mr. McNutt informed the Board of an event that he and Mr. Bell attended on March 25, 2024.
Mr. McNutt was contacted to be the guest speaker at the Black River GOP Precinct meeting.
Mr. Currin moved to go into closed session per GS 143-318.11(a)6 to discuss personnel. Mrs.
McCormick seconded. Approved without dissent. The Board went into closed session at 5:53
pm.
Mr. McNutt moved to return to open session. Mr. Bell seconded. Approved without dissent. The
Board returned to open session at 6:22 pm
With no further business to discuss, Mr. Bell moved to adjourn. Mr. Currin seconded. Approved
without dissent. The meeting adjourned at 6:24 pm.
The next meeting of the Board will be an Absentee meeting on April 9 at 5:00 pm.
