Present were; Board Chairwoman Allison Fenderson, Secretary Jim Currin, Members: Betsy McCormick, Bill McNutt, Lewis Bell, and Director Claire Jones Also present: See sign in sheet Ms. Fenderson called the meeting to order at 5:00 pm with a moment of silence and Pledge of Allegiance. Minutes: The Board reviewed the minutes from March 5, 2024. Mr. Bell moved to approve the minutes. Mr. Currin seconded. Approved without dissent. Business: Mrs. Jones stated the need to discuss the early voting plan for a possible second primary, per NCSBE numbered memo 2024-02. The State Board wants the plan submitted by March 18, 2024. After some discussion, Mrs. McCormick moved to hold early voting at one location, the Harnett County Commons Area in lieu of the Board of Elections office, with the minimum hours of Monday- Friday 8:00am-5:00pm and the last Saturday May 11 from 8:00am-3:00pm. Mr. Currin seconded. Approved without dissent. The Board reviewed the absentee list, four MIL/OVR duplicated ballots and three ballots with completed ID exception forms. Mr. Bell moved to approve the absentee list. Mrs. McCormick seconded. Approved without dissent. Election Technician, Mrs. Higginbotham opened the Absentee DS200, the Board verified the total was zero. Ms. Fenderson ran the 41 approved absentee by mail ballots through the DS200. The Board verified the final number was 41 and Mrs. Higginbotham closed the polls and printed the results tape. The Board signed the tapes and completed the Absentee Abstract. The Board reviewed the Provisional list. 251 Provisional ballots were returned. After extensive research, 98 were recommended to not be approved, 114 to be partially approved and 39 to be fully approved. After some discussion, Mr. Currin moved to approve the provisional list. Mr. Bell seconded. Approved without dissent. The Board opened the 39 approved provisional ballots and duplicated partially approved ballots with help from staff and a Bi-Partisan team, which were incorrect precinct voters and voted the wrong ballot style. The Board opened the DS200, verified the zero tapes and the Ms. Fenderson inserted the approved ballots. The Board verified 153 ballots were inserted and the DS200 tapes were printed. With no further business to discuss, Mr. McNutt moved to adjourn. Mr. Bell seconded. Approved without dissent. The meeting adjourned at 6:31 pm. The next meeting of the Board will be the Canvass meeting on March 15 at 11:00 am.
