HARNETT COUNTY BOARD OF COMMISSIONERS
Minutes of Regular Meeting
September 6, 2005
The Harnett County Board of Commissioners met in regular session on Monday,
September 6, 2005, in Courtroom 6, Harnett County Courthouse, 301 West Cornelius
Harnett Boulevard, Lillington, North Carolina.

Chairman Byrd called the meeting to order at 9:00 a.m. and Vice Chairman Hill led
the pledge of allegiance and prayer.
Commissioner Titchener moved to approve the agenda as published with one addition
to the consent agenda, award bid for cabling for the Agriculture Center facility.
Commissioner Andrews seconded the motion and it passed unanimously.
Upon motion by Commissioner McNeill and seconded by Commissioner McNeill, the
Board unanimously approved the following items on the consent agenda:

3. Tax refunds (Attachment 1)
4. Authorization for Cooperative Extension to submit a grant request in the amount of
$10,000 from Southern Region Sustainable Agriculture Research and Education
(SARE) Program for building a network of agriculture-related entrepreneurs.
5. Authorization for Sheriff’s Department to accept an Edward Byrne Justice
Assistance Grant. The grant will be used to continue replacement of 800 MHz radios.
Grant award: $51,034.00 Local match: $5,103.00.
6. Project ordinance for Airport project for Runway and Taxi Extension-Paving and
Lighting. (Attachment 2)
7. Creation of one detective position, pay grade 69, for Special Victim’s Unit in the
Sheriff’s Department.
8. Resolution to declare items surplus for the County’s annual auction sale
(Attachment 3)
9. Authorization for the following uses of the sole source purchasing option:
A. Public Utilities – five particle counters and four turbidimeters from the
Hach Company. The Hach Company provides all of the laboratory analysis
equipment for the county’s water system.
B. Sheriff’s Department – upgrade of radio equipment from Communications
International, Inc. (CII) for Spout Springs Tower extension project.
C. Register of Deeds - upgrade and conversion of software from Hart
Intercivic. Hart Intercivic has provided all current software and has
worked with the Register of Deeds for the last 5 years regarding its
software needs.
10. Awarded bid for category 6 structured cabling system for the new Agriculture
Center facility to AFL Network Services, LLC, in the amount of $59,343.13. RFPs
were sent to 6 companies. One other bid was received, Day One Communications in
the amount of $61,108.06. The cabling system is part of the overall construction
project and funding will come from that budget.
Informal comments were provided by the citizens listed below who voiced their
objection of the Harnett Health System non-profit hospital proposal and their support
of the Good Hope–Triad for-profit hospital proposal.

Chairman Byrd asked for nominations for the Nominating Committee which will
recommend individuals to the Board of Commissioners for its consideration of
appointees to the Harnett Health System Board. Commissioner Titchener nominated
Beatrice B. Hill, Lillington, Commissioner McNeill nominated Robert Doberstein,
Cameron, and Chairman Byrd nominated Howard Penny, Jr., Coats. Commissioner
McNeill moved to appoint these 3 members to the Nominating Committee. This
motion includes directing Neil Emory, County Manager, to serve as a staff member to
this nominating committee and to assist the committee in carrying out its duties as
specified in the Memorandum of Understanding previously entered into by Betsy
Johnson Regional Hospital, Harnett County, the City of Dunn and WakeMed.
Commissioner Andrews seconded the motion and it passed unanimously. The Board
of Commissioners will appoint a fourth member soon.
Steve Ward, Assistant Director, Public Utilities, presented a proposed resolution
approving an installment financing contract for the acquisition of property. Chairman
Byrd called to order a public hearing regarding the matter and opened the meeting for
comments from the public. The following citizens provided comments regarding use
of the property:

There being no further comments, Chairman Byrd closed the public hearing.
Commissioner McNeill moved to adopt the resolution as presented by Mr. Ward.
Commissioner Andrews seconded the motion and it passed unanimously.

Michael Watson, CEO, Sandhills Mental Health Center, presented an update on the
Lee-Harnett Mental Health merger with Sandhills Center. Mr. Watson noted
improvement of services for Harnett County residents and discussed the State’s two
and three year process of mental health reform.
Chris Wilson, USDA Wildlife Specialist, presented a report on the Beaver
Management Assistance Program in Harnett County.
Departmental reports were filed with the Board from Emergency Medical Services,
Sheriff’s Department, and a Report of Changes in the Fund Balance. (Attachment 5)
Mr. Emory noted that Campbell University had requested formal endorsement of the
Board of Commissioners for abandonment of a public right-of-way of T.T. Lanier
Street allowing it to revert to a private street that is owned and maintained by
Campbell University. Commissioner Titchener moved to adopt a resolution of intent
to close the road and to schedule a public hearing on the matter. Commissioner
Andrews seconded the motion and it passed unanimously. (Attachment 6)
Mr. Emory announced that the Department of Transportation’s Fall 2005 “Litter
Sweep” Roadside Cleanup is scheduled for September 17 – October 1.
Mr. Emory noted that a joint meeting with the Social Services Board is tentatively

scheduled on October 17, prior to the Board of Commissioners’ regular meeting.
Commissioner McNeill moved for the Board to go into closed session to consult with
the County staff regarding the proposed settlement of a claim; namely the worker’s
compensation claim of Terry McKay. This motion is made pursuant to N.C. General
Statute Section 143-318.11(a)(3). Commissioner Andrews seconded the motion and it
passed unanimously.
Commissioner McNeill moved for the Board to come out of closed session, and to
amend his previous motion to go into closed session to include discussing a personnel
matter pursuant to N.C. General Statute Section 143-318.11(a)(6). Commissioner
Titchener seconded the motion and it passed unanimously.
There being no further business, Vice Chairman Hill moved to adjourn.
Commissioner Titchener seconded the motion and it passed unanimously. The
Harnett County Board of Commissioners regular meeting, September 6, 2005,
adjourned at 10:40 a.m.
