Minutes of Work Session
January 30, 2024
The Harnett County Board of Commissioners met in work session on Tuesday, January 30, 2024,
at 9:00 am, in the Commissioners Meeting Room, Harnett County Resource Center and Library,
455 McKinney Parkway, Lillington, North Carolina.

Chairman Morris called the Harnett County Board of Commissioners meeting to order at 9:00
am.
Commissioner Nicol led the Pledge of Allegiance and invocation.

Christopher Appel, Senior Staff Attorney, reviewed the draft FY24 Funding Agreement between
Alliance Health and the County of Harnett. Consensus of the Board was to place this item on the
next Consent Agenda.
Mr. Robinson shared the Alliance Board meets the first Thursday of every month except for
January and July from 4:00 pm — 6:00 pm. He stated that the Board is voting on adding two
board seats for Harnett County on Thursday; I will let you know the outcome. Mr. Robinson also
shared they also have a County Commissioner Advisory Board.
Kenneth Withrow, Senior Transportation Planner with Capital Area MPO presented information
on the US 401 Corridor Study. Information included the following:
• Project Recap (Corridor Study History, Alternatives, Draft Recommendations, etc.)
• Existing U.S. 401 in Wake County Recommendations
• Existing U.S. 401 in Harnett County Recommendations
• N.C. 55, Angier Bypass, and N.C. 210 Recommendations
• Future/Long term U.S. 401 Alignment Recommendations
• Next Steps
o Release of final recommendations and final report
■ CAMPO Executive Board considers "Endorsement" of the study's
recommendations/report for use in future MPO planning processes, in
particular the 2055 Metropolitan Transportation Plan.
■ CAMPO Public comment period anticipated for
mid -February to mid -March, 2024
■ Round 4 Public Engagement Summary Report includes all comments
o MPO, NCDOT, and local jurisdictions work to program the recommended
short- and mid-term projects into the next project planning and development
phases for their next steps in development, funding, and construction.
Debra Harris -Hawkins, Interim Health Director, presented a request for approval of the 719
Bridge Access Program funding in the amount of $96,052 from NC DHHS. This funding
provides operational support to the Health Department to improve access to the COVID-19
vaccine for uninsured and underinsured adults. These funds will be available through December
31, 2024. Consensus of the Board of Commissioners was to place this item on the next consent
agenda.
Debra Harris -Hawkins, Interim Health Director, presented a request for approval of the SHIIP
Base Grant funding from the NC Department of Insurance in the amount of $13,664. A total of
$10,892 was allocated during the budget process. These funds will be used to provide Medicare
counseling to citizens of Harnett County and is available Monday through Friday at the Harnett
County Division on Aging office. Consensus of the Board of Commissioners was to place this
item on the next consent agenda.

Debra Harris -Hawkins, Interim Health Director, presented a request for approval for an increase
in Pneumovax Pricing. At the January 18, 2024 meeting, the Board of Health approved the
following increase for the Pneumovax vaccine due to increased purchase cost. Pneumovax
vaccine old rate $119 to a recommended rate of $180. Consensus of the Board of Commissioners
was to place this item on the next consent agenda.
Debra Harris -Hawkins, Interim Health Director, presented a request for approval of MIPPA
(Medicare Improvement for Patients and Providers Act) funding from the NC Department of
Insurance in the amount of $5267. These funds will be used to help Medicare beneficiaries with
limited income and assets learn about programs that may save them money on their Medicare
costs. The Harnett County Division on Aging will use these funds to host a Scam Jam Event in
Harnett County in May with a shred truck on site. Funds will also be allocated to incentives for
outreach as well as office supplies and uniforms for SHIIP staff and volunteers to wear at
community events. Consensus of the Board of Commissioners was to place this item on the next
consent agenda.
Tim Mathews, Cooperative Extension Director, presented a request for approval of a funds
transfer from Harnett Health Systems in the amount of $55,225.38 for Family Resource
Programs. Consensus of the Board of Commissioners was to place this item on the next consent
agenda.
Larry Smith, Emergency Services Director, presented a request for approval of the Board of
Commissioners to construct an addition to their current station. This new addition would be 1800
square feet at a cost of $534,469.95. The new addition will house administrative offices and
meeting/training areas for the fire department. They will finance the addition no additional
county funds requested. Consensus of the Board of Commissioners was to place this item on the
next consent agenda.
Thomas Royer, Assistant Staff Attorney, presented a request for the Board of Commissioners to
consider adopting a Resolution authorizing an increase in the micro -purchase threshold. In 2020,
the federal Office of Management and Budget revised the Uniform Guidance to allow non -
Federal entities to raise the threshold for micro -purchases. This resolution will raise the County's
micro -purchase threshold from $10,000 to $30,000 for the purchase of "apparatus, supplies,
materials, or equipment," and "construction or repair work" and $50,000 for the procurement of
other services. One year ago, the Board approved this resolution, which has relieved some of the
administrative burden associated with grant funding. The resolution is only effective for one year
so annual re -certification is required. Consensus of the Board of Commissioners was to place this
item on the next consent agenda.
Dwight Snow, County Attorney, presented information on a proposal by Larry Craig Taylor and
Jonathan Taylor to purchase real property from Harnett County. The property is described as an
approximate 5.20 acre portion of the 20.54 acre former Boone Trail School property which said
5.20 acre portion is located on the south side of Old US 421 highway in the Upper Little River

Township of Harnett County. The overall former school property has an address of 8500 Old US
421, Lillington, NC 27546 with a County Parcel ID No. of PID 130610 9000. The subject real
property is vacant and mostly wooded. I have been advised by County Parks and Recreation
Department Director, Carl Davis, that this 5.20 acre portion of the former Boone Trail School
property is not needed and is not included in the Boone Trail Community Park plans. The
Harnett County Tax Department has placed a value on this property of $52,000.00 ($10,000.00
per acre). Larry Craig Taylor and Jonathan P. Taylor have made an offer to Harnett County
of$57, 200.00 plus payment of closing cost to include the publication to advertise the notice for
upset bids and the surveying cost to subdivide the 5.20 acre subject tract from the overall 20.54
acre former school property. I would propose that the Taylors' bid be placed on the January 30,
2024, work session of the Board of Commissioners for its consideration. If the Board decides to
accept the Taylors' proposal, then a Resolution to sell real property will need to be formerly
adopted at the February 5, 2024, regular meeting of the Board. Consensus of the Board was to
place this as an individual action item on the next agenda.
Dwight Snow, County Attorney, presented information on a proposal from Sandhills Real Estate
Holdings LLC to purchase a vacant real property lot owned by Harnett County pursuant to a tax
foreclosure Commissioner's Deed recorded February 9, 2017, in Book 3478, Page 916, Harnett
County Registry. The property is described as an approximate 0.36 lot designated as Lot # 213 of
Carolina Hills, Phase II subdivision as shown on that survey map recorded in Plat Cabinet F,
Slide 285-D, Harnett County Registry. This lot has an address of 12 Castle Wood, Sanford, NC
27332 with a County Parcel ID No. of PID 03958601 0372 62. The Harnett County Tax
Department 2022 revaluation has placed a value on this lot of $10,240.00. Sandhills Real Estate
Holdings LLC has made an offer to purchase this subject lot from Harnett County for $10,500.00
plus payment of the newspaper publication fee to advertise the notice for upset bids. I would
propose that the Sandhills Real Estate Holdings LLC's bid be placed on the January 30, 2024,
work session of the Board of Commissioners for its consideration. If the Board decides to accept
the proposal, then a Resolution to Sell Real Property will need to be formerly adopted at the
February 5, 2024, regular meeting of the Board. Consensus of the Board was to place this as an
individual action item on the next agenda.
Stephen Barrington, Economic Development Director, provided a quarterly Economic
Development update.
Mr. Barrington also reviewed a proposal to enter into a Memorandum of Understanding (MOU)
with SAMET Properties, LLC for an economic development project that includes the purchase of
a combines 65+/- acres along Arrowhead Drive and US Highway 301, Dunn North Carolina for
the establishment of an industrial park. Attorney Royer reviewed the terms of the MOU.
Attorney Snow reviewed a request to enter into a joint Letter of Intent (LOI) with SAMET
Properties, LLC (SAMET) for the purchase of the Tart -Edgerton property, located off
Arrowhead Road, Dunn, NC and Hwy 301. The acquisition will be the new home of six Class A
industrial buildings, ranging from — 120,000 SF to — 160,000 SF, totaling — 800,000 SF.

Attorney Snow shared a public hearing has been advertised for the February 5, 2024 Board
meeting on the economic development items.
Kimberly Honeycutt, Finance Officer, reviewed a request for the Board of Commissioners adopt
a Resolution to approve signature cards for Bank of America. Bank of America offers a
"Comprehensive Payable" system that will offer the County significant savings and benefits. The
County will be required to open an account for the management of this activity and a signature
card and resolution are required. Consensus of the Board was to place this item on the next
consent agenda.
Kimberly Honeycutt, Finance Officer, provided a Quarterly Financial Review for the quarter
ended, December 31, 2023.
Commissioner Weatherspoon made a motion to go into Closed Session to consult with the
County's legal counsel in order to preserve the attorney -client privilege concerning the handling
of certain claims. This motion is made pursuant to NC General Statute Section 143-318.11
(a)(3). The motion was seconded by Commissioner Nicol and carried unanimously.
Following a motion to come out of Closed Session, Chairman Morris called the meeting back
into open session.
Commissioner Nicol made a motion to adjourn at 9:55 am. The motion was seconded by Vice
Chairman Morris and carried unanimously.
