HomeMy WebLinkAboutHCBOE Board Meeting Minutes - February 6th, 2024 - Regular and Absentee MeetingHARNETT COUNTY BOARD OF ELECTIONS REGULAR AND ABSENTEE MEETING FEBRUARY 6, 2024 5:00 P.M. Present were; Board Chairwoman Allison Fenderson, Secretary Jim Currin, Members: Betsy McCormick, Bill McNutt, Lewis Bell, and Director Claire Jones Also present: See sign in sheet Ms. Fenderson called the meeting to order at 5:00 pm with a moment of silence and Pledge of Allegiance. Public Comment: Tessa Snead (letter read by Mrs. Jones) Danna Vazquez Robert Snead Minutes: The Board reviewed the minutes from January 30, 2024. Mr. Currin moved to approve the minutes. Mr. Bell seconded. Approved without dissent. Business: The Board reviewed the draft 2024-2025 Budget. After some deliberation, Mr. Currin moved to increase the election worker pay by $10 for each position, each day. Mr. McNutt seconded. Approved 4-1 with Mr. Bell dissenting. After further elaboration, Mr. Bell moved to increase election worker pay by $12.50 per person per day. Mr. McNutt seconded. Approved 3-2 with Mrs. McCormick and Mr. Currin dissenting. The Board discussed the hiring process for the Assistant Elections Director position. After some discussion, Mr. McNutt moved to delegate hiring to the Elections Director, with a stipulation that before the final decision, the -Board has the ability to review the selection. Also, the Director must submit the review of employees to the board every six months for the first year for a new hire. All staff should undergo a yearly review. Mr. Bell seconded. Approved without dissent. Mr. McNutt discussed with the Board some best practices and procedures such as: • Demystifying Elections in the community • Increased outreach • Roberts Rules for Board meetings • Increase advertising • Live streaming meetings • Summarize numbered memos for public After some discussion, Mr. McNutt moved to get Board members (that want) the following items: • Business Cards • Hamett.org email address • Ability to receive mail at Board of Elections' office • Mail box located in Board of Elections' office • Harnett County shirts for Board Members Mr. Bell seconded. Approved without dissent. Mr. McNutt then requested to receive information from the Board members concerning the need for a new Board of Elections office. Mr. McNutt would like to see a presentation given to the Board of Commissioners again on this issue. The Board reviewed the absentee list. There were two absentee by mail ballots returned. Mr. Currin moved to approve the list. Mr. McNutt seconded. Approved without dissent. The Board reviewed a ballot with an incomplete ID exception form. Mrs. Jones stated she would reach out to the voter as soon as possible to get the issue cured. The Board opened the Absentee DS200, verified the total was 11. Ms. Fenderson ran the two approved absentee by mail ballots through the DS200. The Board verified the final number was 13 and turned the DS200 off. With no further business to discuss, Mr. McNutt moved to adjourn. Mr. Bell seconded. Approved without dissent. The meeting adjourned at 6:22 pm. The next meeting of the Board will be an Absentee meeting on February 13 at 5:00 pm.
