10.5 Lighting & Illumination
C. Signs which contain, include, or are lighted by any flashing, intermittent, or moving lights are prohibited, except as follows:
Such signs shall be permitted only as part of an otherwise permitted sign or in conjunction with a permitted replacement of an existing sign, provided that the illuminated portion shall
be at least 15 percent (15%) of the total square footage area of the sign and shall not exceed 35 percent (35%) of the total square footage area of the sign. This section shall not
apply to public service institutions such as schools and fire departments.

Reason for Requested Change:
To amend Harnett County’s U.D.O. Article VII. Development Design Guidelines, Section 10.5, to allow for public service institutions, such as schools and fire departments, to be exempt
from section 10.5.C.2 of Article VII. Development Regulations, and to eliminate the requirement for minimum distance between signs at institutional locations.

The requested Text Amendment is compatible with Harnett County regulatory documents and the benefits outweigh any potential inconvenience or harm to the community. Therefore, it is
recommended that this Text Amendment request be APPROVED.
