Minutes of Work Session
November 14, 2023
The Harnett County Board of Commissioners met in work session on Tuesday, November 14,
2023, at 9:00 am, in the Commissioners Meeting Room, Harnett County Resource Center and
Library, 455 McKinney Parkway, Lillington, North Carolina.
Members present: Matthew B. Nicol, Chairman

Chairman Nicol called the Harnett County Board of Commissioners meeting to order at 9:00 am.
Commissioner Matthews led the Pledge of Allegiance and invocation.
The following agenda was before the Board of Commissioners:

6. Discuss the appointment of Stephen Barrington to the Executive Committee of the
Southeastern Economic Development Commission (SEDC); Brent Trout, County
Manager
7. Review potential funding plan for Nonprofit groups originating in Harnett County;

8. Discuss suspending the issuance of building permits in the Rawls Church area, until
certain safety concerns are addressed; William Morris, Vice Chairman
9. Discuss and review the 2024 Schedule of Meetings for the Harnett County Board of
Commissioners.

Coley Price, Deputy County Manager and Christopher Appel, Senior Staff Attorney provided an
update on the Opioid Task Force Strategic Plan. The Opioid Task Force is requesting adoption
of the Strategic Plan to kickstart the implementation of the plan. Consensus of the Board was to
place this item on the next consent agenda.
Tim Mathews, Cooperative Extension Director, reviewed a request for permission to accept
$130,000 grant from the North Carolina Tobacco Trust Fund for the purpose of renovation of the
Agriculture Center kitchen. The new kitchen will provide a true educational kitchen for the
purpose of educating food service workers as well as Harnett County citizens including youth
and adults. Consensus of the Board was to place this item on the next consent agenda. A check
was presented to the Board of Commissioners from the North Carolina Tobacco Trust Fund.
Sarah Arbour, Long Range Planner, reviewed the following upcoming public hearings:

Brent Trout, County Manager, reviewed a request to approve the appointment of Stephen
Barrington to the Executive Committee of the Southeastern Economic Development
Commission. The board will need to make a motion to approve his appointment. His
appointment will carry forward as long as he serves in this position with Harnett County. The
next SEDC Executive Committee meeting is November 28, 2023. Consensus of the Board was to
place this item on the next consent agenda.
Chairman Nicol provided background information on a request to review a potential funding
plan for Nonprofit groups originating in Harnett County. Discussion was held and consensus of
the Board was to have staff research, come up with a plan and reapproach the Board at a later
date.
Vice Chairman Morris shared he was waiting on information concerning the number of vehicle
accidents in this area for the discussion on suspending the issuance of building permits in the
Rawls Church area, until certain safety concerns are addressed and asked if it could be held over
until the next meeting. Consensus of the Board was to place this item on the November 28, 2023
work session.
Mr. Trout reviewed the 2024 Schedule of Meeting Dates. Additional discussion included
removing the December 31, 2024 work session date. Consensus of the Board was to place this
item on the next consent agenda with removal of the December 31, 2024 meeting date.
Commissioners reviewed the applications submitted for various Board and Commission
vacancies. Consensus of the Board was to place the appointment of Bryan Keith Avery as
District 3 representative to the Historic Properties Commission and to hold off on appointing an
at -large member to the Harnett County Board of Equalization and Review until November 28 h.
Commissioners ask staff to verify what District Desi Campbell resided in for consideration of
appointment to the Historic Properties Commission. Additional discussion included whether or
not to keep the district specific requirements for the Historic Properties Commission. The Board
asked legal staff to present some various language changes to the membership requirements for
consideration at an upcoming meeting.
Mr. Trout reviewed a request to cancel the December 28, 2023 work session. Any items that
need action could be added under new business on the January 2, 2024 meeting. Consensus of
the Board was to place this item on the next consent agenda.
Mr. Trout also reviewed information from the 1 st Quarter FY2024 TEAM Harnett Performance
Management Report.

Commissioner Weatherspoon made a motion to go into Closed Session to consult with the
County's legal counsel in order to preserve the attorney -client privilege concerning the handling
of certain claims. This motion is made pursuant to NC General Statute Section 143-318.11
(a)(3). The motion was seconded by Vice Chairman Morris and carried unanimously.
Following a motion to come out of Closed Session, Chairman Nicol called the meeting back into
open session.
Commissioner McKoy made a motion to adjourn at 10:14 am. The motion was seconded by
Commissioner Weatherspoon and carried unanimously.
