REGULAR/ ELECTION DAY ABSENTEE MEETING
NOVEMBER 7, 2023
5:00 P.M.
Present were; Board Chairwoman Allison Fenderson, Secretary Jim Currin, Members: Betsy
McCormick, Bill McNutt, Lewis Bell, and Director Claire Jones
Also present: See sign in sheet
Ms. Fenderson called the meeting to order at 5:00 pm with a moment of silence and Pledge of
Allegiance.

Minutes:
The Board reviewed the minutes from November 6, 2023. Mr. Bell moved to approve the
minutes. Mr. McNutt seconded. Approved without dissent.
Business:
Mrs. Jones presented to the Board an election update with voter numbers. As of 4:00pm, 1451
people voted at the election sites. Mrs. Jones informed the Board that she has received a Board
member complaint from the Longmans. There is no action required from the Board, as those
complaints need to go to the State Board.
The Board opened the DS200s for one -stop and absentee by mail. After verifying the beginning
count on each machine, the DS200s were closed and the results were printed. All Board
members present signed the tapes, and verified the absentee abstracts. To preserve voter secrecy,
the absentee by mail votes will be added to the One -Stop voting numbers. Results will be
released at 7:30pm.
The Board discussed the One -Stop voting plan for the March 5, 2024 Primary Election. Mr.
Currin moved to approve the plan listed below. Mr. McNutt seconded. Approved without
dissent.
One -Stop Early Voting Locations
Harnett County Commons Area, 309 W. Cornelius Harnett Blvd., Lillington (in lieu of the
Board of Elections Office)
Western Harnett High School Gym, 10637 NC 27 W., Lillington
Erwin Parks and Recreation Gym, 810 S. 16th St., Erwin
Angier Elementary School, 130 E. McIver St., Angier
Hours for all One -Stop Voting Locations
Weekdays, February 15 — March 1, 8:00 am - 7:30 pm
Saturdays, February 17 and 24, 8:00 am - 5:00 pm
Sundays, February 18 and 25, 1:00 pm - 5:00 pm
Last Saturday, March 2, 8:00 am - 3:00 pm
Mrs. McCormick moved to go into closed session per GS 143-318.11(a)6 to discuss personnel.
Mr. Currin seconded. Approved without dissent. The Board went into closed session at 5:50 pm.
Mrs. McCormick moved to return to open session. Mr. Currin seconded. Approved without
dissent. The Board returned to open session at 6:50 pm
Mrs. Jones reminded the Board that the Sample Hand eye count is Thursday November 9 at 9:00
am at the RCL training room. Mrs. McCormick stated that she will be traveling on the day of
Canvass and will have to attend remotely. This will require the Board to open the meeting at
11:OOam and then recess until Mrs. McCormick can call in at 12:15pm.
With no further business to discuss, Mr. Currin moved to adjourn. Mr. Bell seconded. Approved
without dissent. The meeting adjourned at 6:53 pm.
The next meeting of the Board will be an Absentee/Provisional meeting on November 17 at 5:00
pm.
